COMMITTEE QFTHE WHOLE CALL TQORDER/PLEDGE OFALLEGIANCE Council President Delostrinos Johnson called the Tukwila City Council meeting to order at 7:00 p.m. and led the audience inthe Pledge ofAllegiance. OFFICIALS Present at the meeting were Council President Delostrinos Johnson (on -site); Councilmembers De'Sean Quinn (on -site), Kota Kru||er(on'mha). Thomas McLeod (on -site), PWohamedAbdi (on -site), Tosh Sharp Councilmember Hougardy was not in attendance. LAND ACKNOWLEDGEMENT Mayor Ekberg stated "The City nfTukwila is located onthe ancestral lands ofthe CoostSa|iah people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS There were nnpublic comments. PUBLIC HEARING An ordinance amending various ordinances as codified in Tukwila Municipal Code (TMC) Chapter 21.04, "State Environmental Policy Act." 7:02p.nn. Council President Delostrinos Johnson opened the public hearing and called for a staff report. Nora Gierloff, Community Development Director, explained this item is part of the Department's effibrts to streamline and update permit processes. The proposed ordinance raises the size of projects (threshold) that require State Environmental Policy Aot(SEPA) review so more applications are exempt, given the City can document existing regulations in place to provide adequate environmental pro0action, nonourrenoy, traffic mihgadon, and design standards. While reducing the number of applications subject to SEPA would reduce permit revenue, it would result in a modest reduction in staff workload and provide process streamlining for applicants. 7:08 p.m. Council President Delostrinos Johnson called for public comments. An ordinance amending various ordinances as codified in Tukwila Municipal Code (TMC) Chapter31.O4' "State Environmental Po|ioyAct" . The Councilmembers offered comments on the proposed ordinance including notice reqUiremen;s, impacts, and the process for SEPA review. CONSENSUS EXISTED TOFORWARD THIS ITEM TOTHE NEXT REGULAR MEETING. b. Update and consensus on the January — June American Rescue Plan Act Proposal (ARPA). Tony CuUerton, Deputy Finance Director, reported on the ARPA'funded expenditures on the first half of 2023 that include: cyber security, a leadership initiative, permit processing improvements, street maintenance and traffic calming, recreation, and parks maintenance. Staff are proposing unallocated ARPAfunds beallocated toprojects fundedin2O23butnotin2024.suohasparksandstnyet maintenance and permit processing. The Councilmembers asked clarifying questions regarding budget priorities, allocations, and staffing. CONSENSUS EXISTED TO PROCEED WITH ALLOCATING 2024 ARPA FUNDS AS PROPOSED. REPORTS a. Mayor Mayor Ekberg had noreport. b. City Council Councilmember Quinn shared today is his 19th anniversary of being a Councilmember. Councilmember Kruller recently worked with the Chairs of National League of Cities' Federal Advocacy Committees on several key issues including supporting |oce|workforcos. increasing housing supply and affordability, and infrastructure. They met with several key individuals on topics such as averting the government shutdown, reauthorization for the Federal Aviation Administration, the Railway Safety Act, the Disaster Relief Fund through FE[WA (Federal Emergency Management Agency), and pollutants. She reported the Finance and Governance Committee received an update on the Financial Sustainability Plan that will be brought forward to the full Council, and urged the Council to help encourage residents to apply for the Financial Sustainabi|ity Committee. Counci|membarMnLeod reported that following conversations with Smile Dental Clinic on how they can be more involved with the community, they recently delivered oral hygiene kits to Pastor Jan Bolerjack with Riverton Park United Methodist Church. Councilmember Abdi referenced an email from the Low -Income Housing Institute (LIHI) regarding the asy|ee and homeless encampment at Riverton Park United Methodist Church which now has over 2OO individuals and noted there iaonurgent need toassist the church. Councilmember Kruller thanked the Tukwila Police for their efforts in supporting the ongoingneeds for asylees and homeless at Riverton Park United Methodist Church with blankets, coats, t+ls and more. I In response to a question from Cnunci|memberAbdi. David C|ine, City Administrator, shared the City is currently coordinating with other agencies to assist the church on their current needs.
