The regular meeting of the Tukwila City Council was called to order by
the Mayor, John B. Strander at 8:00 P.M. Councilmen present were Stan Minkler,
A.G. Radford, E.W. Ives, Richard A. Bowen, Dwight R. Gardner Miss Helen Nelsen
and Robert B. Anderson.
First order of business was the reading of the minutes of the November 21st
meeting, the minutes were approved as read.
Mr. Robert C. Wing of Puget Western Inc. spoke to council in regard to the
Kierch Company, a new comer to Andover Park Mr. Wing also showed council aerial
photographs of Andover Park- one picture was taken 30 months ago and 6 buildings
one picture taken 30 days ago with 15 buildings depiciting the rapid growth in the
area.
At this time Mayor Strander opened the meeting to the continued Public Hearing
on the Land Use Plan Revision. Mr. William Watt questioned council as to the area
involved in this proposed revision. Mr. Harrison pointed out the area on the map.
Mr. Hawley presented a letter of protest to the council, this to become a part
of the minutes.

We the undersigned, owners of lot 5, block 13, Hillman's Seattle Garden
Tracts, do hereby protest any changes in the Tukwila Comprehensive Plan Land
Use Map as presented to Council by the Planning Commission which affects petitioner's
above described property.
Miss Rena Hallowway spoke in regard to the Revision, staing that she would
like to see the zoning stay as is.
Mrs Davis made note that they were not aware of the zoning at the time they
purchased property in the Tukwila area.
Mr. Minkler read a portion of a paragraph from the Washington State law book
section (2039 -35.63 -1 wherein it stated that we, the council can change and
modify as seems right.
Mr. Bowen drew a sketch showing the streets 59th Avenue and 59th Place.
Mr. Bowen moved that all property projection, easterly on 59th Avenue south from
147th street to 144th and all property projection easterly and north along 59th
Avenue from 144th to 58th be deleted as multiple unit zoning as shown on the
Comprehensive Land Use Map, submitted December 5, 1966 and restored to its
present zoning, seconded by Mr. Minkler and carried. With Miss Nelsen and Robert
B. Anderson voting no.
Mr. Doyle presented a map to council with the proposed area's colored in for
easier study. Mr. Doyle spoke about the advantages and disadvantages of the pro-
posed plan.
Mr. Forsythe spoke in regard to the traffic problem that would develop when
the revised plan would eventually be zoned for <apartments. Mr. Harrison stated
that the traffic flak move south and in the outlying roads, not affecting
the core of the City. Mr. Harrison also pointed out that, the Comprehensive Land
Use Plan is a guide not a zoning.
Mr. Torghele pointed out that if this plan was adopted as presented this would
open the door for apartment buildings to surround the residental area.
Mr. Anderson stated that the Comprehensive Plan does not change zoning, but a
definate boundary should be set. Mr. Doyle asked where the stipulations were? Mr.
Anderson stated that the council table should set the policy.
Mr. Bernhard said that the importance of the Land Use Plan should not be dis-
counted, as this paves the way for rezoning. Mr. Iv es spoke in regard to a
portion of 56th Avenue west and south of 144th street.

After much discussion by council Mr. Radford moved that the public hearing
be closed, seconded by Mr. Ives motion carried.
Mayor Strander read the legal description regarding an annexation request.
Mr. Bowen moved that this Public Hearing be continued til the December 19th
meeting, seconded by Mr. Anderson and carried.
Mr. Radford speaking again of the Land Use Revision moved that council
should meet w'th e P Inning Commission to get this problem resolved, coming
back with a 4 n on January 3, 1967, this seconded by Mr. /inkier
and carried. M Harrison stated that the December 15th meeting would be a
suitable time for the Council and the Planning Commission to meet and discuss
the plan.
Mr. Zepp reported on hhe building permits issued in the month of November.
Mr. Radford speaking for the Street committee read a letter from the State
Highway Committee in conjunction with a resolution that should be forthcoming
from the City in regard to the payment we w ill make by January of 1967; Mr.
Radford moved that a resolution be drafted in this regard seconded by Mr. Anderson
and carried. this resolution to be presented at the December 19th meeting.

Mr. Anderson recommended that the State Highway, council and interested property
owners meet and discuss the highway plans being made for the proposed 4 -lane
highway going through our corporate limits, and that the State Highway furnish
the city with a map, this seconded by Miss Nelsen and carried. The clerk was
directed to draft a letter in this regard, to the District Engineer's office.
Mr. Minkler spoke to council in regard to a pending Ordinance, this relating
to the new water system. This Ordinance to be ready for the meeting of December
19, 1966.
Mr. Anderson speaking for the Sanitation Committee stated that L.I.P. 12
will be ready for closing in the near future.
Mr. Minkler reported for the Police Committee. Mr. Bowen reported for the
Fire Department. Mr. Bowen had nothing further to say on the Annexation, as that
public hearing is continued. Mr. Gardner speaking for M tro stated that a complete
report will be presented at the next regular meeting.
Miss Nelsen reported for the Public Buildings and Grounds committee.
Mr. Ives speaking for the Parks Beautification Committee commented on a
letter and map received from the Federal Air Highway Project. Mr. Ives speaking
for the license committee stated that a cabaret license is nearly ready for
adoption. There was no report given on the School committee.
Mr. Gardner speaking for the Flood Control committee stated that the drainage
plans have been received and are being worked on.
Mrs. Flink questioned council as to the width of 178th street, word on this
will be forthcoming from Mr. Hodge.
There being no further business for discussion the meeting was adjourned.
