MINUTES REGULAR MEETING This rneeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft TEAMS, The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847# to include a link to join the Teams Meeting. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Mayor Ekberg called the Regular Meeting ofthe Tukwila City Council to order at 7:00 pm. and led the audience in the Piedge ofAllegiance. Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the meeting were Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site); Kate Kruller (on-site), Thomas McLeod (on-site), Cynthia Delostrinos Johnson (on-site). MOVED BY KRULLER, SECONDED BY DELOSTRINOS JOHNSON TO EXCUSE COUNCILMEMBERS ABDI AND SHARP FROM THE MEETING. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging," PUBLIC COMMENTS Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to read comments verbaily at the meeting. Mayor Ekberg asked those who had signed up to proceed with their public comments. 1. Greg Sherlock referenced his ongoing noise complaint regarding the Sabey Data Center, provided a summary of recent correspondences with City representatives, and stated he is filing another complaint regarding this matter. 2. Dr. Concie Pedroza introduced herself as the Interim Superintendent of Tukwila School District and expressed her excitement for the upcoming school year and the renewed partnership with the City. 3. Joe Duffie offered congratulations for the passage of Proposition No. 1 (annexation to the Puget Sound Regional Fire Authority) and emphasized the importance of voting. 4. Sally Blake referenced an email she recently sent to City Administration and expressed concern regarding comments made by the City Administrator at the July 24, 2023 Council meeting on the number of alternatives for the Allentown Truck Reroute Environmental Impact Statement (EIS) Tukwila City Council Regular Meeting Minutes August 7, 2023 Page 2 of 3 APPOINTMENT Confirm the appointment of Angelica Gonzalez Martinez to the Student Representative Position on the Library Advisory Board, with a term expiring June 30, 2025. MOVED BY HOUGARDY, SECONDED BY KRULLER TO CONFIRM THE APPONTMENT OF ANGELICA GONZALEZ MARTINEZ TO THE STUDENT REPRESENTATIVE POSITION ON THE LIBRARY ADVISORY BOARD, WITH A TERM EXPIRING JUNE 30, 2025. MOTION CARRIED 5~0. PRESENTATION a. An update regarding the South Correctional Entity (SCORE). Devon Schrum, Executive Director, SCORE Devon Schrum, Executive Director of the South Correctional Entity (SCORE), provided an overview of the jail's governance structure, bookinga, vo|ues, and programs. The Councilmembers asked clarifying questions and thanked Ms. Schrum for her presentation and her work at SCORE. b. Get to Know Puget Sound Fire (PSF): Training Consortium. Division Chief Jimmy Webb, Puget Sound Fire (PSF) Chief Webb presented an overview regarding the South King County Fire Training Consortium, which was established in 2010, with Tukwila Fire joining in 2011. NEW BUSINESS An ordinance amending Ordinance No. 2703 §6, as codified at Tukwila Municipal Code Section 16.16.010, to modify the effective date of the 2021 Edition of the International Fire Code; Establishing the 2018 Edition ofthe International Fire Code in the interim. MOVED BY HOUGARDY, SECONDED BY MCLEOD THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 5-0. Andy Youn, Deputy City Clerk, read the proposed ordinance by title only. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING ORDINANCE NO. 2703 §6, AS CODIFIED AT TUKWILA MUNICIPAL CODE SECTION 16.16.010, TO MODIFY THE EFFECTIVE DATE OF THE 2021 EDITION OF THE INTERNATIONAL FIRE CODE; ESTABLISHING THE 2018 EDITION OF THE INTERNATIONAL FIRE CODE IN THE INTERIM; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY KRULLER, SECONDED BY DELOSTRINOS JOHNSON THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ, MOTION CARRIED 5-0,TOADOPT ORDINANCE NO. 2706. Tukwila City Council Regular Meeting Minutes August 7.2023 Page 3 of 3 REPORTS a. Mayor Mayor Ekberg attended First Fridays at Foster Golf Links which featured a concert. b. City Council Councilmember Hougardy attended 4 neighborhood events for National Night Out with Councilmember 3harp, Laurel Humphrey, Legislative Analyst, and Dereck Speck, Economic Development Manager. She reported the Equity and Social Justice Commission received a briefing on the Comprehensive Plan Update from the Department of Community Development. 8:11 p.m. Councilmember McLeod exited the Council Chambers. 8:13 p.m. Councilmember McLeod returned to the Council Chambers, Councilmember Kruller attended 13 neighborhood events for National Night Out. She participated in a kayak tour where the Public Works Operations Campus could be viewed from the Duwamish River. She reported there is interest in opening a cafe & bakery in Ryan Hill that is generating further conversation among residents about the potential for neighborhood revitalization. She participated in a SeaTac-Tukwila Rotary Club meeting and attended an event at the Museum of Flight to watch the Blue Angels take off. 8:16 p.m. Councilmember Hougardy exited the Council Chambers, 8:18 p.m. Councilmember Hougardy returned to the Council Chambers. Councilmember McLeod thanked everyone who hosted an event for National Night Out, He attended an event at the Museum of Flight to watch the Blue Angels take off. He attended the second annual Somali Excellence Gala recognizing leadership and business success in the Somali community. c. Staff David Cline, City Administrator, referenced the CA (City Administrator) report and monthly Construction and Budget report. He thanked the Tukwila Police Department and Brooke Lamothe, Community Engagement Coordinator, for their work coordinating National Night Out. He reported the Project Review Committee through Washington State Department of Enterprise Services unanimously approved the Public Works Shops Phase 2 project. MISCELLANEOUS Following arequest for clarification from Councilmember Kruller regarding Ms. Blake's public comment on the Allentown Truck Reroute EIS process, Mr. Cline indicated if there is a change in the project's scope of work. it would return to Council for budget approval, likely in September.
