Strander at 8 :00 P.M. Councilmen present were Stan Minkler, A.G. Radford, E.W. Ives, Richard A. Bowen, Dwight R. Gardner, Helen Nelsen and Robert B. Anderson. First order of business was the reading of the minutes of the October 17th meeting, the minutes were approved as read. Mr. Minkler moved that all the bills approved by the finance committee be allowed with warrants drawn for their respective amounts, seconded by Mr. Bowen and carried. Mr. Minkler read the letter from the Planning Commission, whereby the recommendation of the Planning Commission was to deny this request. Mr. Clifford Rither spoke to council in favor of this vacation, stating that this site would be used for a private residence, Mr. Rither also stated that if this request be granted access would be granted to the city for I use if needed. After a brief discussion by council Mr. Anderson moved that this Public Hearing be recessed til November 21, 1966 for further study, seconded by Mr. Bowen and carried. Mr. Zepp reported on the building permits issued in the month of October. Mr. Radford speaking for the street committee stated that the State Highway had made a request kkmk for the use of 53rd street on a temporary basis for a six month period. Mr. Radford moved that we should allow the State Highway to use this road, but prior to the use "we should have a pre- use inspection to determine condition of street together with an agreement from the State to hold us harmless from any and all claims for damages to persons or property resulting from their use of the street." this motion seconded by Mr. Anderson and carried. A request has been recievdd from Sammamish Commerical Company for the possibility of ifYitZlittpCNIOtidDCSIZEICObEKRIER making 57th Avenue south a 4 -lane street. Mr. Minkler speaking for the Water Committee stated that the water committee will hold a meeting this week to study the proposed water plan. Mr. Anderson reported for the sanitation committee. A sewer water rate study is being made. 31 cities in King county have adopted an air pollution Ordinance. Mr. Minkler reported for the Police Committee. Mr. Bowen reporting for the Fire Department stated that a letter was received from Fire Chief Vickery, this in regard to a fire marshall. The Valley Regional 44nning Commission will hold an all day meeting at bhe Renton Inn this on November 10, 1966 The topic:for discussion will be "Design or Disorder" Mr. Bowen speaking for the annexation committee read a letter received from M.A. Segale, Inc. requesting a portion of property be annexed to the City of Tukwila. The property in question is lesg acres, less than 2,000 in assessed valuation. Mr. Bowen moved this pr...znr, accepted, with a public hearing date set for December 5, 1966, this motion seconded by Mr. Anderson and carried. Mr. Gardner reported for Metro. Miss Nelsen speaking for the building and grounds committee stated that plans for a new city hall have been drawn by John Graham Company, these plans will be ready for review at the meeting of November 21, 1966. Mr. Bowen moved that the bid of $1253.00 received from the Washington Natural Gas Company be accepted for heating in the Fire Department shop. this motion seconded by Mr. Anderson and carried. Mr. Ives speaking for the Park Committee stated that the Durbin property has been sold, but the property on Christensen road is still under discussion. Mayor Strander asked council approval of the appointment of Donald Sipe to the Planning Commission. Mr. Minkler moved that council approve this appointment seconded by Mr. Ives and carried. Mr. Minkler read a letter to council in regard to a request for a varience on a street, the street being South 150th this request dates back to 6/15/61 at which a public hearing was set, but later cancelled. Mr. Hodge was reauested to look into this matter to report back to the council as to its disposition. The street committee will also check this out km. -1 Mr. Ives speaking for the License Committee stated th atria cabaret license will be forth coming shortly. Mr. Ives reported for the Schbol Committee. Mr. Gardner spoke to council on a recent meeting of the Flood Control Committee Ordinance 467 relating to transferring of funds was presented to council at this time. Mr. Ives moved that Ordinance 467 be placed on its first read— ing, seconded by Mr. Minkler and carried. Mr. Minkler moved that Ordinance 457 be placed on its second reading, seeonded by Mr. Ives and carried. Mr. Bowen moved that Ordinance 467 be placed on its third and final reading for adoption seconded by Mr. Gardner and carried. with Mr. Anderson abstaining from voting. Mr. Hawley questioned council as to the number of Planning commission members. as of this date Tukwila has 10 Planning Commission members.
