February 20, 1967
The regular meeting of the Tukwila City Council was called to order by the
Mayor,Jdhh B. Strander at 8:00 P.M. Councilmen present were Stan Vinkler,
Ives, Richard A. Bowen Dwight R. Gardner, helen Nelsen and Robert R. Anderson.
First order of business was the reading of the minutes of the February 6, 1967
meeting, the minutes were approve as read.
Mayor Strander spoke to council in regard to councilman Radford's illness
making a motion that Mr. Radford be excused from council duties until completely
recovered, seconded by Mr. Minkler and carried.
Mr. Minkler moved that all the bills approved by the financd committee be
allowed with warrants drawn for their respective amounts, seconded by ?`r. Ives
and carried.
The meeting was opened to a Public Pearine at this time, regarding the
closing of L.T.D. 11 (Street). Strander Blvd. Mayor Strander read the
legal notice in this regard and Mr. Fujiki pointed out the area on the reap 1
describing the boundaries and soforth. After brief discussion by council
Mr. Anderson mover.' that L.I.D. 11 be closed seconded by ?''r. Ives and carried.
A public hearing for the closing of L.T.n. 1 1 12 as next matter of business
to come before the council. Mayor Strander read the legal notice in this regard
and Mr. Fujiki pointed out the area of this L.T.P. on the map and described the
boundaries of same. (Sewer) 1' °r. Anderson moved that L.T.D. 12 bn accepted
by council and moved that L.T.D. 12 be closed. Mr. Ives seconded the motion
motion carried. Ordinance for !.T.P 11 and 12 will be forthcoming at the
mext regular meeting.

A Public Hearing was opened at this time in regard to an Annexation reguest
Mr. Bowen read correspondence and showed the area in question on the map.
This annexation request h met with the King County Commissioners and with
the 'cing County School board approval, as no objection were made Mr. Bowen
moved that council approve this annexation, seconded by Air. Anderson and carried.
An Ordinance will be ready for this annexation at the meeting of march 6, 1967.
Mr. Minkler presented a Sewer I.I.D. policy to council for consideration.
Afterbrief discussion by council Mr. Minkler moved that council approve this
L.I.P. Policy seconded by Mr. Anderson and carried. This policy will become a
part of the minutes.
Mr. *Winkler speaking for the Utilities Committee stated that the franchise
for Puget Sound Power and Light seemed to be in order. Yr. Hodge Read Ordinance
471 in this regard The first reading was approve b col'ncil with Mr. Minkler
making the motion and Mr. Anderson making the second. This Ordinance r 01 will
be put on its second reading at the meeting of ?arch 6, 1967.
Mayor Strander stated that a letter and draft report of the Green river
Valley Transporation Plan was received from the consulting firm of Vogt, Tvers
Stevens and Thompson. The City of Tukwila was given 9 or 10 days to study this
plan, however Mayor Strander stated that it was his opinion that we needed more
time to study this thoroughly Mayor Strander will ''rite a letter renuesting that
the City ofTukwila have until the 1st of April to study this plan..
Mr. Hodge presented Ordinance 472 to council, t'As in regard to the
annexation request approved by council re: the regale property. Mr. Bowen
moved that Ordinance 472 be placed on its first reading, seconded by Mr. Anderson
and carried. Mr. Anderson moved that Ordinance 472 be placed on its second
reading seconded by Mr. Gardner and carried. Mr. Box en moved that Ordinance 472
be placed on its third and final reading for adoption seconded by 'r. Anderson
and carried.
Mr. Allen Hill Mr. Fujiki spoke to council in regard to four much needed
improvements in Andover Park, stating the cost outlining the areas on the map
and in general talking about how the improvements would affect thE⢠city. This
will become a part of the minutes for future reference. Mr. Minkler suggested
that Mr. Hill set tap a meeting with the property owners, in council chambers
so that everyone involved will he aware of the need and suggested plans.

2. Reconstruction of sewer lift station
3. connection to the City of Seattle 60 inch water main
4. Replacement of 1300 feet of Dire from inch to 12 inch.
Mr. Fujiki spoke to council in regard to a storm drainage plan. this for
Andover Park, this plan to be known as the City of Tuk*ila Drainage Plan
Mr. Fujiki stated that the plans as presented were in complete agreement
with the Flood Control and property owners in the area. Mr. Iverson ouestioned
the plan in regard to the county, as this drainage originates on their property.
Mr. Iinkler asked Mr Hodge to check this out. and report back to council.
wr. Gardner spoke to council in regard to houst Bill 179 in reference to
water pollution commissioners and duties, also :j 11 ij 405, this in regard
to women not being exempt from jury duty. Mr. Gardner moved that council give
their support to the bills introduced, seconded by Mr. Bowen and carried.
A letter will be written to State Senator Durkan in this regard.
Mr. Hodge spoke to council in regard to the 0.R. Alia contract, statin: that
907/ of this could be paid. Mr. Minkler moved that this action be taken, seconded
by Mr. Ives and carried.

Tukwila City Council policy in reference to initiation of
sewer local improvement districts.
It is moved that the policy of the present City Council of
the City of Tukwila be set forth in reference to the formation
of sewer L.I.D. ±.s so that it will encourage cooperation of the
residents of the area to be served and should in most instances
be initiated at the request of those residents.
The state statutes authorize two methods of initiating
the L.I.D. The petition method is initiated by the local
residents and the resolution method is initiated by the City
Council. This Council favors the petition method and will
require petitions except in instances involving unsanitary
health conditions or other special circumstances which would
render the resolution method as the preferable course of action.
In the instances where the developer extension method would or
could be used in place of the petition method, that method will
also be preferred over the resolution method.
