Brooks, Merle FFI 1 E53 responded to a reported diesel smell with possible spill in the area of S.104th and E. Marginal way. On arrival was met by reporting parties who pointed out diesel flowing with ground water from a effluent pipe into the Duawumish river. This pipe appeared to be a storm water drain from a cold storage warehouse facility at 10430 E. Marginal Way S. across the street. With additional units in route, E53 established command and sent its crew across E Marginal to the spill address to attempt to locate a source. With the assistance of on site security and management, E53 located a source drain, approx. 800-900 feet onto the property from the river. Command was transferred to B51 with hazard mitigation transferred to Hazmat76. With the source drain was secured, E53 returned to its apparatus and was dispatched to retrieve Boat 53 to assist with river recon and spill containment should need be. After insuring no other sources for hazard runoff existed along the river and containment with placed dikeing proved adequate, E53 and Boat 53 returned in service. Seven units were assigned to this incident. Eleven personnel responded. We arrived on scene at 0954 hours and cleared at 1216 hours. The incident occurred at 10430 E Marginal Way S, Tukwila in District 008. The local station is 53. The general description of this property is refrigerated storage. The primary task(s) performed at the scene by responding personnel was investigation. Other special haz mat actions were also taken. Automatic aid was received on this incident. Alarm number 1701389 has been assigned to this incident. B51 arrived and assumed command and assigned E53 to locate the storm drain that the diesel was flowing into and then apply absorbent pads, drain coven, and amerizorb. E53 completed this assignment and confirmed that per Unified Grocers, the drive who spilled the diesel, had left the scene. E53 was then assigned to get Boat 53 and recon the river above and below where the contaminated water was flowing into the river from. Boat 53 did not find any other storm drains that appeared to have diesel flowing through it. Command assigned HZ 76 to do boom deployment where the storm drain was entering the river and then to recon the spill site at Unified Grociers to confirm the spill was mitigated. Command had E52 arrive with more absorbent and to do a secondary recon search from EMWS to Airport way and Norfolk to Boeing Access. E52 did not see any other leaks while driving that area. Command contact DOE and the Coast Guard and both arrived shortly their after. Command also had Fire 3 contact Seattle Fire and advise them of the drivers information and location that he was at in Seattle. Command also requested public works to the scene and advise on sewer line locations. DOE and Coast Guard made contact with Unified Grocers representatives Steve Johnson and reconed the spill site and location of discharge point into the Green River. They confirmed that all appropriate government contacts have been made and mitigation steps have taken place and that there was not an active spill. DOE will be following up with the driver and making any necessary further contacts with Unified Grocers. Command told Unified Grocers to have a clean up company respond to the scene and clean up any remaining product that was on site. Command updated Fire 3 and cleared Key station move ups and returned units in service. Odor clearly indicates diesel- and viewed coming from spillway. Flow of diesel stopped shortly after HM76 arrival at spillway. HM76 then respond into AG truck yard and loading docks- drain slightly uphill from stated source vehicle- now gone. Clear evidence of workers "washing down" area with sprayer and surfactants- no more fuel visible at dock 111 (where vehicle parked for loading) or anywhere short of drain- diesel visible in drain- Tukwila Fire placed booms prior to HM76 arrival- appears attempt to clean spill by washing into drain. Video cameras on site may be able to confirm workers insistence that less than 1/2 gallon- cannot explain uphill travel of spill and total absence of product in yard Hm76 continue tie-in and advise B51 and talk to Ecology on arrival. HM76 RTIS with units still on scene- spill contained. M.
