This permit shall become null and void if the work is not commenced within 180 days for the date of issuance, or if
the work is suspended or abandoned for a period of 180 days from the last inspection.
PERMIT CONDITIONS:
1: ***BUILDING PERMIT CONDITIONS***
2: Work shall be installed in accordance with the approved construction documents, and any changes made
during construction that are not in accordance with the approved construction documents shall be
resubmitted for approval.
3: All permits, inspection record card and approved construction documents shall be kept at the site of work
and shall be open to inspection by the Building Inspector until final inspection approval is granted.
4: All construction shall be done in conformance with the Washington State Building Code and the
Washington State Energy Code.
5: All wood to remain in placed concrete shall be treated wood.
6: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap
the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks,
wells, and other excavations. Final inspection approval will be determined by the building inspector based
on satisfactory completion of this requirement.
7: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila
Permit Center,
8: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an
approval of, any violation of any of the provisions of the building code or of any other ordinances of the City
of Tukwila. Permits presuming to give authority to violate or cancel the provisions of the code or other
ordinances of the City of Tukwila shall not be valid. The issuance of a permit based on construction
documents and other data shall not prevent the Building Official from requiring the correction of errors in
the construction documents and other data.

INTRODUCTION
At your request, a structural inspection of the above property, focusing on the wall framing, was
performed on September 23, 2019. The report that follows has been prepared based on that
inspection. This inspection was performed by and report written by Ariel Felipe Irizarry.
PURPOSE AND STANDARDS
The purpose of this inspection and report is to evaluate the condition of several exterior walls in
and to give recommendations.
This inspection report is based on observational evidence available during a diligent inspection
of all reasonably accessible areas. No materials were removed for laboratory analysis or site
testing of any kind performed. Thus, the reported root cause, conclusions and recommendations
are the professional opinion and best estimate of the Professional Engineer. This report should
not to be considered a guarantee of condition and no warranty is implied. The Professional
Engineer will not be responsible for conditions that could not be seen or were not within the
scope of the inspection.
The scope of this inspection does not include a comprehensive evaluation for code compliance,
governmental regulation compliance, fire safety or hazardous materials in or around this
building. It does not include an inspection of heating, cooling, plumbing and electrical systems
or repair designs.
Terms used in this report to describe the condition of observable components and systems are
listed and defined below. It should be noted that a term applied to an overall system does not
preclude that a part or a section of the system or component may be in different condition:
Average - Component or system is similar to what is typical for construction in the
geographic area in which the inspection occurs. The comparison is made to
buildings of similar age and construction type.
Excellent - Component or system is in "as new" condition, requiring no rehabilitation, and
should perfoi►n as expected.
Good - Component or system is sound and performing its function, although it may show
signs of normal wear and tear. Some normal maintenance work may be required.
Fair - Component or system falls into one or more of the following categories:
1. Evidence of previous repairs not in compliance with commonly accepted
standards.
2. Workmanship not in compliance with commonly accepted standards.
3. Component or system is obsolete.
4. Component or system approaching end of expected performance. Repair or
replacement is required to prevent further deterioration or to prolong expected
life.

DESCRIPTION
This is a 36-year-old two level apartment building with board and batten wood siding on the
exterior walls and a built-up roof.
The weather was light rain in the low 60s °F.
For purposes of this report, all directions (left, right, rear, etc.) are taken from the viewpoint of an
observer standing in front of the building and facing it.

STRUCTURE
The main structural system of this building consists of a concrete slab as a foundation with
conventional stud and plywood framed exterior walls and a roof which is mostly framed with a
ridge beam and rafters but has prefab trusses over sections of it.
Where visible, the concrete slab is generally in good condition. There were no noticeable cracks,
water stains or excessive sloping of the floors.
Where visible the roof beams, trusses and framing in general were in good condition. We saw no
visible evidence of any significant rot present and the attic felt dry. However, this is not a
guaranty that the house is rot free in any of the inaccessible areas.

Where visible, the wall framing is in poor condition. There is evidence of deterioration due to
excessive moisture at rim joists, top plates, bottom plates and wall studs.

We recommend replacing studs, top plates, bottom plates and rim joists that have missing
sections bigger than 25% of the cross-section area. Temporary supports can be added from
the interior with 2X4 @ 24" O.C. and a single top and bottom plate as close as possible to
the wall being worked on.
The roof drainage system which intention is to divert the roof water away from the walls may not
be working as intended. In addition, the flashing and house wrap seems to have been improperly
installed or missing in some areas. We recommend verifying where water is getting into the
walls and waterproofing these sections. All roof water should be drained at least 10 feet
away from the building.
The interiors of the building, where in good condition. There were no visible cracks, sloped
floors, bulging or water stained walls, or any other symptoms of structural distress or instability.
If at any point symptoms of structural distress do arise, immediately add a temporary
support wall as directed above and contact a structural engineer for further
recommendations.

CONCLUSION
The framing of the exterior walls needs to be examined and replaced wherever excessive
moisture deterioration is found. Temporary interior walls can be added while work is being done
or in areas of high concern before work can begin. The drip edge needs to be corrected or
replaced wherever its not properly diverting water away from the walls. There are no symptoms
of structural instability or major safety concerns. Thus, the work can be done in one section of
wall at a time and handled as time and finances permit within the next 5 years.
