the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice
of Appeal.
5. Appeal fee per the current fee schedule, additional hourly charges may apply. In addition all
hearing examiner costs will be passed through to the appellant.

FINDINGS
Vicinity/Site Information
Project Description
The applicant is requesting approval of a Type II Wireless Telecommunication Facilities [WCF] Permit to replace
antennas at 14240 Interurban Ave. S. The project includes:
• Replacement of the following:
o (3) existing TMZXXX-6516-A3M antennas with proposed (3) SBNHH-1D65B antennas.
o Add proposed (3) FRLB.
o All existing (6) UMTS 2100 TMA to be removed.
Existing Development
The existing building is located within a commercial/industrial park. The building is located along the Green River Trail
to the south of the Duwamish River.
Surrounding Land Uses
Adjacent to the parcel to the southeast are buildings zoned C/LI. To the southwest is Interurban Ave. and across this road
lie parcels zoned RCM. To the northwest of the site are casinos zoned C/LI. Directly north of the building is the
Duwamish Waterway with properties zoned LDR across the river.
Background
In 2006, the City adopted a Wireless Facilities Chapter (TMC 18.71) to the Zoning Code. The chapter provides specific
location and design requirements for the placement of WCF within the City of Tukwila.
Location Selection
Tukwila Municipal Code (TMC) provides a hierarchy of appropriate locations within the City. Generally, co -locations
and utilizing existing structures are favored over the development of new standalone WCF within the City.

The applicant is proposing to replace antennas on the roof of an existing building. This decision does not require the use
of any new facilities for placement of the new antennas. The height of the proposed antennas is 40' 0", which is taller than
the existing antennas (39' 4"), therefore, the project is not exempt per TMC 18.58.030. The proposed modifications are
considered a Type 2 decision as it is building attached and within a commercial zone.
Design Standards
The City provides specific design standards for the placement of WCF within the City of Tukwila. The table below
indicates if the applicant's proposal complies with required standards.

CONCLUSIONS
1. As demonstrated in Tables 1 and 2, the project meets all applicable development standards for a Type 2 WCF.
2. The proposed modifications will not alter the surrounding land uses in terms of traffic and pedestrian circulation,
building or site design.

RECOMMENDATIONS
The recommendation to the Director of Community Development is to approve this application for a Type II Wireless
Telecommunication Facility permit as applied for by Ryka Consulting on behalf of T-Mobile without conditions.

REVIEWERS: Please specify how the attached plans conflict with your ADOPTED
development regulations, including citations. Be specific in describing the types of changes you
want made to the plans. When referencing codes, please identify the actual requirement and
plan change needed.
The Planning Division review does not supplant each department's ability to administer its own
regulations and permits. However, project consistency at the Planning review stage is
important to minimize significant later design changes. More than minimal design changes
require further Planning Commission review, even if alteration is required to satisfy a City
requirement. This further review is typically a minimum 60-day process.
Requirements based on SEPA (e.g., not required by an adopted development regulation)
MUST identify the impact being mitigated, the policy basis for requiring mitigation, and the
method used to calculate the mitigation required. Calculations of project impacts and the
mitigation required (e.g., water capacity, road level of service analyses, or turning analyses)
may be required of the applicant.
