This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft Teams.

COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Delostrinos Johnson called the Tukwila City Council meeting to order at 7:00 p.m. and
Ied the audience in the Pledge of Allegiance.
OFFICIALS
Present at the meeting were Council President Delostrinos Johnson (on-site); Councilmembers Kathy
Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site), Thomas McLeod (on-site), Mohamed
Abdi (on-site), Tosh Sharp (on-site).

LAND ACKNOWLEDGEMENT
Councilmember Quinn stated "The City of Tukwila is located on the ancestral lands of the Coast So|ioh
people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders past, present and emerging."
PUBLIC COMMENTS
1. Greg Sherlock shared in addition to his ongoing noise complaint regarding the Sabey Data Center, a
new noise issue has developed. He indicated he is filing complaints regarding both matters arid
expressed he hopes to see a resolution.
2. Joe Duffie applauded the work of City staff and the Tukwila Police Department for their recent work
coordinating National Night Out Against Crime and relayed his namant, positive experience riding
along with Police Sergeant Bill Devlin.
PRESENTATION
An introduction to Recology — The City's new solid waste provider.
Colleen Minion, Solid Waste Analyst, indicated she has been working with Waste Management, the City's
current solid waste provider, and Recology to ensure a smooth transition to residents and businesses that
will take place on November 1, 2023. Logan Homey, Government Relations and Sustainability Manager
with Recology, provided an overview of current progress to date on the implementation of the contract.
The Counni|members asked clarifying questions regarding customer service, outreach, |ogisdcs, and rate
increases.

PUBLIC HEARING
An ordinance regarding a Multi -Family Property Tax Exemption (MFTE) program
7:52 p.m. Council President Delostrinos Johnson opened the public hearing and called for a staff
report.
Derek Speck, Economic Development Administrator, explained the proposed ordinance designates the
Tukwila South Overlay Zone and Tukwila Urban Center as the Southcenter residential targeted area and
makes other revisions to the multi -family property tax exemption (MFTE) program including: Renewing
the application period to December 31, 2028; Limiting the number of eligible units to 800; Requiring a
deadline for applicants to submit a complete building permit application; Including a process for tracking
applications and notifying the Council; and housekeeping amendments.
7:55 p.m. Council President Delostrinos Johnson called for public comments.
Council President Delostrinos Johnson asked if there was anyone who wished to make a public comment
on this topic to speak now or press *6 on the phone to unmute.
Phil Comba, Chief Operations Officer of Segale Prnperties, spoke regarding the importance of MFTE
programs in spurring development and highlighted other potential benefits to the City.
8:05 p.m, CouncUmember Abdi exited the Council Chambers.
8:10 p.m. Councilmember Abdi returned to the Council Chambers.
The Councilmembers asked clarifying questions regarding economic stimulus, financial impacts, capping
app|ications, and the process for administrative revisions.
8:14 p.m. Council President Delostrinos Johnson closed the public hearing.
SPECIAL ISSUES
a. An ordinance regarding a Multi -Family Property Tax Exemption (MFTE) program.
The Councilmembers offered comments regarding the proposed MFTE program, and discussed
considerations around reporting to the Council regarding applications for the MFTE program, with support
for revising the ordinance to clarify the Council will be notified when applications near the limit and when
the application period nears the time limit.
8:18 p.m. Councilmember McLeod exited the Council Chambers.
8:20 p.m. Councimember McLeod returned to the Council Chambers.

AMENDMENTS AS DISCUSSED ABOVE.
b. A resolution providing an honorary street designation for former Mayor Jim Haggerton.
Laurel Humphrey, Legislative Analyst, explained the proposed resolution provides an honorary street
designation of Southcenter Parkway from Tukwila Parkway to Strander Boulevard as "Jim Haggerton
Way." The honorary street designation is in alignment with Resolution No, 2052, the City's policy on
naming of City property.

c. An amendment to the agreement with NovoaGlobal, Inc. for automated traffic safety cameras
in parks.
Eric Onaver, Police Chief, explained the proposed contract amendment is for the inclusion of additional
automated traffic safety cameras in public park speed zones and to extend the contract term from the
initial pilot program.
8:40 p.m. Councilmember Hougardy exited the Council Chambers.
8:46 p.m. Councilmember Hougardy returned to the Council Chambers.

REPORTS
a. Mayor
Mayor Ekberg reported the Annual Tukwila Community Garage sale occurred over the weekend, He
attended the Annual Summer Festival hosted by the Vietnamese Martyrs Parish.
8:50 p.m. Councilmember Quinn exited the Council Chambers.
b. City Council
Councilmember Kruller attended King County's celebration of the completion of the Chinook Wind project
that will provide crucial salmon habitat. She joined the Planning Commission on a site visit in Renton
featuring a Habitat for Humanity development. She highlighted there are more than 200 unused tiny
homes in Seattle, and Pastor Proctor with Church by the Side of the Road is continuing efforts to host a
tiny home village on their property. She was able to attend the Boeing Classic as a volunteer.
Councilmember McLeod highlighted that in addition to the increase in the number of unhoused individuals

comrnunity also trying to find housing and in need of assistance,
Councilmember Abdi reported he will be meeting with the Hih School Student Interns.
c. Staff
There was no report.
EXECUTIVE SESSION — Property Sale or Lease — Pursuant to RCW 42.30.110(1)(c); and Potential

Council President Delostrinos Johnson announced the Council will now go into an Executive Session to
discuss:

The total amount of time will be no more than 60 minutes, and no decisions will be made during the
Executive Session. No action will be required inthe Open Meeting after the Executive Session has
concluded.
She declared the meeting adjourned as of the conclusion of the Executive Session. The Executive
Session will not be extended beyond the announced time, and they will not be returning to open sessiori
to adjourn or for any other reason.
