This notice is to confirm the decision reached by Tukwila's SEPA Official to issue a Determination of Non -
significance (DNS) for the above project based on the environmental checklist and the underlying permit
application.
The City has determined that the proposal does not have a probable significant adverse impact on the environment.
An environmental impact statement (EIS) is not required under RCW 43.21c.030(2) (c). This decision was made
after review of a completed environmental checklist and other information on file with the lead agency.
This information is available to the public on request. Project materials including the application, any staff reports,
and other studies related to the permits are available Monday through Friday 8:30 a.m. - 5:00 p.m. for inspection at
Tukwila Department of Community Development 6300 Southcenter Blvd., Suite 100, Tukwila, WA 98188.

This DNS is issued under WAC 197-11-340(2). Comments must be submitted by December 14, 2015. The lead
agency will not act on this proposal for 14 days from the date below.

The decision is appealable to the Superior Court pursuant to the Judicial Review of Land Use Decisions, Revised
Code of Washington (RCW 36.70C). Any appeal shall be linked to a specific governmental action. The State
Environmental Policy Act is not intended to create a cause of action unrelated to a specific governmental action.
Appeals of environmental determinations shall be commenced within the time period to appeal the governmental
action that is subject to environmental review. (RCW 43.21C.075)

I. SUMMARY OF PROPOSED ACTION
The current proposal is to strand and lash fiber cables along 56th Ave S over the Green River (56th Ave
S & Interurban Ave S—nearest parcel #2172000160)
II. GENERAL INFORMATION

The following information was considered as part of review of this application.

III. BACKGROUND/PROPOSAL

The applicant proposes to install aerial strand and fiber cable crossing over the Green River and
along 56th Ave S & Interurban Ave S. The new cables will be placed on existing utility poles
adjacent to existing cables. The project site is within the 200 foot shoreline jurisdiction of the
Green River and within the 100 foot river buffer. Aerial will occur water ward of the Ordinary High
Water Mark (OHWM).
Installation will be conducted using one bucket truck on either side of the river. The buckets will be
erected towards the center of the river allowing installers to hand off the aerial strand and fiber
cables. The cables will be attached to existing poles on either side of the river. Tarps will be placed
inside of the buckets to ensure that anything dropped does not enter the river. There is no expected
maintenance on the strand or fiber cable.
IV. REVIEW OF THE ENVIRONMENTAL CHECKLIST
The following lists the elements contained within the Environmental Checklist submitted for the
proposed project. The numbers in the staff evaluation correspond to the numbers in the
Environmental Checklist. If staff concurs with the applicant' s response, this is so stated. If the
response to a particular item in the checklist is found to be inadequate or clarification is needed,
there is additional staff comment and evaluation.
A. BACKGROUND:

5—The construction will follow issuance of SEPA determination and after obtaining all required
permits from the City of Tukwila or other agencies.

9—Shoreline Substantial Development Permit is not required; project valuation is less than $6,416.

12—The project site lies within the Urban Conservancy Shoreline and Shoreline Residential
Environmental Designations (no levee). The project is also within the FEMA 100 year floodway.
The project vicinity contains areas sloping between 15% and 40% and underlain by permeable soils
and engineered fill.

IV. PUBLIC COMMENTS
Notice was sent to property owners and tenants within 500' of the site and agencies with
jurisdiction. One comment from the Muckleshoot Indian Tribe was received regarding tribal access
to fishing sites along the river. A response was sent to the tribal representative indicating that the
work will take place approximately four months from the end of November (April 1, 2016) and
shall only take one day of work, with no ongoing maintenance expected.
VI. CONCLUSION
The proposal can be found to not have a probable significant adverse impact on the environment
and pursuant to WAC 197-11-340, a Determination of Nonsignificance (DNS) is issued for this
project.
This DNS is based on impacts identified within the environmental checklist, attachments, and the
above "Final Staff Evaluation for Application No. E 15-0012", and is supported by plans, policies,
and regulations formally adopted by city of Tukwila for the exercise of substantive authority under
SEPA to approve, condition, or deny proposed actions.

STANDARDS, THE HIGHER QUALITY STANDARD SHALL APPLY. ALL WORK WITHIN PUBLIC R.O.W. OR EASEMENTS MAY REQUIRE
INSPECTED AND APPROVED BY THE CITY OF SEATTLE INSPECTOR. INSPECTION SERVICES AND CONSTRUCTION CERTIFICATION TO

UTILITY LOCATION CENTER AT LEAST 48 HOURS BEFORE ANY EXCAVATION TO REQUEST EXACT FIELD LOCATIONS OF EXISTING

CONTRACTOR SHALL NOTIFY THE CITY OF SEATTLE INSPECTOR AT LEAST 48 HOURS PRIOR TO THE START OF ANY EARTH
DISTURBING ACTIVITY OR CONSTRUCTION ON ANY AND ALL PUBLIC IMPROVEMENTS IF REQUIRED.
4. THE CONTRACTOR SHALL COORDINATE AND COOPERATE WITH THE CITY OF SEATTLE AND ALL UTILITY COMPANIES WITH REGARD
TO RELOCATIONS OR ADJUSTMENTS OF EXISTING UTILITIES DURING CONSTRUCTION, TO ASSURE THAT THE WORK IS
ACCOMPLISHED IN A TIMELY FASHION, AND WITH A MINIMUM DISRUPTION OF SERVICE. THE CONTRACTOR SHALL BE RESPONSIBLE
FOR CONTACTING ALL PARTIES AFFECTED BY ANY DISRUPTION OF ANY UTILITY SERVICE.
5. THE CONTRACTOR SHALL HAVE ONE (1) SIGNED COPY OF THE APPROVED PLANS, ONE (1) COPY OF THE APPROPRIATE STANDARDS
AND SPECIFICATIONS, AND ONE (1) COPY OF ANY PERMITS AND EXTENSION AGREEMENTS NEEDED FOR THE JOB ON -SITE AT ALL
TIMES.
6. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL ASPECTS OF SAFETY INCLUDING, BUT NOT LIMITED TO: EXCAVATION,
TRENCHING, SHORING, TRAFFIC CONTROL, AND SECURITY.
7. IF, DURING THE CONSTRUCTION PROCESS, CONDITIONS ARE ENCOUNTERED BY THE CONTRACTOR, HIS SUBCONTRACTORS, OR
OTHER AFFECTED PARTIES WHICH COULD INDICATE A SITUATION THAT IS NOT IDENTIFIED IN THE PLANS OR SPECIFICATIONS, THE
CONTRACTOR SHALL CONTACT THE ENGINEER IMMEDIATELY.
8. ALL REFERENCES TO ANY PUBLISHED STANDARDS SHALL REFER TO THE LATEST REVISION OF SAID STANDARD, UNLESS
SPECIFICALLY STATED OTHERWISE.
9. FOR WORK AFFECTING PUBLIC ROADWAYS OR IF REQUIRED BY THE CITY OF SEATTLE, THE CONTRACTOR SHALL SUBMIT A
TRAFFIC CONTROL AND PHASING PLAN IN ACCORDANCE WITH M.U.T.C.D. FOR APPROVAL. PRIOR TO ANY CONSTRUCTION ACTIVITIES
WITHIN OR AFFECTING THE RIGHT-OF-WAY, THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROVIDING ANY AND ALL TRAFFIC
CONTROL DEVICES AS MAY BE REQUIRED BY SAID PLANS. PRIOR TO INSTALLATION A PRECONSTRUCTION CONFERENCE SHALL BE
HELD WITH CITY OF SEATTLE.
10. THE CONTRACTOR IS RESPONSIBLE FOR PROVIDING ALL LABOR AND MATERIALS NECESSARY FOR THE COMPLETION OF THE
INTENDED IMPROVEMENTS SHOWN ON THESE DRAWINGS OR DESIGNATED TO BE PROVIDED, INSTALLED, CONSTRUCTED, REMOVED
OR RELOCATED UNLESS SPECIFICALLY NOTED OTHERWISE.
11. PER AGENCY STANDARDS THE CONTRACTOR SHALL BE RESPONSIBLE FOR KEEPING ROADWAYS FREE AND CLEAR OF ALL
CONSTRUCTION DEBRIS AND DIRT TRACKED FROM THE SITE.
12. THE CONTRACTOR SHALL BE RESPONSIBLE FOR RECORDING RECORD INFORMATION ON A SET OF RECORD DRAWINGS KEPT AT
THE CONSTRUCTION SITE AND AVAILABLE TO THE CITY OF SEATTLE INSPECTOR AT ALL TIMES.
13. DIMENSIONS FOR LAYOUT AND CONSTRUCTION ARE NOT TO BE SCALED FROM ANY DRAWING. FOR ADDITIONAL INFORMATION
CONTACT THE ENGINEER FOR CLARIFICATION AND NOTE ON THE RECORD DRAWINGS.
14. ALL EROSION AND SEDIMENT CONTROL (E.S.C.) MEASURES SHALL BE INSTALLED AT THE LIMITS OF CONSTRUCTION PRIOR TO
GROUND DISTURBING ACTIVITY. ALL E.S.C. MEASURES SHALL BE MAINTAINED IN GOOD REPAIR BY THE CONTRACTOR UNTIL SUCH
