This meeting was conducted both on -site at Tukwila City Hall and virtually via Microsoft TEAMS. The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847# to include a link to join the Teams Meeting. CALL TO ORDER/PLEDGE OF ALLEGIANCE/LAND ACKNOWLEDGMENT/ROLL CALL Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the audience in the Pledge of Allegiance. LAND ACKNOWLEDGEMENT — Councilmember Kruller stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." Felipe Ayala, Administrative Support Coordinator, called the roll of the Council. Present at the meeting were Councilmembers Kathy Hougardy (on -site), De'Sean Quinn (on -site); Kate Kruller (on -site), Thomas McLeod (on -site), Cynthia Delostrinos Johnson (on -site), Mohamed Abdi (on -site), Tosh Sharp (on -site). PUBLIC COMMENTS Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to read comments verbally at the meeting. Mayor Ekberg asked those who had signed up to proceed with their public comments. 1. Greg Sherlock reported that the noise emitted from the Sabey Intergate West building has subsided after the complaint he submitted to the City. However, the noise nuisance emitted from the Sabey Data Center persists. 2. Joe Duffie thanked Mayor Ekberg for speaking up last week for the unhoused and unsheltered. He encouraged citizens to inform themselves about the candidates running for office and to get out and vote. He reiterated the importance of supporting our youth as they are our future. APPOINTMENT Confirm the appointment of Naomi Watkins to Position #6 on the Arts Commission, with a term expiring December 31, 2025 MOVED BY HOUGARDY, SECONDED BY KRULLER TO CONFIRM THE APPOINTMENT OF NAOMI WATKINS TO POSITION #6 ON THE ARTS COMMISSION, WITH A TERM EXPIRING DECEMBER 31, 2025. Jo Anderson, Inclusion & Engagement Manager, provided an overview of the City of Tukwila's High School Internship Program, introduced the High School Student Interns, and presented them with certificates of recognition for their work over the past few weeks. Approval of Minutes: 8/7/23 (Regular Mtg.) b. Approval of Vouchers #00403715-00403814, 99000241 in the amount of $1,043,129.49. c. Authorize the Mayor to sign a contract with WSP USA, Inc., for design and construction services for the South 149th and South 150th Street Watermain Replacement Project, in the amount of $348,335.06. [Reviewed and forwarded to Consent by the Transportation and Infrastructure Services Committee on 8/7/23] d. Authorize the Mayor to sign Amendment No. 1 to Contract #20-087 with NovoaGlobal, Inc., to expand the automated traffic safety camera program and extend the contract term. [Reviewed and forwarded to Consent by the Committee of the Whole on 8/14/23] MOVED BY HOUGARDY, SECONDED BY KRULLER THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7-0. UNFINISHED BUSINESS a. A resolution providing an honorary designation of Southcenter Parkway between Tukwila Parkway and Strander Boulevard as "Jim Haggerton Way." MOVED BY KRULLER, SECONDED BY DELOSTRINOS JOHNSON THAT THE PROPOSED RESOLUTION BE ADOPTED. MOTION CARRIED 7-0, TO ADOPT RESOLUTION NO. 2076. Carol Haggerton, former First Lady of Tukwila, thanked the Council for the time, effort and consideration that went into this resolution to honor her late husband's legacy. The Councilmembers, Judge Kimberly Walden, David Cline, City Administrator, Joe Duffie, former City Councilmember and Mayor Ekberg shared their fond memories of Mayor Haggerton, and thanked Mrs. Haggerton for her contributions as the First Lady of Tukwila and bringing her request before Council to honor his legacy. b. An ordinance amending Tukwila Municipal Code (TMC) Chapter 3.90, to expand the residential targeted area, amend eligibility criteria, and allow a new application period for multi -family residential property tax exemptions. MOVED BY HOUGARDY, SECONDED BY KRULLER THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7-0. AN ORDINANCE AMENDING ORDINANCE NO. 2462, AS CODIFIED IN VARIOUS SECTIONS OF TUKWILA MUNICIPAL CODE (TMC) CHAPTER 3.90, AND ORDINANCE NOS. 2538 §1 AND 2665 §2, AS CODIFIED IN TMC SECTION 3.90.060; ESTABLISHING TMC SECTION 3.90.120; TO EXPAND THE RESIDENTIAL TARGETED AREA, AMEND ELIGIBILITY CRITERIA, AND ALLOW A NEW APPLICATION PERIOD FOR MULTI -FAMILY RESIDENTIAL PROPERTY TAX EXEMPTIONS. NEW BUSINESS Purchase and sale agreement for "Longacres Property," to Unico Longacres Investment Partners LP. MOVED BY KRULLER, SECONDED BY QUINN TO AUTHORIZE THE MAYOR TO EXECUTE A PURCHASE AND SALE AGREEMENT FOR KING COUNTY PARCEL #242304-9034, GENERALLY KNOWN AS THE "LONGACRES PROPERTY," TO UNICO LONGACRES INVESTMENT PARTNERS LP (OR A TO -BE -FORMED SUBSIDIARY) FOR A MINIMUM PRICE OF $4,250,000.00 UPON TERMS REASONABLE TO THE MAYOR AND CITY ATTORNEY. MOTION CARRIED 7-0. Councilmember Mclead asked clarifying questions pertaining to the methods employed in determining the minimum selling price for the property. Councilmember Kruller asked clarifying questions in relation to negotiations and next steps to follow. REPORTS a. Mayor Mayor Ekberg presented on behalf of the Washington City/County Management Association (WCMA) the 2023 WCMA Excellence Award, Manager or Administrator over a population of 10,000, to David Cline, City Administrator. Of the 281 municipalities in Washington State, Mr. Cline was identified as Washington State's City Manager of the Year. He congratulated Mr. Cline for this recognition. b. City Council Councilmember Hougardy attended two events hosted by Asia -Pacific Economic Cooperation (APEC)— an intergovernmental forum composed of 21-member economies in the Pacific Rim that promotes free trade throughout the Asia -Pacific region. Seattle was the host city for this year's events, which was held at the Chihuly Garden and Glass Museum and Climate Pledge Arena. It was an honor for her to be in attendance and represent Tukwila and the Greater Seattle Partners Board of Directors. 8:10 p.m. Councilmember McLeod exited the Council Chambers. 8:11 p.m. Councilmember McLeod returned to the Council Chambers Council President Delostrinos Johnson conveyed it was a privilege to meet with the High School Interns to learn about their experiences and aspirations. She thanked Mayor Ekberg for his vision for the High School Internship Program and Council for approving the funding for students to have this opportunity. She attended the South King Housing and Homelessness Partners (SKHHP) Advisory Board meeting which included a presentation from Homestead Community Land Trust on affordable homeownership as a strategy to address housing and homelessness in our community. The Southard project in Tukwila was highlighted where 2-3-bedroom cottage duplexes are being built with a range of affordable homeownership opportunities. She indicated these houses are built with net -zero energy, very energy Tukwila City Council Regular Meeting Minutes August 21, 2023 Page 4 of 5 efficient and a solution to climate change. She expressed her excitement that this project is happening in Tukwila. Councilmember Kruller expressed her appreciation for the High School Interns and their feedback on the Internship Program. She is glad to be part of their journey and pleased to know they gained valuable professional experience through this program. She attended a luncheon for officials hosted by Habitat for Humanity where a ribbon -cutting ceremony was announced for the La Fortuna Project. At the event she met with Hamdi Abdulle, African Community Housing & Development Executive Director, who is working with Habitat for Humanity on new complexes and indicated there is an interest in partnering with Tukwila. She attended the Rotary Club meeting and heard from a local business about the safety measures they have implemented with respect to cybersecurity. She reported that the Cascade Water Alliance (CWA) completed one of two deep -dives on the contract negotiation considerations with the cites of Seattle and Tacoma. She deems it of great importance for the Councilmembers to review the CWA's report to gain a better understanding of the situation; the interest there is for contracting for our water sources; what our options are and what that will mean in terms of rates in the future. She co -hosted an event for U.S. Representative Adam Smith; he had the 2023 Champion of Justice Award night where four recipients were honored; Farid Sulayman; Branch Leader of the ICNA Relief Washington; Mary Ellen Stone, Executive Director of King County Sexual Assault Resource Center (KCSARC); Patrick Arney, Executive Director of Weld Seattle; Yongkang Zhou, Clean and Green Program Manager for the Chinatown - International District Business Improvement Area (CIBDIA). She commended the Parks & Recreation Department for the Touch -a -Truck event which had an array of trucks on display including a hydroplane. She has been asked to do a fly -in on the National Leagues of Cities (NLC) Board back to the District of Columbia in September to engage in conversations with congregational delegations about topics that are urgent for cities. Councilmember McLeod reported that on his way to the Puget Sound Regional Fire Authority (PSRFA) Governance Board he received notice that the meeting was cancelled due to the lack of quorum. He looked forward to attending this meeting as this was the first meeting after the passing of the City's annexation into the PSRFA. Starting January 2024, three Councilmembers will be part of the PSRFA Governance Board. The meetings are currently held in Covington, but they would like to move them to Kent, if possible. Councilmember Abdi thanked Mayor Ekberg for his vision in the development of the High School Internship Program and the Council that helped approve the program at the time. He conveyed the importance of this program and looks forward to seeing more youth benefiting from this opportunity and joining the City of Tukwila. He thanked Laurel for arranging a meeting with the High School interns. Councilmember Sharp reported on the Transportation and Infrastructure Services (TIS) Committee Meeting and gave an update on the 42nd Avenue South/Allentown Roadside Barrier project, which will be presented to the Council at the upcoming Council meeting. He relayed this project is very important to the residents of Allentown and hopes it goes down a positive path. c. Staff David Cline, City Administrator, referenced the CA (City Administrator) report and offered to answer any questions. MISCELLANEOUS Councilmember Kruller met Tukwila School District's new Interim Superintendent, Dr. Concie Pedroza, at the Touch -a -Truck event where they had light conversations regarding after school programs, level of support from police at schools, School Resource Officers (SROs), and future collaborations. She suggested to the Council they may want to formulate a message and have future conversations about these topics.
