The regular meeting of the Tukwila City Council was called to order by the
Mayor, John B. Strander at 8:00 P.M. Councilmen present were Stan Minkler,
A.G. Radford, E.W. Ives, Richard A. Bowen, Dwight R. Gardner, C.T. Baker and
Robert B. Anderson.
In the absendee of the City Clerk,Nayor Strander appointed Councilman Bowen
to take the minutes, this with council approval
First Order of business was the reading of the minutes of the April 4th meet-
ing, the minutes were approved as read.
Mr. Minkler moved that all bills approved by the finance committee be allowed,
with warrants drawn for their respective amounts, included in these bills were
two bills held over for study from the previous meeting. This motions seconded
by Mr. Ives and carried.

The meeting was opened to a Public Hearing, regarding lot 5 Block 13 of Hillman's
Seattle Garden Tracts, Mr. Zepp pointed the area out on the map It was noted
that this public Hearing had been duly adverti, ed and notices posted in the area.
Mr. Minkler stated that this request for rezone was denied by the Planning Commission.
The public hearing being open for discussion Mrs. Whitney spoke against this re-
zone as did Mrs. Davis. Councilman Radford stated that a study is now being made
of an overall Land Use Plan, by the Tukwila Planning Commission. After a brief AAmmirs
discussion by council Mr. hadford moved that this rezone request be denied, seconded
by Mrlves and carried, with Mr. Anderson and Mr. Baker voting against denial of
the rezone request and Mr. Gardner holding his vote.
Mr. Fujiki of Hill Ingman gave a report on the proposed LID 11. This will
be known as Strander Blvd, from 57th Avenue S. to Christensen Road. After a
brief discussion by council Mr. Anderson moved that Ordinance 454 relating to
this LID be placed on its first reading, seconded by Mr. Gardner and carried.
Mr. Anderson moved that Ordinance 454 be placed on its second reading, seconded
by Mr. Gardner and carried. Mr. Baker moved that Ordinance 454 be placed on its
third and final reading for passage, seconded by Mr. Anderson and carried.
Councilman Anderson spoke to council in regard to a sewer extension on the west
side of Interurban Avenue South, from 143rd to about 149th. Mr. Anderson presented
resolution 187 to council in this regard. Mr. Gardner moved that council approve
this resolution, motion carried.
A public hearing will be held for this seller installation on May 16, 1966 at 8 :00
P.M.
Mr. Minder reporting for the Police Committee sated that the present police
car (1965 Ford) is in bad need of repair and that rather than repair it is r'.
advisable to have a new police car. After discussion by council, Mr. Minkler
moved that a police car be advertized for bids, with bid opening being set for
May 16, 1966. Mr Ives seconded this motion, motion carried.
Mr. Bowen read a report received from Statewide Insurance, in regard to a
verification of employee's work record, this is to be signed by council and
returned.
At this time Mayor Strnader opened the meeting to discuss a proposed Asphalt
Plant to be built at the south limits of the City Mr. Anderson stated that
he has studied the operation of such plants It was noted by Mr. Anderson
that this proposed plant will be of the latest eouipment and design thus
eliminating the smoke and order of other plants
Mr. Art. Dammkoehler a representative of the Air Polution Engineers of the
King County Health Department was introduced to council by Mr. Anderson.
Mr. Dammkoehler reported his findings on this proposed Asphalt Plant, he restated
that with the newer type equipment order and smoke in the Valley would be at a
minimum. Mrs Flink questioned council as to the height of the chimmey and soforth.
At which time Mr. Segale introduced MrOvermeyer and Mr. Carlson of the Rainier
Asphalt Company, who answered questions from the audience, such as how a batch
plant was operated On a question from Councilman Baker it was noted that this
area was zoned M -2 since 1959.
Mr. Dammkoehler stqted that the county has a new pollution Ordinance, as Seattle
and many cities and towns in the county are expected to go along with same.
Mr. Anderson stated that Dr. Lemann is at present the Health Officer for King
County and Tukwila is tied to King County by reference.
Mr. Iverson, who represents real estate interest close by spoke in regard to the
future development of Southcenter, stating that Frederick Nelson along with
The Bon Marche and J.C. Penney Co. will be built in the near future and this
asphalt plant would not be in the best interest of the shopping center.

Mr. James Curran, Attorney from Kent, spoke to council in regard to this asphalt
Plant for his clients, as did Mr. Mc Curdy. Mr. Mc Curdy sated that he was on
the planning commission when this property was zoned m -2 but he suggested that
this be. checked into and upgraded. Mr. Jonientz asked if M -2 property pays a
higher tax than residentiamal property. Upon a question from the auddeence it
was brought out. that the Rainier Asphalt Company was owned by Youell Interprises.
Mr. Carlson stated that this plant will blend the material, not manufacture, this
will be a half million dollar operation with well landscaped yards.
Mr. Iverson again asked that this property be reclassified, and that a few of
the proposed building would not want to build so close to an Asphalt Plant,
at which time Mr. Segale stated that back in 1959 when this property was re-
zoned that plans had been formulated then for an asphalt plant.
Mrs. Martin gtestioned council as to the condition of 57th Avenue. Mayor Strander
stated that the council and himself had met with the homeowners and land develop-
ers prior to the city's application for Governmental funds for the making 57th
Avenue a four lane road. The method was dicussed at that time was an LID of
property owners.
Councilman Gardner made a motion that council accept the Drainage Program 1
as all work is completed, motioned seconded and passed by council.
Mrs Schoenbackler asked if Mr. Segale would erect a fence around the machinery
and equipment on Segale property.
Mr. Mettler asked council if any report was now available on the old Hammer house.
this was referred to the Fire Dept.
Mr. Hawley asked for a letter from Council stating reasons why his re ruest for
rezone was denied. Mayor Strander referred this matter to the attorney
Mayor Strander stated that a resignation was before him, from a member of the
Council. Mayor Strander stated that C.T. Baker had devoted many long hours
working for the betterment of the City and we are sorry to see him leave,
but business has called councilman Baker to another city. Mr. Minkler moved
that council draft a::resolution in regognition of Mr. Bakers services with
council, this motion seconded by Mr. Anderson and carried.
Mayor Strander stated that the Baker letter should become a part of the minutes.

effective at the close of business as of April 18, 1966.
