The regular meeting of the Tukwila City cour:cil was called to order by
the Mayor, John B. Strander at 8:00 P.M. Councilman present were Stan
Minkler, A.G. Radford, E.W. Ives, Richard A. Bowen, Dwight R. Gardner,
C.T. Baker and Robert B. Anderson. First order of business was the reading
of the minutes of the December 20th 1965 meeting, the minutes were approved
as corrected. the correction being that the bidder should specify delivery
date when submitting a bid, not as prevouisly stated 60 days.
Mr. Minkler moved that all bills approved by the Finance Committee be allowed
with warrants drawn for their respective amounts, seconded by Mr. Ives and
carried. The current bills are as follows:
CURRENT EXPENSE FUND 1 ,351.55
STREET EXPENSE FUND 14.91
WATER EXPENSE FUND 15.22
SEWER EXPENSE FUND 84.01
STORM DRAINAGE PROJECT 16,489.53
PAYROLL 2,805.6
The meeting was opened for a Public Hearing in regards to the rezoning of
property from R -A to C -M. Mr. Minkler stated that the Planning Commission
approved of the rezone.
Mario Segale spoke in regard to the rezone stating that he would have to protest
because of the drainage problem that would be a result of building up of the
property. Two letters were presented to council in this regard.
Mr. Harold Iverson speaking for the rezoning, stated that the drainage on easement
would not change. Mr. Segale stated that his entire property was dependant on this
easement, whereby he was assured by the developer that it would be taken care of.
It was brought out at this time that the easement as such has no hearing on the
Public Hearing for rezone.
Mr. Andersonnmoved that the zoning be accepted by the council(from R -A to C -M)
seconded by Mr. Ives
Mrs. Flink questioned the developer as to where the water will flow from the
top of the Hill, the answer being that it will be carried in a gravity line to
the Green River Mr. Segale stated that he would have to continue his protest
of the rezone. Mr. Iverson stated that the working drawings for utilities plans
will be forthcoming within a few months, motion carried, therefore the Public
Hearing was closed.
Mr. Zepp reported on the number of building permits issued in the month of
December, also giving a re -cap of the years business.
Mr. Radford reported for the Street Department. He will meet with Mr. Boys
to discuss the specifications of the extension of Tukwila rarkway in conjunction
with Southcenter Corporation.
Mr. Minkler reported for the Water Department.
Mr. Anderson spaeking for the Sanitation committee presented an Air Pollution
Ordinance to council, this was tabled til a later date for study.
Mr. Bowen reported for the Fire Department. Fire Chief Traynor gave a brief
resume of activities in the year 1965
Mr. Minkler reported for the Police Committee. Chief Baize gave a brief report on
the years activities, he also stated that a total of 71,235 miles was traveNed
in the past year. Mr. Minkler questioned the placing of certain street lights.
Mr. Anderson publically thanked the Police department for assistance in a near
fatal accident at his home.
A suggestion was made that the lights before mentioned, be installed sending a
bill on to the State, Mr. Anderson moved that this action be carried out, seconded
by Mr. Bowen and carried.
Mr. Gardner reporting for Flood Control stated that an Ordinance was ready for
adoption in this regard.
Mr. Ives moved that Ordinance 446 approving the formation of the Green River
Flood Control Zone District be placed on its first reading,seconded by Mr. Bowen
and carried.

Mr. Baker moved that Ordinance 446 be placed on its second reading, seconded
by Mr. Minkler and carried. 16
Mr. Minkler moved that Ordinance 446 be placed on its third and final reading
for adoption, seconded by Mr. Ives and carried.
Mr. Bowen reported for the Annexation Committee.
Mr. Baker reported for Public Building and grounds. It was suggested at this time
that the podium in the Council Chambers be removed as it is no longer being used.
this will M ke for more room for council.
Mr. Ives reported for Parks and Beautification Committee. The Tennis Court will
be brought up to standard ready for a new season.
Mr. Minkler sparking for the Planning Commission stated that there will be a public
for rezone on January 20th.
Mr. Ives reported for the License Committee. All City'are due at this time. A
notices."will be sent out
Mr. Ives reported for the SchoolCommittee.
Mr. Gardner reported for Metre.
Mr. Mettler speaking in regard to the easement for the Storm Drainage project
stated that he has had nothing other than a verbal agreement on the easement
line fret Mr. Lutes, also Mr. Mettler stated that the stipulations listed in the
5 foot easement agreement must also be listed in the 10 foot agreement, before
they can be signed. Mr. Mettler was assured that this would be taken care of.
Mr. Zepp was asked to call the Engineer to order Pipe to proceed with the Storm
Drainage program
Mayor Strander appointed Mr. Bowen as Personell Director, this met with approval
of the Council. An ordinance will be forthcoming in this regard.

Mr. Anderson moved that Ordinance 445 relating to the acceptance of easements
from Seattle City Light be pla ced on its second reading, seconded by Mr. Ives 1
and carried. Mr. Anderson moved that Ordinance 445 be placed on its third read-
ing for passage, seconded by Mr. Baker and carried.
Mr. Anderson moved that Council write a letter of appreciation to Miss Helen Walkup
for her many years of service to the City as the Postmaster. This to become a part
of the minutes, this letter to be written by Mayor Strander.

In behalf of the Tukwila City Council and myself as Mayor, may I express
our feelings on this important day in your life. We are here to pay respects
and recognition to you for your many, many years of devoted service as Postmaster
to the citizens of our city.
You, Helen Walkup, have always been a loyal servant and conscientious
citizen in our community. We have always felt that we had a friend in you
when times called for one, and you have always responded with extra effort for
the city's benefit.
We are going to miss you and your devoted years of delivering the mail to
us from your office.
We wish you a satisfying and lovely future, filled with the good things of
family and friends and confort and the earned right to do exactly as you wish
without the hampering requirements of a job.
The past has been good, but the best is yet to be, and that is our wish
today to you.
