Strander at 8 :OOP.M. Councilmen present were Stan Minkler, A.G. Radford, E.W. Ives, Richard A. Bowen, Dwight R. Gardner and Robert B. Anderson First order of business was the reading of the minutes of the November 2, 1964 meeting, the minutes were approved as read. Mr. Minkler moved that all bills approved by the Finance Committee be allowed with warrants drawn for their respective amounts, seconded by Mr. Bowen and carried. They are as follows: $2,002.57 428.19 2,578.36 25.7r 982.1 5 236.60 75.00 2,622.43 Mr. Minkler questioned the amount of the bill presented the City, by the Washington State Auditor. Mayor Strander will send a letter of inquiry. The treasurer's report was presented to the council. The Mayor spoke to council in regard to the money allocated for the Regional Planning Commission. Mr. Bowen moved that council approve this payment, seconded by Mr. Anderson and carried. Mayor Strander brought up the subject of the change in the use of the cent gas tax for the coming year. Mayor Strander suggested that the Street Committee have all of the upcoming projects catologed wherby we can determine how much of this cent gas tax money will need. This to be reported on at the meeting of December 7, 1964. 263 A letter and a proposed plan was received from the City of Seattle Department of Lighting, this in regard to their plans for the sub station. The letter and maps were turned over to Mr. Zepp for study. Mr. Zepp will meet with Mr. Minkler to make a final decision. It was noted that there had been a change in the street lighting program, this in regard of placing poles. Three poles will be installed at the Tukwila Renton Junction with no additional cost. Mr. Bowen reported on a letter received from Mr. Paul Mc Kay of the State Highway department. This in regard to the placing of a light at the turn immediately of the bridge to Renton. The State Highway Department is in the process of aquiring an easement from Seattle at 48th Avenue and Interurban Avenue. This will cross interurban with a two lane road. The City of Tukwila will take over this road after a 1 year period to maintain. Mr. Anderson moved that council approve this easement, seconded by Mr. Ives and carried. Mr. Anderson reporting for Sanitation stated that everything is shaping up and sewers service will be available to Tukwila within a very short time. The damage to the Street in Andover, caused by a broken water line of the City of Seattle was discussed at this time. On the advise of the City Attorney it is advisable that a claim for any possible damge be filed within 90 days. That being 90 days from November 11, 1964. It is very possible that the damage to the lift station may have some bearing on this. A health Services agreement Ordinance for 1965 was presented to council. Mr. Anderson moved that this Ordinance, Ordinance 412 be placed on its first 2' reading,seconded by Mr. Ives and carried. Mr. Anderson moved that Ordinance 412 be placed on its second reading, seconded by Mr. Ives and carried. Mr. Ives moved that Ordinance 412 be placed on its final reading for passage seconded by Mr. Bowen and carried. Mr. Ives moved that Ordinance 413 relating to the sale and consumption of liquer by minors be placed on its first reading, seconded by Mr. Bowen and carried. Mr. Ives moved that Ordinance 413 be placed on its second reading, seconded by Mr. Gardner and carried. Mr. Bowen moved that Ordinance 413 be placed on its third and final reading for passage, seconded by Mr Gardner and carried. Mr. Ives moved that Ordinance 414 relating to a curfew inforcement for minors be placed on its first reading, seconded by Mr. Bowen and carried. After a brief discussion Mr. Minkler suggested that this ordinance be tabled til the meeting of December 7, 1964. Mr. Ives spoke to council in regard to a decision which was to be made in regard to Mr. Mettler, this in conjunction with the flume on the Mettler property. A meeting was held with Mr. Mettler and Mr. Brewer, but no conclusion to this problem has been reached. Mr. Radford will check this out. Ordinance 415 was presented to council at this time, this is in conjunction with the Municpal court transfer. Mr. Anderson moved that Ordinance 415 be placed on its first reading, seconded by Mr. Ives and carried. Mr. Ives moved that Ordinance 415 be placed on its second reading, seconded by Mr. Bowen and carried. Mr. Anderson moved that Ordinance 415 be placed on its final reading for passage, seconded by Mr. Ives and carried. Council discussed the feasibility of accepting a right of way at th as a city street. Mr. Zepp stated that a cost of $700.00 would bring the road up to standard. The State Highway Department would cooperate with the city if this became a city street. Mrs. Flink stated that a few reflectors should be placed in the poles on the steep down grade in the area of 57th and 180th as this would elimate the danger of accidents in the area.
