HomeMy WebLinkAbout1966-11-21 Regular MinutesNovember 21, 1966 The regular meeting of the Tukwila City Council was called to order by the Mayor, John B. Strander at 8:00 P.M. Councilmen present were Stan Minkler A.G. Radford, E.W. Ives, Richard A. Bowen, Dwights'R. Gardner, Helen Nelsen and Robert B. Anderson. First order of business was the reading of the minutes of the November 7th meeting, the minutes were approved as read. The recessed public hearing regarding a reauest for a street vacation was opened for discussion at this time. Mr. '.ither stated anew that he would improvecthe property by building a home on it, and that an easement would be gaarnted for the purpose of getting to the river for emergencies and soforth. Mr. Radford stated that an on sight inspection was made of the area, and in view of the fact that the Flood Control Committee stated that this was the only area accessable to them for their operations, Mr. Radford moved that council deny this request, as per the Planning Commission recommendations, seconded by Mr. Bowen and carried. A Public Hearing regarding the Land Use Plan revision was opened for discussion at this time, at which time Mr. Minkler read a letter from the Planning Commission stating that this matter be forwarded to the council for action. Mr. Zepp pointed out on the map the areas to be affected by the rivision. Mrs. Warren B. Davis spoke against this revision, stating that the roads were to narrow, therefore it would not be feasible at this time, to have the trea rezoned, and that it would be costly to tear down the existing dwellings to make room for apartments. Mr. Aden O'dell, Mrs. Whitney and Mrs. Glyden opposed the plan for the same reasons mentioned above. 137 Mr. Hawley questioned Mrs. Davis as to the zoning of her property at the time she moved into the area, stating that it was zoned R -4 (multiple residence). Mr. Bernhard stated that there is a lot of untapped area suitable for R -4 zoning and that this area should be left for private residences. Mr. Bernhard also presented a letter of protest to council, this received from Mr. Mrs. Finkas. Mr. Forysthe stated that Tukwila needs ac low cost housing we need multiple dwelling, but the zoning should stay as is. Mr. Frank 'Fiedler stated that the streets in the presentcpndition. Are inadequate, with apartment zoning the city couldn't handle the increase in traffic. Mr. Todd stated that the roads are bad 3 but without taxes these roads can not be built. Mr. Harrison, Chairman of the Planning t ngspoke on the why's and where's of the land use plan, Mr. Harrison stated that rapid growth of the City was not anticipated at the time the original plan was drafted, but because of this growth now was the time to change the plan. Mr. Anderson stated that definate boundaries should be established. Mr. Mettler spoke in regard to the revisions, stated that it was his motion at the Planning Commission meeting, that tuts acted upon. Mr. Mettler stated that it was his belief that the line should be 59th south, not the brow of of the hill, that he couldn't see any point in making jogs to circumvent any area, a definate boundary is needed. Mr. Minkler moved that council delete this portion in question from the Revised plan, returning this to the Planning Commission for further study, Mr. Bowen seconded the motion, after a brief discussion by council a 5 minute recess was called. When council was re- convened, Mr. Minkler withdrew the above mentioned motion and Mr. Bowen withdrew the second. Mr. Bowen moved that the public hearing be closed. following more discussion Mr. Bowen withdrew his moti -'r. At which time Mr. Radford moved that the public hearing be continued til the December 5th meeting, seconded by Mr. Anderson. motion carried. Mr. Harrison spoke briefly on the proposed Civic Center plans, study as of T961 revised as of 1962. Said plans were presented to council. Mayor Strander ask council approval of Mrs. Warren B. Davis to the Planning Commission. Mr. Minkler moved that council aprrove this appointment, seconded by Mr. Bowen and carried. Mayor Strander also ask council approval on a replacement on the Valley Regional Planning Commission. Irving Iverson replacing Harold Iverson, this approved by council Mr. Kriedler questioned council about the water study. Mr. Kriedler ask to be included in this study group. Mr. Forsythe and Mr. Harrison will also be added to the committee for the sstudyof'.the water system. It was brought up at this time that the sewer line on Maule Ave. should be straightened out, so that more hook -ups could be made by way of the developer extension plan.
