April 5, 1965 The regular meeting of the Tukwila City Council was called to order by the Mayor, John B. Strander at 8:00 P.M. Councilmen present were Stan Minkler, A.G. Radford, E.W. Ives, Richard A. Bowen, Dwight R. Gardner, C.T. Baker and Robert B. Anderson. First order of business was the reading of the minutes of the March 15th meeting, the minutes were approved as corrected. The correction being in part that the city could help the property owners who suffered land loss in the February Flood to the extent that we would seek aid in Rip Rapping the river banks in the area, to avoid further damage" This assistance to come from the the County. Mr. Minkler moved that all bills approved by the finance committee In allowed with warrants drawn for their respective amounts, seconded by Mr. Ives and carried. $4401.51 837.03 1439.41 354.09 387.88 2607.85 Mr. Zepp reported on the Building Permits issued for the month of March. Mr. Radford reporting for the Street committee reported on a Public Hearing he attended in regard to the Highway system and street programing, this was a very informative meeting. Mr. Minkler reported for the Water Committee. Mr. Minkler stated that as the monies come in from the Water Sewer program, the old water lines will be replaced as money allows. Mr. Anderson suggested that council look into the possibility of a Federal Grant in this regard. 297 Mr. Anderson speaking for the Sanitation Committee stated that the Engineer has ordered the Construction Companies to proceed with the necessary restoration work. Sewer connection are progressing nicely. Mr. Anderson also reported on the Hemmerling property in regard to litter in the side yard. It is being disposed of. Mr. Bowen reporting for the Fire Department stated that there were 13 fires this passed month, the fire department is still waiting for the new rating that has been requested. Fire Chief Dwayne Traynor stated that a course has been taken in electrical hazzards, the ueneral Superintendent will check out the local buildings in the interest of safety. Mr. Minkler reported for the Police Committee. Chief Boze gave a brief report on the activity in the City in the past month. Mr. Gardner reporting for the Flood Control Committee stated that the State High way Department has just completed a culvert on the West Valley Road, this should alleviate for the most part a lot of the cities water problems in the area. If the City joins in this Soil Conservation program this should help take care of the Tukwila Downs problem. It is understood that the river will be straightened north of the City to reach the level of Black River. Andover Park would be in agreement with this Soil Conservation Plan. Mr. Ives speaking for the Parks and Beautification Committee stated that every thing was s.ping up in the Park what with outside help in to prepare the Park 'for the summer season. Mr. Minkler speaker for the Planning Commission stated that a Public Hearing April 5, 1965(con't) on the newly annexed property by Boode was adjourned with no conclusive decision made. The final decision in this regard will be determined at the April 15th meeting of the Planning Commission. Mr. Ives reported for the School Committee. Mr. Ives spaeking for the license committee stated that a request for a business license was received from a Mr. Sparling to operate a taxi cab within the City of Tukwila. This was discussed at great length with council this to be studied by the committee and reported on at the meeting of April 15, 1965. Mr. Zepp reported to council on a discussion he had with Mr. Alexande1- of the State Highway Department, this in regard to the restoration of a portion of 51st Street. Mr. Alexander reassured the city that the roadway will be restored as before or better. Mr. Hodge present resolution 180 to the council, this pretaining to the Puget Western Surcharge Agreement dated August 7, 1961 this will expiate thehr payments, whereby the escrow monies can be rettrned to the reserve account. Mr. Minkler moved that resolution No. 1£30 be read for adoption, seconded by Mr. Bowen and carried. Mr. Hodge presented the agreement between Tukwila Downs and Harstad Associates to council,..thit was tabled til the meeting of April 19, 1965 It was suggested by council that a letter of appreciation to Mrs. Rinehart in regard to the job well done, regarding her covering of the Tukwila news in the Record Chronicle. Mr. Minkler moved that Mayor Strander be authorized to write this letter seconded by Mr. Radford and carried. Mr. Dan Saul precinct committeeman for precinct it 3 cuestioned council as to plans for street lights and sewers in the area. Mayor Strander stated that we have an active program of street lighting which is worked on every year with out asessing the people. Mr. Saul also questioned the feasibilty of having a polling place in the district. There being no further business for discussion the meeting was adjourned at 9:20.
