Decision on Substantive Permit: The City Community Development Department has determined that the application for a Type 1 Wireless Communications Facility does comply with applicable City and state code requirements and has approved that application without conditions. YOUR APPEAL RIGHTS The Decision on this Permit Application is a Type 1 decision pursuant to Tukwila Municipal Code § 18.104.010. Other land use applications related to this project may still be pending. One administrative appeal to the City Hearing Examiner of the Decision on the Permit itself is permitted. A party who is not satisfied with the outcome of the Hearing Examiner appeal process may file an appeal in King County Superior Court from the Hearing Examiner's decision. IV. PROCEDURES AND TIME FOR APPEALING In order to appeal the Community Development Director decision on the Permit Application, a written notice of appeal must be filed with the Department of Community Development within 14 days of the issuance of this decision. The requirements for such appeals are set forth in Tukwila Municipal Code ch. 18.116. All appeal materials shall be submitted to the Department of Community Development. Appeal materials MUST include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision, including any specific challenge to an MDNS. 4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in the decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c) the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. 5. Appeal fee of $541. V. APPEAL HEARINGS PROCESS Any administrative appeal regarding the Permit shall be conducted as a closed record hearing before the Hearing Examiner based on the information presented to the Community Development Director, who made the original decision. No new evidence or testimony will be permitted during the appeal hearing. Parties will be allowed to present oral argument based on the information presented to the Community Development Director before their decision was issued. The Hearing Examiner's decision on the appeal is the City's final decision. Any party wishing to challenge the Hearing Examiner's decision on this application must file an appeal pursuant to the procedures and time limitations set forth in RCW ch. 36.70C. An appeal challenging a DNS, an MDNS or an EIS may be included in such an appeal. If no appeal of the Hearing Examiner's decision is properly filed in Superior Court within such time limit, the Decision on this permit will be final. Page 2 of 3 05/07/2015 VI. The height of the tower will not change. Existing Development: The existing wireless structure is located next to the north face of an existing building on the site. Location Selection Tukwila Municipal Code (TMC) provides a hierarchy of appropriate locations within the City. Generally, co -locations and utilizing existing structures are favored over the development of new standalone WCF within the City. The table below indicates if the applicant's proposal complies with required standards. The proposed project is consistent with goals and policies of the Comprehensive Land Use Policy Plan. RECOMMENDATIONS The recommendation to the Director of Community Development is to approve the application for a Type 1 Wireless Telecommunications Facility without conditions. The analysis was performed at the request of Sage Hill to determine the ability of the monopole to support proposed Verizon equipment. Tower Information NWTE did not visit this site. Information required for the structural analysis was provided by KDC Architects and Sage Hill. The monopole was designed by Valmont. A Valmont stress analysis of the pole and base anchorage, dated 09-27-91 was provided (Ref. No. 10590.91). No tower or foundation drawings or geotechnical report were provided. If further information useful to the analysis is presented, then a revised report may be issued. Photographs of the tower taken from the ground showing existing appurtenances were also provided. Tower geometry and structural member size information was taken from the provided Valmont stress analysis. The monopole steel yield strengths are given by Valmont as follows: ➢ Monopole Shaft 36 ksi ➢ Base Plate 48 ksi ➢ Anchor Bolts 75 ksi The attached drawings show monopole geometry, structural member sizes, existing and proposed antennas, feed lines, and other supported appurtenances. Wind Load Specifications A rigorous structural analysis was performed using the provisions of the current design standard, TIA-222-G, "Structural Standard for Antenna Supporting Structures and Antennas." This standard is referenced in the 2012 International Building Code (IBC). The minimum basic wind speed of 85 mph (Vasa, 3-second gust) as listed in the standard for King County was used. A basic wind speed of 30 mph in combination with a design ice thickness of 1/4" as listed in the standard was also considered. Exposure Category C, Topographic Category 1 (no wind speed- up effect), and Structure Class II were used for the analysis. Wind loads calculated using a basic wind speed of 85 mph (Vasa) with a wind load factor of 1.6 and importance factor of 1.0 for Class II structures per the TIA-222-G standard are similar to those calculated using an ultimate design wind speed of 110 mph (Vu1t) for Risk Category II with wind load and importance factors of 1.0 per the 2012 IBC and ASCE 7-10 standard. Analysis Method A three-dimensional finite element model of the tower was created using RISATower Version 5.4.2.0 (RISA Technologies 2010). This computer software program calculates and distributes wind and ice loads in the model. It calculates the resulting stresses in all structural members, and determines tower deflections and foundation loads. Calculated member stresses were compared to allowable values set forth in the design standard. Seismic calculations were performed using the equivalent modal analysis procedure as set forth in Section 2.7 of the TIA-222-G standard. Seismic forces on each section of the pole were calculated. The total seismic shear is much less than the total wind load and when distributed as specified over the full tower height does not produce overstress in any of the tower's structural members. No foundation or soils information was provided. Therefore a rigorous analysis of the foundation was not conducted. However, base/foundation reactions listed in the Valmont stress analysis were increased by a factor of 1.35 per TIA-222-G, Section 15.5, to allow a comparison to be made with the calculated foundation reactions from this analysis. The factored original design reactions were found to be significantly greater than the calculated reactions from this analysis. Based on this comparison, the foundation is considered to be adequate. Anchor bolts and baseplate were found to be adequate. Welds, plates, and other elements of the connections are assumed to be adequate. Conclusion The monopole meets the requirements of the TIA-222-G standard for the antenna configurations considered. No structural upgrades are required. Conditions of Analysis The analysis performed and the conclusions contained herein are based on the following assumptions: • The monopole has been properly installed and maintained. • Steel grades for structural members are as listed above. • No x-ray, subsurface excavation, or other similar examination of the tower, foundation system or welded connections was conducted. For portions of the tower and foundation system that were not visually accessible, no determination regarding the condition or adequacy was made. • All structural components of the monopole including, but not limited to, shaft, connection components (splices, gusset plates, welds, bolts, anchor rods), and foundations are in good condition. • Proposed feed lines will be installed inside the monopole. • Proposed panel antennas will be placed on existing mounts. Proposed RRU units and surge suppressor will be placed as close to the pole as possible on new collar mount/pipe mounts. Deviations to these assumptions may affect the analysis results.
