HomeMy WebLinkAbout1967-07-03 Regular MinutesJuly 3, 1967 The regular meeting of the Tukwila City Council was called to order by the Mayor, John B. Strander at 8:00 p.m. Councilmen present were: A. G. Radford, E. W. Ives, Dwight R. Gardner, Robert B. Anderson and Richard A. Bowen. The minutes of the June 19th meeting were approved as read. Mr. Radford moved that the bills approved by the finance committee be allowed with warrants drawn for their respective amounts. Seconded by Mr. Ives and carried. The meeting was opened to a public hearing in regard to placing a zoning on property recently annexed to the City. (Wilkins) Councilman Radford reported the Planning PP q Commission had approved the request to place a zoning of M -1 on the property in question. As there were no objections voiced, Mr. Anderson moved that the petitioners plea be granted and the attorney be notified to draft an ordinance to this effect, se- conded by Mr. Bowen and carried. A public hearing in regard to zoning on property at 15130 65th Avenue South was opened by Mayor Strander. Councilman Radford reported that the Planning Commission has approved the rezone request from R -1 to RMH. As there were no objections voiced, Mr. Anderson moved that the petitioners plea be granted and the attorney be notified to draft an ordinance to this effect, seconded by Mr. Ives and carried. The meeting was opeded to a public hearing in regard to zoning on the Mitchell property. Mayor Strander read a letter from Mrs. Darlene West of 5212 South 164th requesting that the City Council see the petite tions turned over to the Tukwila Planning Commission at their April and May 1967 meetings. One half of these petitions were against the rezone request and one half against any change in Land Use for the entire hill. Mrs. West voiced objection to the rezone request. She also reported the Planning Commission had denied the petition. Mr. Carl Holl spoke against the petition requesting rezoning. Mr. Glen Livingstron spoke against the petition. Jean Mabrey of 16250 52nd Avenue South also voiced ob- jection. Councilman Ives stated he and Mr. Radford hai looked over the property in question and since it is quite heavily covered with timber, they would like to postpone the final decision until the property has been cleared and they could have a better look at the actual terrain. Mayor Strander also read a letter from Mrs. Darlene West and Mrs. Hans B. West concerning the continuation of South 164th concerning the con- tinuation of South 164th, wherein they stated they ha44 received a letter from the Planning Commission dated May 1, 1963 stating the Planning Com- mission had no plans to continue South 164th. Mr. Radford moved the public hearing on this matter be postponed to August 7, 1967 at 8:00 p.m. seconded by Mr. Ives and carried. The clerk was instructed to re- adver- tise the public hearing and re -post the area. Mayor Strander declared the public hearing closed. Mr. Frank Zepp reported six building permits had been issued for the month of June with a value of $1,818,700 and fees collected of $2,139. During the six month period of January thru June 1967 building permits were issued with a value of $13,495,438.70 and fees collected of $17,895.00. Mr. Ives reported the new water main on 144th h4ji greatly increased the water pressure on the hill. Mr. Bowen announced the bid opening to be held July 17th on the res- cue truck for the fire department. Mr. Bowen announced the public hearing on July 17 in regard to the annexation to the City of Tukwila of the area at 52nd South South 151st. July 3, 1967 (Con't) Mr. George Akers presented to the council a petition for annexation to the City of Tukwila a section of land consisting of 9.88 acres of land. Since there had been a change it the petition after he had de- livered it to the city clerk, he asked the council to give permission for a public hearing and stated that he would amend the petition and deliver the correct legal description to the city clerk. Mr. Bowen asked City Attorney Mr. Hodge for a legal ruling on this matter. Mr. Hodge ruled a public hearing could be set. Mr. Bowen moved the city accept this petition in its intent and call for a Public Hearing on August 7th, the County Commissioners to be asked for a waiver, providing all papers are in order and delivered to the City Clerk by July 19 1967. Motion seconded by Mr. Anderson and carried. Mayor Strander read a letter from Mr. Wing of Puget Western con- cerning a call for bids for the Metro trunk line. The placement of this line is contrary to his intrepretation of the 1966 committment by Metro. Mr. Gibbs of Metro spoke of the sewer trunk line to be constructed and explained the Metro position. He stated the placement of the trunk line was according to Metro's intentions from the beginning and that if the City or Puget Western had received a different impression it was due to a misunderstanding, as it is not financially feasible to extend the trunk line south of Strander Blvd. until there are sufficient customers or a guarantee thereof. He further stated that sewage now being pumped to the lagoon can be pumped or gravity fed to the main trunk line now proposed and all present customers can be served. Mr. Greathouse spoke stating the lagoon had been the delivery point of sewage and all of Andover had been developed to drain to the lagoon and now the planned trunk line would not be constructed in that area. Mr. Gibbs replied that the area in question could be serviced with the proposed trunk line equally well as with the lagoon; the main differ- ence being in the size of pump required and when sufficient customers or guarantee thereof are in the area in question and the area is of suf- ficient size, Metro will build more trunk lines to serve. He further stated that an agreement could be made wherein the trunk line could be built by the City and later bought by Metro at construction cost. Mayor Strander requested Mr. Greathouse take a report of the dis- cussion back to Mr. Wing. Mr. Gibbs requested a street use permit from the city for the con- struction of the trunk line pointing out that time was of the essence be- cause the river crossing had to be made before the Fisheries Department deadline. Mr. Fujuki of Hill Ingman reported he had reviewed the construction plans and they would not interfere with city sewer lines. Mr. Anderson moved the city grant the street use permit. Motion was not recognized by the chair as discussion was in progress. Mr. Bowen asked if a Federal Grant has been given to Metro for the Tukwila project and Mr. Gibbs replied not at the present time, but costs may be reimbursable to Metro to some extent at a latter date. Mr. Hodge reported he had reviewed the request from Metro for a street use permit and presented to the council a letter dated July 3, 1967 setting forth certain conditions he felt should be attached to the permit. Mr. Gibbs stated the conditions were agreeable. Mr. Fujuki reported he had discussed street restoration provisions with Metro engineers and found them to be adequate. The question of street failure due to Metro construction over and above the 1 year time was 201 July 3, 1967 (Con't) discussed. Mr. Gibbs had no objection to a two year guarantee period to repair damages to streets resulting from construction pf Metro and Val Vue lines. Mr. Hodge was instructed to add this condition to the permit. Mr. Anderson moved the street use permit be granted with the sti- pulations stated in Mr. Hodge's June 3rd letter and a two year guarantee of street restoration of all damages which are a result of the construc- tion. Motion seconded by Mr. Ives and carried. Mr. Hodge was instructed to draft street use permit reflecting the discussion. Mr. Zepp reported on the Valley Regional Planning Commission and their need for assistance and greater participation of the members in order to function and grow as a more effective vehicle to take care of Regional planning. Mayor Strander read a resolution of intent received from the Re- gional Planning Commission. Mr. Bowen was appointed to make a study of Valley Regional Planning Commission needs and report back to the council. Mr. Bowen moved a letter be written to Mr. B. Samis, President of the Valley Regional Planning Commission stating our intention of adopting the resolution of intent. Motion seconded by Mr. Gardner and passed. Mr. Ives reported the 20 trees which were planted along Interurban Avenue in 1958 and are now beautiful trees should be moved if the highway is to be widened. He asked for suggestions for a new site and for plans to be made for their removal during the proper season. Mayor Strander announced July 29th will be Tukwila Day, commemorating the 59th Anniversary of Incorporation of Tukwila. Ordinance #488 adopting a portion of a comprehensive drainage plan for an area within the City of Tukwila was introduced. Mr. Ives moved Ordinance #488 be placed on its first reading, seconded by Mr. Bowen and carried. Mr. Bowen moved Ordinance #488 be placed on its second reading by title only, seconded by Mr. Ives and carried. Mr. Anderson moved Ordinance #488 be placed on its third and final reading for adop- tion by title only, seconded by Mr. Bowen and carried. Ordinance #489 Rezoning Certain Property within the City of Tukwila from R -1 to R -4 and RMH (Ifidberg) was introduced. Mr. Ives moved Ordi- nance #489 be placed on its first reading, seconded by Mr. Gardner and carried. Mr. Anderson mover Ordinance #489 be placed on its second reading by title only, seconded by Mr. Ives and carried. Mr. Bowen 1` moved Ordinance #489 be placed on its third and final reading for adop- tion by title only, seconded by Mr. Gardner and carried. Mr. Gardner read a letter from the Tukwila industrial Council asking for a two week delay for further study of the latest drainage plan re- vised June 19th. Mr. Strander reported he had spoken to Mr. Wanarnaker of the County Flood Control and there is danger in delaying adoption of a plan for too long as financing may be in jeopardy. The Federal Govern- ment Agency is becoming impatient. Mr. Fujuki reported the piece meal acceptance are becoming a problem and a whole plan is necessary. Mr. Gardner moved a dead line be set two weeks from tonight for final submission of a plan. Motion sedonded by Mr. Bowen and carried. Mr. Keller thanked Mr. Zepp for getting information for cost of labor and materials for installation of a meter to supply the proposed large water line connection on the Bow Lake line.
