This application covers only those activities associated with the demolition, grading and stabilization of the site. A State Environmental Policy Act (SEPA) determination is required for the demolition. Address: 14420, 14440, 14442, 14452 Tukwila International Boulevard, Tukwila WA Parcel Number: 004000175, 0040000190, 0040000252, 0040000253, and 0040000255 This notice is to confirm the decision reached by Tukwila's SEPA Official to issue a Determination of Non - significance (DNS) for the above project based on the environmental checklist and the underlying permit application. The City has determined that the proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21c.030(2) (c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. Project materials including the application, any staff reports, and other studies related to the permits are available Monday through Friday 8:30 a.m. - 5:00 p.m. for inspection at Tukwila Department of Community Development 6300 Southcenter Blvd., Suite 100, Tukwila, WA 98188. The City of Tukwila wishes to redevelop three parcels located along the east side of Tukwila International Boulevard. The properties were operated as the Great Bear, Boulevard, and Spruce Motels. Federal agents seized the Great Bear and Boulevard Motels because of alleged drug trafficking and prostitution. The Spruce Motel and the Smoke Shop was purchased by the City of Tukwila. Three properties are now vacant and the Smoke Shop will be vacant. The City plans to demolish the three motels and smoke shop to prepare the site for development. Future uses of the site are as yet undetermined, and this SEPA covers only those activities associated with the demolition, grading and stabilization of the site. 11. Location of the proposal. The properties slope down from Tukwila International Blvd. Slopes are slightly greater at the northern end of the site. Just outside the property boundary in the northeast corner, the land drops approximately 5 feet towards the north. b. What is the steepest slope on the site (approximate percent slope)? The steepest slope is approximately 38%, which is a short slope down from International Blvd to the Great Bear Motor Inn property, c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland and whether the proposal results in removing any of these soils. Everett / Alderwood series and Urban Land. The existing soils are Urban Land and there is no record agricultural use for these properties. d. The property sits near the divide between these two watersheds, but appears to drain primarily to the east and south. The Green/Duwamish waterway is approximately 1 mile to the east. The nearest mapped wetland (NW Maps) is approximately 375 feet east of the Great Bear Motor Inn. NW Maps also shows a small section of stream associated with this wetland (Figure 4), 2. Once the site is stabilized, storm water will be allowed to infiltrate. Water that does not infiltrate will be discharged to the City storm water system via existing or new infrastructure. Storm water from the Smoke Shop and Boulevard and Spruce motels currently drains to catch basins in the asphalt parking lot and discharges to a storm pipe along the eastern edge, which then discharges to the city storm water pipes in S 146th St. Most of the existing storm water system will be removed and the site graded to drain to the southeast corner. A catch basin in the southeast corner will be relocated and connected to the existing storm water pipe east of the property. Stormwater at the Great Bear motel is currently collected on site in a detention pipe and pumped to the City storm system in Tukwila International Blvd. This detention and pumping system will be removed during demolition and the Great Bear site will be re -graded to direct stormwater towards the northeast corner. A new catch basin will be installed in this corner that will eventually tie into the City stormwater system to the north. Detention will be provided in this location until the connection can be made. 2. Could waste materials enter ground or surface waters? If so, generally describe. No. 3. Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? If so, describe. Currently storm water from the Great Bear Motel is pumped to Tukwila International Blvd. After the motel is demolished, the storm water will discharge towards the northeast into a pipe being installed by the Tukwlia Village project. The discharge to the northeast is the natural drainage course for the storm water. d.
