Prior to Demolition Permit approval, the following conditions of Design Review and Building Permit approval must be met: a. A certified arborist shall determine the value of the three Leyland cypress trees to be retained on -site. Please also forward this information to Lynn Miranda at Lynn.miranda@Tukwilawa.gov b. A financial assurance must be posted based on 50% of the value of the retained trees to ensure tree replacement should the retained trees be damaged or die as a result of construction impacts. The financial assurance shall be retained for three years. This may be collected and included as part of the Public Works right of way maintenance bond. 2. Prior to any demolition activity taking place, an inspection must be scheduled with Andrea Cummins, Tukwila's Urban Environmentalist to ensure that trees being retainedon site are adequately protected by a 6 foot tall chainlink fence completely encircling the tree(s) at the critical root zone boundary, and that the value of each trees is posted. BOLD TEXT: Correction Comment REGULAR TEXT: Response Planning Department CORR€CYION LTR# 1) Prior to Demolition Permit approval, the following conditions of Design Review and Building Permit approval must be met: a. RESPONSE: See sheet L1.01 and attached arborist report which determines the value of the existing trees to be retained. Also see sheet L1.01 for an added note regarding the financial assurance. 2) Prior to any demolition activity taking place, an inspection must be scheduled with Andrea Cummins, Tukwila's Urban Environmentalist to ensure that trees being retained on site are adequately protected by a 6-foot-tall chain -link fence completely encircling the tree(s) at the critical root zone boundary, and that the value of each trees is posted. See requirements in TMC 18.54.080. Rob Fazio of Fazio & Associates requested these services as part of the permitting process for developing the lot. w FRV,TETR Observatiunm& Discussion The three Leyland cypress trees are tagged with aluminum tree tags 322, 323,and 324.They are growing as a grove with shared canopies. All three trees appeared to have good health and vigor at the time of our assessment. The trees are growing in a planting strip between two paved areas, one area belonging to the property in question, and another to the property adjacent to the south. b Tree Appraisal Based on my observations on the site and using the Trunk Formula Method as described in the Guide for Plant Appraisal 9th edition, I calculated the appraisal value of tree 322 to be $3,160. The value for tree 323 is $4,740. The value for tree 324 is $2,720. Methods I evaluated tree health and structure utilizing visual tree assessment (VTA) methods. The basis behind VTA|sthe identification mfsymptoms, which the tree produces inreaction tuaweak spot orarea mf mechanical stress. Atree reacts tomechanical and physiological stresses bVgrowing more vigorously to re -enforce weak areas, while depriving less stressed parts (Mattheck & Breloer 1994). An understanding of the uniform stress allows me to make informed judgments about the condition of a tree. I made a diameter measurement of the trees at the diameter of standard height (DSH), typically located at54inches above grade. This measurement was 1g.3inches for Tree 322.For Tree 323,itwas 23.S inches. For Tree 334,itwas 17.Winches. 2940 Westlake Ave N#200 ' Seattle, WA98109 ' Phone206.528'467O vxxvvv.treeso|utiono.net Arborist Memo: Appraisal andCypmess Trees at112 AndoverPa Feburary 8, 2019 pg. 2of6 Valuation I performed calculations using the Trunk Formula Method described in the Guide for Plant Appraisal, 9th Edition ("Guide, 9th Ed") published by the International Society of Arboriculture (ISA) in cooperation with the Council of Tree and Landscape Appraisers (CTLA). The Trunk Formula Method is used to appraise the monetary value of trees considered too large to be replaced with nursery or field grown stock. Determination of the value of a tree is based on the cost of the largest commonly available tree and its cost ofinstallation, plus the increase in value due tothe larger size of the tree being appraised. These values are adjusted according to the species of the tree and its physical condition and landscape location (an average of site, contribution, and placement). Trees that remain with only a portion of the canopy being removed were adjusted for canopy loss. The Trunk Formula Method calculation uses the following equations: Appraised Value = [Basic Tree Cost] x [ Species %] x [Condition %] x [ Location %]. Basic Tree Cost = Trunk Area Increase of the appraised tree x Unit Tree Cost + Installed Tree Cost. Location = Site 96+Contribution 3S+Placement 9W/ 3. Adjusted Value = Appraised Value x % Canopy Loss Basic Tree Costs My Basic Tree Cost reflects a 3-inch caliper ball and burlap replacement tree and the cost of installation (3.7Sxwholesale cost, established 6vthe PNVV-|SA Species Rating Cmmnrnd1ea).|nWestern Washington, the PodficNorthwest Chapter ofthe International Society wfArboriculture sets this basic cost at $380 for coniferous. Species Rating My appraisal uses Tree Appraisal Factors identified in the latest edition of the Species Ratings for Landscape Appraisal released in November 2007 by the International Society of Arboriculture Pacific Northwest Chapter. This publication lists the species rating for Leyland cypress as40 percent. Condition Factor | assessed the trees' condition rating onanindividual tree basis. Each tree received arating based onthe method described in the "Guide to Judging Plant Condition" section of the CTLA Guide for Plant Appraisal, 91hEdition. The rating values are determined 6xusing ascoring system that looks atthe health of tree foliage and small branches/twigs, as well as the health and structure of scaffold branches, trunk, and roots. Based on my observations and knowledge of the species, each of these three trees received acondition rating of90.625 percent. 294UWestlake Ave N#JOO - Seattle, WA 98109 ' Phone2D6.528/467O vvvvvx.treeso|utions.net Arborb1Memo: Appraisal oceyland Cypress Trees at112Andover Pa Figure 1.Condition Ratings Roots '` ^31w41,/ m . Trunk Branch Twig Foliage It Condition ratings are as (4)noapparent issues, (J)rminuor issues, (2) major issues, blaotmnne issues.
