P 1 9515 -955 6846 -6860 6334 -6346 410- 417 11 12 September 6, 1966 The regular meeting of the Tukwila, City Council was called to order by the Mayor, John B. Strander at 8 :00 f.?f. Councilren present were "tan minkler, A.G. Radford, F.10. Ives, Richard A. Bowen, Dwight D. Gardner, felen P. T\elsen Robert B. Anderson. First order of business was the reading of the minutes of the August 15th meeting, the minutes were approved as corrected. thF, correction being that the quote from Mr. McCurdy was that the minimum rate per month woulc' be $2.50 not $2.00. Mr. Minkler moved that all bills approved by the finance committee be allowed, with warrants drawn for their respective amounts, seconded by Mr. Tves and carried. The current bills approved for payment are as follows: 6,891.91 2, 661.45 2,968.28 1,448.88 34 ,438.64 19,189.50 Mr. Zepp reported on the number of building permits issued in the month of August. Mayor Strander read a letter to co:..ncil, that had been forthcoming, from Mr. Foster, District engineer of the Green River Halley Study, it is re- ported that good progress has been made, traffic study plans for 1990 are being worked on, the plans should be ready by mid November of 1966 with meetings to follow up on this study. Mr. Radford stated that correspondence has been received in reference to the Renton Three Tree Point Road and 62nd Avenue also acadam Road, a further study is being made. Minkler questioned the feasibility of having a left turn lane on Interurban Avenue at the busy intersection of Interurban venue at 58th Ave. S. Mr. Minkler suggested that a letter be sent to Olympia to intercede for the Highway from theDuwamish "Y" to Kent. Mr. Minkler speaking for the Water Committee stated that the State has approved the plans in conjunction with the Sammimdsh Commercial. Co. Mr. Zepp stated that clans are being ,made for the installation of new water mains on 144th street. S. Mr. Anderson suggested that the Engineers and Bankers work on a water rate study. Mr. Anderson speaking for the Sanitation Committee stated that L.I.D 12 is very near being completed, with hookups to the newer system in other areas very satisfactory. Mr. Minkler reported for the Police Committee. Mr. Bowen reported for the Fire Department. Mayor Strander read a letter received from the Washington Survey Rt eating Bureau, this in regard to the reduction in rate for the City of Tukwila. the rate being lowered from 8 to 7, this effective as of the 24th day of August 1966. Mr. Bowen reported for the annexation Committee, Mr. Gardner reported for Metro. Miss Nelsen reported on Public Buildings and Grounds. Mr. Anderson spoke to council in regard to obtaining the property to the north of the City Hall. Mr. Ives speaking for the Parks and Peautifiaation Committee stated that he has received many good reports from the people. Mr. Anderson stated that the property along the river (Judge Purbins) property should be looked into for a park site for the City. The City should petition the State for this property. �r a 1 September 6, 1966 Mr. Minkler speaking for the Planning Commission stated that the planning Commission has appr pk plans for rezone of property. No. 1 being the C.7roperty, this to be changed from C -1 zoning to R.M.H. Mr. Minkler moved that council set the date of October 3, 1966 as the date for Public Hearing in this regard, seconded by Mr. Bowen and carried No. 2. request approved by the Planning Commission was a request from Clarence Netherda, asking a rezone from R -3 to R.M.H. Mr. Minkler moved that the date of October 3, 1966 be set for the Public Nearing in this regard, seconded by Mr. Gardner and carried. No. 3. a request for a vacation of a certain street, was also approved by the Planning Commission the Street in question being a portion of 51st Avenue S. 117 a fourth request for a street vacation( 133rd street) or commonly known as River street, was held up for further study by the Planning Commission, J,t Mr. Ives sing for the License Committee stated that a reouest for a license for the White House Tavern has been received, after a brief discussion with council, Mr. Ives moved that this license he allowed, seconded by "r. .Anderson J motion carried. Mayor Strander asked the attorney to work up an ordinance relating to a cabaret License referring to Live music and dancing in the different establish- ment with in the City of Tukwila. Mr. Gardner sping for The Flood Control Committee gave a brief explanation of the early history of the committee, to the present day problems. TFr. Gardner stated that the State is seeking permits from Valley industries, for drainage control. Mayor Str ander presented the preliminary budget to council, the total budget stands at $351,030.86 with the expected revenues being `'301,000.00 leaving the budget 50,000.00 out of balance Mr °spoke to council in regard to the many meeting that were held with Metro in regard to the way the City should go. Mr. Anderson stated that after the first o''fer from Metro, they re- evaluated their figures to come up with a working program Mr. Anderson moved that council accept this contract with Metro, seconded by Mr. Ives and carried, this contract to be effective as of nctober 1, 1966. Mr. McCurdy again sopke to council on his thoughts on this situation. ?`r. Mc Curdy stated he was concerned over Industry not moving into the area because of Metro. Mayor Strander stated that the attraction for Industry moving into our area has been because they are not charged a B 0 tax in the City. Mr. Anderson stated that the three cities have tried to meet and solve this problem, but nothing came of it. Odinance /7 461 regarding Metro Contract was presented to council at this time. Mr. Anderson moved that Ordinance ;i 461 be placed on its first reading,, seconded by Mr. Ives and carried. Mr. Anderson movev that Ord I/ 461 be placed on its second reading,seconded by Mr. Bowen and carried. Mr. Anderson moved that Ord. 461 be placed on its final reading for adoption, seconded by Mr. Gardner and carried. Mr. Hodge presented resolution ;/191 in regard to Lagoon lease agreement with Puget Western. This for a two year period. Mayor Strander spoke to council in regard to the surcharge nPYmerf. Tf e+ plI possible we will try to get this on the November ballot., i.hereby the people, will show their preference, if this issued is passed we would be able to lower the rate from 2.50 to 2.00. Mr. Bowen moved that council approve this procedure,seconded b> ?`r. Tves and carried. Mr. Lange of Metro sopke to council about the ten year plan phase two to come come later (1972) he also spoke about other projects i could do by the vote of the people. Mr. Ives questioned rr. Lange as to the way in which they will operate. Mr. Lange also stated that .hey will work in any way to help the City. There being no further business for discussion the meeting was adjourned.
