The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847# as well as a link to join the Microsoft Teams Meeting. CALL TO ORDER Mayor Ekberg (on-site) called the Special Meeting of the Tukwila City Council to order at 9:50 p.m. directly following the Committee of the Whole meeting. ROLL CALL Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the meeting were Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Kate KruUer(on'nite). Thomas McLeod (on-site), Mohamed Abdi (on-site), Tosh Sharp (on-site). MOVED BY KRULLER, SECONDED BY ABDI TO EXCUSE THE ABSENCE OF COUNCIL PRESIDENT DELOSTRINOS JOHNSON. MOTION CARRIED 6-0. CONSENT AGENDA a. Approval of Minutes: 7/10/23 (Special Mtg.) b. Approval ofVouchers #O040351U'OU403G1Ginthe amount of$1.14G.O5G.8S c. Authorize the Mayor to sign a contract with Carollo Engineers for the Tukwila Reservoir Feasibility Study, in the amount of $153,190.00. [Reviewed and forwarded to Consent by the Transportation & Infrastructure Services Committee on 7/17%23.] d. Authorize the Mayor to accept a grant from the Washington State Department of Ecology Water Quality Combined Funding Program for the Enhanced Maintenance and Source Control Plan (EMP) and Decant Facility Design at the combined Public Works Shops site, in the amount of $462,043.00 (local match $81.537.0O). [Reviewed and forwarded to Consent by the Transportation & Infrastructure Services Committee on 7/17/23.] e. A resolution stating the City's intent to consider designating a residential targeted area for the purpose of establishing a multi -family property tax exemption program, and setting the time for a public hearing to consider the designation of the area. RESOLUTION NO. 2075 [Reviewed and forwarded to Consent by the Committee of the Whole on 7/24/23.] MOVED BY HOUGARDY, SECONDED BY MCLEOD TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 6-0.
