The regular meeting of the Tukwila City Council was called to order
by the Mayor, John B. Strander at 3:00 F.Y. Councilmen pre sent were
Stan Minkler, F.''. Tves, Richard A. Bowen, Dwight P. Gardner, relen
Nelsen and Sobert B. Anderson.
First order of business was the reading of the minutes of the
February 20th meeting, the minutes were approved as read. err. 'iinkler
moved that all the bills approved by the finance committee be allowed
with warrants drawn for their respective amounts, seconded by 'r. Tves,
motion carried.
The bid opening in conjucntion with a new piece of equipment
was held at this time. two bids were received for a new Backhoe.
Bids were received from Craig- Taylor 7_ouipment and from Yayne Buck Sales
Inc. These bids were turned over to the Street Committee for consideration.
Mr. Bowen speaking for the fnnexation Committee stated that the
scheduled public Hearing in regard to this matter would have to be post-
poned, as necessary forms have not been received from the County Commissioners.
Office. i ir. Bowen moved that the Public Hearing he postponed until the
meeting of March 20, 1967, seconded by i':r. Tves and carried.
Mr. Hodge presented the Puget .Sound lower Light Franchise Ordinance,
Ordinance !f 471 this for its second reading. Mr. Bowen moved that Ordinance
t 471 be placed on its second reading, seconded by Mr. Tves and carried.
Mr. Anderson moved that Ordinance 471 be placed on'its third and final
reading for adoption, seconded by Mr. yinkler and carried.
Mr. Zepp reported on the number of building permits issued in the
month of February.
Mr. Ives, acting chairman of the Street Committee snake to council
in regard to the continuation of the widening of 5`'th street from Muth 144th
to South 147th streets. The street committee will contact the property owners
involved
Mr. Minkler speaking for the ?ater Committee discussed nlans with
council for a new water line on 144th street from 55th street to 53rd.
with a potenial cost of :!'7,000.00 A meeting will be held in the near
future to discuss all the details mr. Zepp stated that the water loss
for the City was upwards of 50 ,7
Mr. Todd questioned council as to the feasibility of a water system
for 59th Avenue. The L.T.D. method was discussed. Mr. Todd stated that he
could offer tc, furnish the material with the city to do the installation.
Mr. iinkler stated that if that was the case, an accounting would he kept
with credit given on assessment, when the time was right. T he developers ex-
tension plan was also suggested.
1r. Anderson reported for the Sanitation Committee. rr. Winkler
reported for the Police Department.
Mr. Bowen speaking for. the Fire department stated that agreements
between Tukwila, Kent and Mc Micken Heights Hire Departments :sere ready
for signing. this for assistance in fire protection. ?r. Bowen move that
council approve this agreement, seconded by Minkler and carried.
A new rescue unit truck for the Fire Department was discussed briefly by
council.

Mr. Bowen speaking for the Annexaton Committee stated that two
seperate request for annexation had been received. nne from Peoples National
Bank and one from the Standard Service Station. after discu with council'
Mr. Bowen moved that the proper nrocedures be followed, setting up the date
for public hearing for April), 1967 this motion seconded by Yr. Minkler
and carried.

Mr. Gardner reported for Metro. i'iss ?'elsen reported for th
building s and grounds committee.
Mr. Tves speaking- for the parks and beautification committee
stated that an estimate was given in regard to the resurfacing of the
tennis courts at the park. This to be done at a cost of ``'1600.00
Mr. Bowen moved that council approve this improvement seconded by
P-'inkler and carried. Mr. Tves publicall7 thanked 'fr. Todd for the
improveirnents being made on the property adjacent to the City Hall.
Mr. Minkler speaking for the Planning Commission stated that a
joint meeting of Planning Commission and Council will be held '_`arch 9tyh
"iscussion of an underground Ordinance will be on the agenda.
Mr. Bowen spoke to council in regard to the Comprehensive Iand
Use Plan. Pointing out the area on the map, showing, the changes as
approved by council. After brief discussion by council Air. E'owen moved
that council approve this plan, seconded by Mr. inkier and carried. ith
Miss Nelsen and :.r. Anderson registering a "no" vote. A complete legal
description of this change in the Comprehensive plan will become a part
acleert of the minutes.
Mr. Ives reported for the License Committee and the ?•chool (,omit tee.
Mr. Gardner reported for the flood control committee. A meetin^ will be
held on 'Tuesday March 7th in the City Pall to discuss the various Fngineer-
ing projects as proposed.
Ordinance ;i 473 in regard to the closing of L.7.f. g 1 was presented
to council at t is time. Mr. &nderson moved that ordinance 473 be placed
on its first reading, seconded by Mr. Bowen and carried. I•'r. Anderson moved
that Ordinace /1 473 be placed on its second reading, seconded by "r. Bowen
and carried. Fr. Anderson moved that ordinance `f 473 he Placed on its third
and final reading for adoption, seconded by Mr. Bowen and carried.
Ordinance 474 in regard to the closing of 11 12 was also
presented to council Yr. Anderson moved that 'ordinance 474 be placed
on its first reading seconded by "4r. Bowen and. carried. "r. Anderson
moved that Ordinance g 474 be placed on its second reading, seconded by
Mr. Tves and carried. 1r. Bowen moved that ordinance 1 474 be placed on
its third and final reading for adoption seconded by Fr. Gardner and
carried.
Mrs Flink spoke to council about a new road in her neighborhood,
that was rather dangerous. Tr. Zepp will check tis out.
There being no further business for discussion the
meeting was adjourned.

FOUR IMPROVEMENTS REQUIRED IN INDUSTRIAL AREA
1. 24 -inch Force Main on Andover Park West from Minkler
Boulevard to Strander Boulevard. When the Lagoon
goes out of operation, there will be no connection
from the Sewage Pump Station at the Southwest corner
of Minkler and Andover Park West to the Metro Trunk
Sewer on Strander. This cannot be constructed till
the street fill on the City Light property is placed
for at least one year.
$87,500.00
2. Reconstruction of the Sewage Lift Station at the North-
west corner of Strander Boulevard and Andover Park West.
The new Metro Trunk Sewer will be two feet higher than
the existing Lift Station. The submersible pumps are
inadequate and a new addition and new five foot lift
pumps will be required.
$100,000.00
3. Connection to the City of Seattle 60 -inch water main
at the Northwest corner of Southcenter and 300 feet
of 12 -inch C.I. pipe.
$11,400.00
4. Replacement of 1300 feet of 8 -inch pipe with 12 -inch
pipe on the West side of Southcenter.
