Dear Minnie,
Thank you for the heads up on the proposed parking at Tukwila Commerce Park. It was
a surprise based on previous conversations with Carol.
I would like you to consider the following:
1. The roadway was built to a street standard, probably during King County jurisdiction,
with curb and gutter on both sides. In addition, there is a sidewalk on the North side of
that roadway. This is clearly not what would be needed just for a parking lot access
only (24' of paving without curbs and gutters and certainly no sidewallk). There is a
continuous sidewalk in front of the buildings already. This acts like a roadway and looks
like a roadway.
2. This roadway provides public access to parking at the east end for trail access. This
is a public roadway for public use.
3. There is also a public space for the trail along the Duwamish. This is like a public
right of way as there is no use other than the trail that can go on there. A public access
right of way, like a roadway, is between us and the river. Like a street, it should be
given the same consideration for the limited amount of new parking we are asking for.
4. The amount of new parking is very minor in the overall site. It is also very minor in
the overall length of the site. It's impact to the river is negligible to view corridors,
viewing between the trail and the parking, negligible for the protection of the river since
other parking already exists and the roadway is between the river and the new parking.
All in all, a very limited impact to anything.
I would like you to reconsider the project based on it's merits and negligible impact to
the shoreline. The reality is the roadway acts like a street in that it provides for public
use for the trail, it looks like a roadway and acts like a roadway, and should be for the
shoreline act, a roadway. There is of course the public "right of way" for the trail which
further should qualify for the shoreline exemption of public rights of way.
This project is to provide additional on -site parking for a growing use of the park. There
are more office and small users with more employees than before, and we and the City
should want the additional parking to keep people from parking where they should not
and provide for a growing office warehouse park.
Please re review with other staff members and the director and see if this project can
proceed.

Written description on project Tukwila Commerce Park
The existing site has 264 parking stalls but the property management team (CBRE) has
requested to add additional parking at buildings B and C to help the tenants in those
buildings.
On the north side of those buildings and along the roadway having access to these
buildings and to the loading area between buildings, we have shown new parking stalls,
a combination of standard 90 degree stalls and compact stalls, as well as parallel
compact stalls. These stalls will take out approximately 1,820 sf of existing landscaping
(combination of grass and some shrubs). We will be moving the curb line at the
roadway to the north and reduce the drive aisle to 25' min. This will result in adding 505
sf of landscape areas back. The intent is to re plant existing shrubs and plant new grass
to match as closely as possible the current landscape species.
Per the calculation of 12 sf of landscape per new stall being installed, and since the
landscape areas being removed are not code required landscape, the remaining
landscape areas exceed the code required parking lot landscape.
The only deviation being requested would be to not require a planter at the end of the
east stalls of building C. This area needs to be clear for truck maneuvering and
currently there is no island at the end of the exiting stalls. In this area we are just
adding compact stalls and restripe existing by reducing the northerly landscape island
and re building the curbing for a better truck radius.
I believe that the planned addition of parking stalls does not require any deviation
request and will help the parking for tenants in buildings B and C.
