DECISION SEPA Determination: This project falls under the definition of "Safety structures and equipment" per WAC 197-11- 800 2(d)(i) and is therefore exempt from SEPA review. Decision on Substantive Permit: The City Community Development Director has determined that the application for a Shoreline Substantial Development Permit does comply with applicable City and state code requirements and has approved that application based on the findings and conclusions contained in the staff report. The Decision on this Permit Application is a Type 2 decision pursuant to Tukwila Municipal Code § 18.104.010. Other land use applications related to this project may still be pending. This permit is granted pursuant to the Shoreline Management Act of 1971 and nothing in this permit shall excuse the applicant from compliance with any other Federal, State or local statues, ordinances or regulations applicable to this project, but not inconsistent with the Shoreline Management Act (Chapter 90.58 RCW). This permit may be rescinded pursuant to RCW 90.58.140(8) in the event the permittee fails to comply with the project as approved and any conditions thereof. CONSTRUCTION PURSUANT TO THIS PERMIT MAY NOT BEGIN AND IS NOT AUTHORIZED UNTIL TWENTY-ONE (21) DAYS FROM THE DATE OF RECEIPT WITH THE DEPARTMENT OF ECOLOGY AS DEFINED IN RCW 90.58.140(6) AND WAC 173-14-090, OR UNTIL ALL REVIEW PROCEEDINGS INITIATED WITHIN TWENTY-ONE (21) DAYS FROM THE DATE OF SUCH FILING HAVE TERMINATED; EXCEPT AS PROVIDED IN RCW 90.58.140(5)(a)(b)(c). Construction must begin within 2 years from the effective date of the permit and be substantially completed within 5 years of the effective date of the permit. The effective date of a substantial development permit shall be the date of receipt as provided in RCW 90.58.140(6). III. YOUR APPEAL RIGHTS One administrative appeal to the Shorelines Hearings Board of the Decision is permitted. Any person appealing to the Shorelines Hearings Board may raise certain SEPA issues as part of the appeal to the Shorelines Hearings Board. Appellants should consult the rules and procedures of the Shorelines Hearings Board for details. IV. PROCEDURES AND TIME FOR APPEALING The requirements and procedures for appeals to the Shorelines Hearings Board are set forth in RCW 90.58 and WAC 461.08. Pursuant to RCW 90.58.180 the decision by the City of Tukwila to issue this Shoreline Substantial Development Permit may only be appealed to the Shoreline Hearings Board. Appeals must be filed with the Shoreline Hearings Board within 21-days from the filing of this permit with the Department of Ecology as defined in RCW 90.58.140. For more detailed information on appeals, refer to RCW 90.58 and WAC 461.08. V. PROJECT DESCRIPTION The proposed project is to remove existing barrier and beam guardrail along S 115th St (40th Ave S to 42nd Ave S) and 42nd Ave S (S 115th St to S 124th St) and replace with timber barrier. A total of 1,000 linear feet of barrier will be removed and 2,500 linear feet will be installed. The project requires a Shoreline Substantial Development permit as work is proposed within 200 feet of the Duwamish River. The following aerial photo illustrates the project boundaries. TUKWILA SHORELINE MASTER PROGRAM - BACKGROUND The City of Tukwila adopted a new Shoreline Master Program (SMP) on August 15, 2011 which was approved by the Washington State Department of Ecology on October 14, 2011 and became effective October 28, 2011. This project is subject to the new Shoreline Master Program. A. Shoreline Environment Designation The shoreline environment designation for the site is Shoreline Residential; the purpose of the Shoreline Residential Environment is to accommodate urban density residential development, appurtenant structures, public access and recreational activities. However, within the 200 foot shoreline jurisdiction in the Shoreline Residential Environment there will be a protective buffer along the river, where development will be limited to protect shoreline function. VL Page 2 of 10 12/11/2015 W:\Users\Valerie\Shoreline\L15-0051 SR f` L15-0051 42nd Avenue S Roadside, ,.rrier Shoreline Substantial Development December 11, 2015 The Shoreline Residential River Buffer shall consist of the area needed to achieve a 2.5:1 slope of the river bank, measured from the toe of the bank to the top of the bank, plus 20 linear feet measured from the top of the bank landward; provided, that in no case shall the Shoreline Residential Buffer be less than 50 feet landward of the OHWM. Shoreline Goals and Policies: The following section discusses the Shoreline Master Program (SMP) goals and policies that apply to this project and are excerpted from Chapter 6 of the City's SMP. 6.4 Private Property Rights, Comprehensive Plan Goal 5.4 Goal: Protect rights of property owners to reasonable use and enjoyment of private property, through appropriate location, access to, and design of shoreline uses. • Policy 5.4.1: Design, locate and manage shoreline uses in a manner which maintains reasonable use and enjoyment of private property Staff Response: Outreach to the residential community within the project area was conducted in order to assess public opinion on the barrier form/materials. The aesthetic timber barrier that was selected as a result of this feedback will provide important safety improvements without degrading the riverfront views that many residents enjoy. 6.5 Shoreline Design Quality, Comprehensive Plan Goal 5.5 Goal: Enhanced identity of the river as a unique community asset through high quality development and public activities that reflect Tukwila's history and sense of community pride. • Policy 5.5.1: Require that shoreline development outside of the MIC: o Reflects principles of high quality design, in such areas as site planning, architecture and landscaping; Staff Response: The timber barrier was selected because it is aesthetically pleasing option that is approved for installation for our intended use by the Federal Highway Administration and has been crash tested to perform for this type of roadway and posted speed limit. The steel -reinforced timber barriers were selected following input from community members regarding their concern that the barrier not visually degrade the river views. 6.7 Transportation within the Shoreline Jurisdiction, Comprehensive Plan Goal 5.7 Goal: Safe corridors and amenities for pedestrians, cyclists and users of public transportation, allowing more citizens to access and enjoy the river. • Policy 5.7.1: Design and locate transportation uses within the shoreline jurisdiction to be compatible with shoreline vegetation or other habitat features, turn -outs or parking areas for public access, biofiltration swales to protect water quality, public art or interpretive signs. Staff Response: The stated purpose of the project is to enhance the safety of the roadway by replacing existing barrier and adding additional barriers to areas of insufficient clear zone between the roadway and riverbank and to areas that have mature trees within the clear zone. 6.9 Natural Environment and Habitat Use, Comprehensive Plan Goal 5.9 Goal: Restored, enhanced, and protected natural environment resources along the river, including trees, wildlife habitat and features with value for long-term public, scientific, and educational uses. • Policy 5.9.1: Ensure that shoreline development results in no net loss of shoreline ecological function, minimizes impacts on wildlife and that significant vegetation, sandbars, wetlands, watercourses, and other critical areas identified as important for habitat are maintained through the proper location, design, construction, and management of all shoreline uses and activities. Staff Response: The proposed project will not remove any vegetation or expand the amount of impervious surface. No net loss has been addressed by the applicant (see attachment C). 6.10 Water Quality, Surface Water and Flood Control Use, Comprehensive Plan Goal 5.10 Goal: Improved water quality and quantity control programs affecting the Green/Duwamish River that improve the river's water quality, provide habitat for fish and wildlife, protect public health and safety, and enhance public enjoyment of the river. • Policy 5.10.2: Design, manage, and mitigate flood control uses to minimize impacts to other shoreline uses such as trees and riverbank vegetation, public access and recreation, and fish habitat; and set them back from the river, where feasible for the project, with land areas between the water and the levee set aside as open space for public recreation or wildlife habitat. Staff Response: Silt fence will be installed between the guardrail and river in order to mitigate for any temporary impacts on water quality during earth -moving activities. 6.11 Public Health, Safety and Welfare, Comprehensive Plan Goal 5.11 Goal: Shoreline uses that do not endanger public health, safety and welfare, or the capacity of the river to provide long-term benefits and resources to the community. • Policy 5.11.1: Design, locate, and manage shoreline uses, such as capital improvement projects and private development, in a manner that does not endanger public health, safety and welfare, VL Page 6 of 10 12/11/2015 W:\Users\Valerie\Shoreline\L15-0051 SR r � L15-0051 42nd Avenue S Roadsides terrier Shoreline Substantial Development December 11, 2015 and enhances the capacity of the river to provide long-term flood protection, habitat and other benefits and resources to the community and the environment. Staff Response: The project will not endanger but instead enhance public health, safety, and welfare by better protecting vehicles from careening down the river bank. 6.12 Shoreline Use Preferences, New Comprehensive Plan Goal 5.12 Goal: Tukwila, in developing and implementing its shoreline master program for shorelines of statewide significance, including the Green/Duwamish River, shall give preference to uses in the following order of preference which: 1. Recognize and protect the statewide interest over local interest; 2. Preserve the natural character of the shoreline; 3. Result in long term over short term benefit; 4. Protect the resources and ecology of the shorelines; 5. Increase public access to publicly owned areas of the shorelines; 6. Increase recreational opportunities for the public in the shoreline; 7. Provide for any other element as defined in RCW 90.58.100 deemed appropriate or necessary. Staff Response: The proposed work will provide many of the benefits listed, including long term safety, aesthetic, and environmental benefits. V. SHORELINE REGULATIONS TMC 18.44.130 B. 3. Shoreline Administration states that a substantial development permit shall be granted only when the development proposed is consistent with the shoreline master program (SMP). The relevant SMP policies were discussed above. Below is a discussion of the relevant shoreline master program regulations that are incorporated into the zoning code that apply to this permit application. TMC 18.44.040 Permitted Uses TMC 18.44.040 identifies permitted uses in the Shoreline Residential environment. The proposed project is a permitted use under TMC 18.44.040 A(1)(o): "Existing essential streets, roads and rights -of -way may be maintained or improved." TMC 18.44.070 Development Standards TMC 18.44.070 B. establishes development standards for the Shoreline Residential Environment. Most of the development standards listed under TMC 18.44.070B do not apply to the proposed project. The proposed project complies with TMC 18.44.070B.1.g standard that requires fences and other similar structures to not block views of the river. Surface Water and Water Quality TMC 18.44.070 D. provides development standards for surface water and water quality related to shoreline development. The proposed project will not generate any increase in surface runoff. Projects are required to be designed so as to cause no net loss to shoreline ecological functions. No net loss has been addressed above under the discussion of the consistency of this project with shoreline goals and policies. TMC 18.44.070 E. Flood Hazard Reduction Not applicable. TMC 18.44.070 F. Shoreline Stabilization TMC 18.44.070 F. provides regulations for work intended to minimize or prevent failure of riverbanks resulting from waves, tidal fluctuations, or river currents. The project will avoid all direct impacts to the ecological processes of the shoreline. Any indirect impacts due to the earth moving will be mitigated through appropriate sediment and erosion control BMPs. All work shall be conducted landward of the OHWM. TMC18.44.070 G. Archaeological, Cultural, and Historical Resources TMC 18.44.070 G. states regulations regarding coordination with affected tribes and procedures for the discovery of archaeological resources. Applicant will comply with all local, state, and federal laws in the event that archaeological or paleontological artifacts are encountered. Notice of Application was sent to the Muckleshoot and Duwamish Tribes and to the Department of Archaeology. TMC 19.44.070 H. Environmental Impact Mitigation TMC 19.44.070 H. addresses the mitigation of unavoidable impacts on the shoreline to ensure the "no net loss" standard is met. The project is not expected to result in any temporary or permanent impacts to the shoreline; no vegetation removal or expansion of impervious surface is proposed. There is no vegetation present in areas that currently do not have a barrier other than some grasses that have grown over the rock shoulder. If the removal of native vegetation is necessary during construction, removed material shall be replaced. TMC 19.44.070 I. Off Street Parking and Loading Requirements Not applicable. Signs in the Shoreline Jurisdiction Not applicable. TMC 18.44.080 Vegetation Protection and Landscaping Not applicable; no vegetation is proposed to be removed. If any vegetation is impacted during construction it shall be replaced with native species. TMC 18.44.100 Public Access TMC 18.44.100 addresses public access requirement for the SMP. Public access is required when a development or use would create additional demand for public access through the addition of square footage to an existing building or the intensification in land use through the conversion of a warehouse to a retail or office use. There is no additional demand for public access as a result of this project. This development standard does not apply to this project. TMC 18.44.110 Shoreline Design Guidelines This section of the TMC does not apply as no structures are being constructed. VI. COMMENTS Notice was sent to property owners and tenants within the vicinity map (Attachment D) of the site and agencies with jurisdiction. Two of comments were received from the general public regarding the proposed work. Both comments were related to the material used for the barrier (wood versus metal). Tukwila's project manager for this project answered both questions. See Attachment E for comments and the response. VII. SEPA This project falls under the definition of "Safety structures and equipment" per WAC 197-11-800 2(d)(i) and is therefore exempt from SEPA review. The proposed project is to install a timber barrier to enhance traffic safety and prevent vehicles from driving into the buffer or down the bank of the Green River. 2. The proposed project is located on the north/east bank of the Green River, along S 115th St (40th Ave S to 42nd Ave S) and 42nd Ave S (S 115th St to S 124th St). The entire project site is within the 200 foot shoreline jurisdiction of the Green River. 3. The shoreline environment designation for the project area is Shoreline Residential, non - leveed, with a buffer width of 100 feet. The work will be performed entirely within the river buffer. 4. The proposed project is a permitted use under TMC 18.44.040 A(1)(o): "Existing essential streets, roads and rights -of -way may be maintained or improved" in the Shoreline Residential environment. 5. The proposed project is consistent with the Private Property Rights, Shoreline Design Quality, Transportation within the Shoreline Jurisdiction, Natural Environment and Habitat Use, Water Quality, Surface Water and Flood Control Use, Public Health, Safety and Welfare, and Shoreline Use Preferences goals and policies of the SMP. 6. The project has analyzed the no net loss provisions of the SMP and will avoid all direct impacts to the ecological processes of the shoreline. Any indirect impacts due to the installation of the barrier posts will be mitigated through appropriate sediment and erosion control BMPs. 7. The proposed improvements include approximately 240 feet of a new guardrail structure along the west side of 42"d Avenue South, south of the intersection with South 1 16`h Street. The roadway is located adjacent to the Duwamish River, and the guardrail will improve safety along this stretch of the roadway as shown on Figure 1. For your reference, all acronyms used herein are defined at the end of this document. 2.0 PURPOSE AND SCOPE OF WORK The purpose of this study was to gather and review available subsurface information, evaluate subsurface conditions, and provide geotechnical conclusions and engineering recommendations for the proposed improvements. Our scope of work included a site reconnaissance, exploratory borings, and engineering analyses to develop the geotechnical conclusions and recommendations presented in this report. Specifically, we performed the following: • Collected and reviewed readily available geotechnical and geological data for the project area. • Completed two soil borings to a depth of 21.5 feet deep BGS. • Performed engineering analysis and evaluated data derived from the subsurface investigation to support providing recommendations for guardrail support. 3.0 SITE CONDITIONS The project area is approximately 240 feet in length extending along the west side of 42nd Avenue South, south of the intersection with South 1 16`h Street. The ground surface is relatively flat along the roadway. The existing two-lane roadway is paved with AC with a narrow gravel shoulder on the west side of the road, beyond which the ground surface slopes steeply down to the Duwamish River. The AC is in generally good condition. A sidewalk with curb and gutter is present along the east side of the road throughout the length of the project. Landscaped areas are adjacent to the right-of-way and generally consist of grass lawn areas with occasional large conifer trees. 3.1 SUBSURFACE CONDITIONS Subsurface conditions at the site were evaluated through a review of existing geological maps and by completing exploratory borings. We completed two borings (B-1 and 8-2) to a depth of 21.5 feet BGS. The locations of the explorations are shown on Figure 2. Descriptions of the field explorations for this investigation and summary logs are included in the Appendix. Soil conditions encountered in the subsurface explorations were similar. Both borings were completed through the gravel shoulder area and encountered a thin layer of crushed rock base course underlain by alluvium. The crushed rock base course consisted of 1 %-inch-minus crushed I1 DESIGN= 1 KPG-37-01 :08061 5 rock that was approximately 6 inches thick. The underlying alluvium is generally composed of silty sand. The alluvium is generally loose grading to very loose with increasing depth. 3.2 GROUNDWATER Groundwater was not observed in either boring during drilling. The river level at the time of our investigation was low. We anticipate that groundwater levels will fluctuate wiah the level of the river. 3.3 SEISMICITY Washington State is situated at a convergent continental margin and is susceptible to subduction zone, intraplate, and shallow crustal source earthquakes. We reviewed published geologic maps for the site vicinity (Johnson et al., 1999) to evaluate seismic hazards. The site is approximately 7 miles south of the southern extent of the SFZ, which is a result of shallow crustal faulting. The SFZ represents a 2- to 4-mile-wide zone extending from the Kitsap Peninsula near Bremerton to the Sammamish Plateau. Within the SFZ are several east to west -trending fault splays of the Seattle Fault (Johnson et al., 1999). The Seattle Fault is thought to be a reverse fault, with the south side thrust up. The SFZ is considered an active major fault and is capable of producing earthquakes of Magnitude —7 with associated surface rupture and ground motions, posing a significant hazard to the Puget Sound Region. Geologic evidence indicates at least three episodes of movement on the fault within the last 10,000 years, with the most recent earthquake with surface rupture approximately 1,100 years ago (Nelson et al., 2000). 4.0 DESIGN RECOMMENDATIONS 4.1 GUARDRAIL DESIGN The steep slope west of the roadway and loose soil conditions will require long posts to support the guardrail in accordance with Exhibit 1610.11 of Chapter 16 of the WSDOT GDM. Soil conditions are expected to consist of very loose to loose alluvium composed of silty sand. Passive pressure on the back of a guardrail post can be assumed to act over twice the width of the post. Soil parameters for use in alternative design methods and barrier systems are provided in Table 1. Table 1. Exploration observations indicate soil conditions only at specific locations and only to the depths penetrated. This information should be considered accurate to the degree implied by the methods used. A member of our geotechnical staff observed the explorations. SPTs were performed in general conformance with ASTM D 1586. The SPT sampler was driven with a 140-pound hammer free - falling 30 inches. The number of blows required to drive the sampler 1 foot, or as otherwise indicated, into the soil is shown adjacent to the sample symbols on the exploration logs. Disturbed soil samples were obtained from the samplers at 2.5-foot intervals. SOIL CLASSIFICATION The soil samples were classified in accordance with the "Exploration Key" (Table A-1) and "Soil Classification System" (Table A-2), which are included in this appendix. The exploration logs indicate the depths at which the soils or their characteristics change, although the change could be gradual. A horizontal line between soil types indicates an observed change. Tukwila's shoreline regulations were updated in October, 2011 when the Department of Ecology approved the City's new Shoreline Master Program (SMP). REQUIREMENTS: All development over $6,416 'and within 200 ft. of the Duwamish/Green River and associated wetlands require a "Shoreline Substantial Development Permit" except the following: • Owner -occupied construction of a single family house that does not exceed 35 feet in height and/or dock construction when the dock construction costs are less than $2,500 in salt water and $10,000 in fresh water; • Normal maintenance and repair; • Habitat improvements which are part of a watershed plan; • Hazardous waste remediation when approved by the State; • Emergency construction needed to protect property from imminent danger. While a project may be exempt from the need to obtain a Shoreline Substantial Development Permit, the project must still be consistent with the requirements of Tukwila's SMP. The Director may impose conditions on the approval of exempt developments and/or uses as necessary to assure compliance of the project with the Shoreline Management Act and the City's SMP. PROCEDURES: Your application must contain all of the items listed on the attached "Complete Application Checklist" including Project Value Documentation. You may request a waiver from items on the checklist that are not applicable to your project. Please discuss this waiver request with City planning staff prior to submitting the application. Within 28 days of receiving your application, City staff will determine if it is complete based on the attached checklist. If the application is not complete, City staff will contact you about what additional information is needed. If you do not submit the requested materials within 90 days from the City's request for additional information, the City may cancel your application. A shoreline permit decision is made administratively by the Director of the Department of Community Development after the expiration of the public notice period. The City's decision is sent to the Department of Ecology for its review. There is a 21 day appeal period on Shoreline Substantial Development Permits and no construction may occur during that time, although building permits may be reviewed. Describe the existing condition of the shoreline area and riverbank. S 115th Street and 42nd Avenue S extend along the top bank of the Duwanzish River within the shoreline jurisdiction for the entire project area. Waterward of the roadway, the existing bank is composed of till soils with slopes ranging from 1:1 to 2:1. The bank is vegetated with grasses, blackberry, and deciduous trees. Isolated areas of rock protection exist at existing stormwater outfalls. The paved roadway varies from. 25 to 30 feet in width and contains all utilities (water, sewer, storm, power, telecommunications) to support the surrounding residential Allentown neighborhood. A roadside barrier (precast concrete barrier and steel beam guardrail) protects vehicles from leaving the public roadway and careening down the river bank for approximately 900 linear feet of the 3,500 linear feet of roadway within the project area. 2. How will your project change the existing condition of the shoreline described above? The project will remove existing concrete barrier and beam guardrail along the corridor and replaced with aesthetic timber barrier. A total of 1,000 linear feet of barrier will be removed and replaced with 2,500 linear feet of timber barrier. The additional length is required for vehicular safety in areas of insufficient clear zone between the roadway and riverbank as well as areas that have mature trees within the clear zone. Water and telecommunication utilities may require relocation from the roadway shoulder into the roadway in some locations to allow installation of the timber posts. No vegetation removal or expansion of impervious surface is proposed. Aside from the additional roadside safety barrier length, there will be no change to the existing shoreline described above in terms of landscaping, paved areas, or utilities within the shoreline jurisdiction. The Washington State Shoreline Management Act (SMA) requires protection of the natural resources and ecological functions of the shoreline environment. Ecological functions are processes that characterize the river and its shoreline and form habitats for water- and land -based wildlife and vegetation. Ecological processes depend on the geology, soil type, topography, climate, and other physical characteristics in the region. In the Green/Duwamish River watershed, key ecological processes include: • river flows, tidal fluctuations and saltwater influences; • creation, transport and deposition of sediment (for example scouring of soils, and erosion and formation of mud -flats or beaches); • transport of nutrients (from decomposition of plants and other organic materials); • provision of woody debris from fallen limbs and trees along the banks or in the water (the trunks and branches help form pools for fish); and • water quality (such as vegetation that can help to filter out pollutants that are washed into the river from parking lots and vegetation that can help reduce temperatures in the river, important for fish, especially salmon). These physical and biological processes comprise the ecological functions of the shoreline. The state guidelines that implement the SMA, adopted in 2003, establish the standard of "no net loss" of shoreline ecological functions for land uses and development within the shoreline jurisdiction. The No Net Loss standard is designed to stop the introduction of new negative impacts to shoreline ecological functions resulting from new development. Tukwila's Shoreline Master Program (SMP) defines no net loss as a: "...standard intended to ensure that shoreline development or uses, whether permitted or exempt, are located and designed to avoid loss or degradation of shoreline ecological functions that are necessary to sustain shoreline natural resources." In other words, the existing conditions of the shoreline ecological functions should not deteriorate due to new permitted development or new land use. A loss of ecological function can occur when a physical condition such as vegetation along the shoreline is removed or when habitat is altered through the construction of a dock or pier or other structures over this habitat. In order to maintain shoreline ecological functions, negative impacts must be mitigated to restore an equivalent amount of ecological function. The approach to mitigation must follow the mitigation sequencing steps adopted in the SMP (see next page). It should be noted that the SMA and the City's SMP also require improvement of shoreline functions, and therefore, some re -vegetation of the shoreline will be required in proportion to the scale of the project, regardless of whether there is a net loss to ecological functions. BACKGROUND This project, funded as part of the Small Roadway & Safety Improvements in the Capital Improvement Program (CIP), was preceded by a study to determine guardrail and/or barrier warrants along the Duwamish River adjacent to 42nd Ave S and S 115th St in Allentown. The goals are to prevent accidents in which vehicles go into the river, reduce illegal dumping of vehicles, and provide additional security for large fire apparatus on narrow streets. The technical analysis is complete and the design phase is underway with the project plans at approximately 30% complete. Several areas of the river bank are being recommended for guardrails and/or barriers as a result of the analysis. Washington State Department of Transportation (WSDOT) City Safety grant funding for construction was pursued, however no project funds were awarded. With the grant application unsuccessful, City funds will now be used to construct the improvements over multiple years. Construction of all recommended guardrail and barrier installations is currently estimated $344,465. This topic was last discussed at the November 24, 2014 Transportation Committee. Four residents of the Allentown neighborhood addressed the Committee to express concems about the obstruction of river views and adverse aesthetic impacts to the neighborhoods. The residents inquired about alternate safety solutions or less obstructive barriers. Staff informed the Committee that any barrier that is used must be crash -tested and conform to engineering standards. Following Committee discussion, Chair Ekberg requested additional community outreach and any resulting feedback as well as potential alternative designs be brought back to the Committee when appropriate. This update includes the requested action by Chair Ekberg (2014 TC Chair). ANALYSIS Alternative Barrier Options: Barrier products installed on city projects must be crash -test approved by the Federal Highway Administration (FHWA). Staff reviewed the current list of FHWA approved options as seen in Attachment No. 1. Staff retraced their research on recommendations for barriers and found no other feasible options for guardrails and Jersey barriers other than those noted in Attachment No. 1 as Options A and B. Rejection of the other alternatives listed in Attachment No. 1 will be discussed in the committee meeting, including "weathered" steel guardrail, which residents requested as an option. As a note, FHWA no longer allows weathered guardrail, also known as "Corten" guardrail, due to concerns about weathering steel. The use of weathering steel or (rusting steel) in guardrails should be limited. As roadside barriers are usually close enough to the path of travel that they might be sprayed with water from passing vehicles, chemicals found in the water spray can affect and degrade the structural integrity of weathering steel barriers. If weathering steel is desired for aesthetic purposes, agencies should adopt a frequent inspection and replacement schedule. It may continue to be used on the backside of steel backed timber rail. Data collection viadoor-to-door contact was completed and analyzed. The goal was to determine residents' concerns, likes, and dislikes of this area. The survey was an un-prompted effort and residents were not asked specific questions. While a number of items surfaced, pro and con for this neighborhood, no residents mentioned concerns over the 42nd Ave S Roadside Barrier Project. Staff has taken community input into consideration early on in the design process. Every effort has been be made to consider design options that strike a good balance between form, function, aesthetics, budget considerations, and required safety design standards. Currently, the most feasible barrier products are concrete Jersey barriers and either steel or wooden guardrail as noted in Attachment No. 1. FISCAL IMPACT The estimated construction costs for all recommended guardrail and barrier installations is $299,970 based on the calculations of the current 30% design. This includes a 10% contingency and with construction management at 15%, the total project cost estimate is $344,465. The 2015 construction budget is set at $70,000 (as the grant funding was not successful). Additional Options Cost Scenarios: The cost analysis for Option "B", steel -backed timber guardrail, was included in the November 24, 2014 agenda packet and is estimated to cost an additional $120k over the current 30% design estimate. The TimBarrier' Option "A" is more cost effective and would run an additional $30k - $40k, provided that there are no design issues that would prevent its feasible installation. A potential drawback to this system is that there is no crashworthy end treatment currently available. Designing an end treatment that will work may be infeasible for financial or engineering reasons. It should be noted that the choice of multiple barrier types will likely create undesirable aesthetics. The anchored concrete Jersey barrier is proposed in locations where underlying utilities prohibit the installation of guardrail posts. The likely need to install concrete Jersey barriers combined with currently existing standard W beam guardrails may make the choice to install a third type of aesthetic barrier undesirable. This is important to the aesthetic discussion as the additional costs may not provide the expected outcome. • Current 30% design (W beam and concrete Jersey barrier) $300,000 • Replace W beam with weathering steel $320,000 - $330,000 • Option "A" - Replace W beam with TimBarrier (wood guardrail) $330,000 -$340,000 • Option'B" - Replace W beam with timber -backed steel $400,000 - $420,000 Designing and constructing other options that would eliminate the need for concrete Jersey barriers will add specific costs related to utility relocations as estimated below as well as other implementation costs. These additional costs may include the relocation of -800 LF of telecom ductbank (no cost to city under franchise) and the relocation of 150 LF of water line at an approximate cost $30,000. Additional City funds would be needed for the Small Roadway & Safety Improvements Program if any options listed above are requested by Council. Construction costs could be spread over the next 6 years to minimize the impact to the Residential Street Fund (103 Fund). RECOMMENDATION Staff recommends moving forward with this project based on the current funding programmed within the CIP. The proposed improvements include installation/replacement of approximately 2,400 linear feet of barrier along the west side of 42nd Avenue S / south side of S 115th Street. The roadway is located adjacent to the Duwamish River and the barrier will improve safety along this stretch of the roadway. CURRENT PROJECT STATUS: KPG has completed utility locates, survey, geotechnical review and prepared 30% Plans and Construction Cost Estimate that is currently under review with the City. The Plans generally match the recommendations included in the original Roadside Barrier Analysis that combines the use of of anchored concrete barrier and WSDOT standard galvanized beam guardrail on timber posts. In some locations, beam guardrail was recommended in the original Barrier Analysis, but has been upgraded to anchored concrete barrier in the current 30% design due to discovery of underground utilities. The underground utilities would conflict with timber post installation and result in greater costs associated with utility relocation and pavement repair compared with changing the type of barrier. ESTIMATED COSTS AND ALTERNATIVES CONSIDERED: The estimated construction cost at the 30% design level is $300,000 compared with a preliminary estimate of $275,000 during the 2013 Barrier Analysis. The increased cost is primarily due to the need for additional anchored concrete barrier in lieu of beam guardrail due to underground utility conflicts. As requested, we also reviewed alternate guardrail materials as follows: • Use of weathering steel guardrail to replace galvanized beam guardrail would result in a cost increase of approximately $30,000 over the current estimate. • Use of steel backed timber guardrail to repllace galvanized beam guardrail would result in a cost increase of approximately $120,000 over the current estimate. 4 These estimates are for replacement of the beam guardrail portion of the project only, which is approximately 50% of the proposed barrier. The remaining 50% of barrier would remain as anchored concrete barrier due to either physical site conditions or conflicts with subsurface utilities that would result from timber post installation. SCHEDULE: A grant application was submitted for construction funding through the Highway Safety Improvement Program (HSIP) in July, 2014. If the City is awarded grant funds, the intent would be to construct all of the improvements under a single construction contract in 2015. If the funding is not approved, the project will be split into phases to be completed over the next few years in accordance with the current budget. Determination of grant funding is scheduled for December 2014, at which time we will proceed with final design and permitting of the improvements. A phasing strategy will be developed in the event that grant funds are not available. Describe the existing condition of the shoreline area and riverbank. For example, what plants and how much vegetation currently exist within the 200 foot shoreline jurisdiction; what is the condition of the shoreline (how steep are the banks, is there any erosion or slope failure, what are the soils like); is there "hard armoring" on the riverbank (for example, concrete or wooden bulkheads, metal sheet piling, rip -rap [rocks or concrete/asphalt blocks]), is there paving or are there any structures within the 200 ft. shoreline jurisdiction; are there any docks, piers, decks or other structures near or over the water; are there any above -ground or below ground utilities; etc.? S 115t11 Street and 42nd Avenue S extend along the top bank of the Duwamish River within the shoreline jurisdiction for the entire project area. Waterward of the roadway, the existing bank is composed of till soils with slopes ranging from 1:1 to 2:1. The bank is vegetated with grasses, blackberry, and deciduous trees. Isolated areas of rock protection exist at existing stormwater outfalls. The paved roadway varies from 25 to 30 feet in width and contains all utilities (water, sewer, storm, power, telecommunications) to support the surrounding residential Allentown neighborhood. A roadside barrier (precast concrete barrier and steel beam guardrail) protects vehicles from leaving the public roadway and careening down the river bank for approximately 900 linear feet of the 3,500 linear feet of roadway within the project area. 2. How will your project change the existing condition of the shoreline described above? The project will remove existing concrete barrier and beam guardrail along the corridor and replaced with aesthetic timber barrier. A total of 1,000 linear feet of barrier will be removed and replaced with 2,500 linear feet of timber barrier. The additional length is required for vehicular safety in areas of insufficient clear zone between the roadway and riverbank as well as areas that have mature trees within the clear zone. Water and telecommunication utilities may require relocation from the roadway shoulder into the roadway in some locations to allow installation of the timber posts. No vegetation removal or expansion of impervious surface is proposed. Aside from the additional roadside safety barrier length, there will be no change to the existing shoreline described above in terms of landscaping, paved areas, or utilities within the shoreline jurisdiction. Either type of guardrail is approved for installation by the Federal Highway Administration and has been crash tested. Either product will provide an acceptable service life for many years. The wood will have an approved treatment to preserve its durability. As I mentioned, the purpose of guardrail is to contain errant vehicles by redirecting them back into the roadway in lieu of ending in the river. All guardrail is designed to take a glancing blow from an errant vehicle, not a direct perpendicular head on hit. After many public open meetings, our Transportation Committee, the arm of the City Council, directed staff to design this project for installation of wooden guardrail over the typical steel that you normally see along 42nd Ave. This decision was made based on citizen input at these meetings and their desire not to have steel guardrail as a part of the river landscape. This project falls within our Small Roadway and Safety Improvement arena. Which is a programmatic approach to addressing small roadway and safety concerns through a variety of methods. This particular project is based on a safety need, to better contain errant vehicles by redirecting them back into the roadway in lieu of ending in the river. We also hope as a side benefit, once all phases are completed in the years ahead that our fire department will not have to fish out as many stolen and abandon cars from the river. Which taxes our resources and puts yet another strain on our limited budget.
