COMMITTEE OFTHE WHOLE CALL TOOR0ER8PLEDGEOFALLEGIANCE Council President Delostrinos Johnson called the Tukwila City Council meeting to order at 7:00 p.m. and led the audience inthe Pledge ofAllegiance. LAND ACKNOWLEDGEMENT Councj|member Quinn stated "The City of Tukwila is located on the ancestral lands of the Coast Sa|ish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past present and emerging." He acknowledged UotoberBth is Indigenous People's Day and November isNative American Heritage Month. PUBLIC COMMENTS 1, Greg Sherlock referenced his ongoing noise complaint regarding Sabey Data Center and stated he is filing another complaint. He provided a summary of key communications over the past few months and indicated he remains available to discuss a resolution. 2. Joe Ouffie nzhananoad the discussion at the Dchober2. 2023 Regular Meeting regarding the any|ee/nefugee homeless situation at Riverton Park United Methodist Church and highlighted potential temporary shelters in the City. He spoke on the importance of continuing to serve Tukwi|a'a residents and youth, and urged the community tovote. PRESENTATION Annual State of the Court Address. Judge Kimberly Walden provided the 2022'2O23State ofthe Court overview ofcaseloads, Court operations, Court support services, and outreach. The Councilmembers asked clarifying questions and commended Judge Walden and her staff for their work with the community. SPECIAL ISSUES a. An Interagency Agreement with the Washington State Department of Enterprise Services. David Rosen. Parks and Recreation Fiscal Analyst, explained the City is seeking approval toenter into an Interagency Agreement with the Washington State Department of Enterprise Services to utilize the Department's Energy Savings Performance Contracting (ESPC) process for the Tukwila Community Center's HVACreplacement project. TheESPCprocoasisuaedbyagenciestopnucureandimp|oment Energy Efficient Measures in public facilities. The Counci|nlembersasked clarifying questions regarding next steps for the Tukwila Community Center's HVACreplacement project. CONSENSUS EXISTED TQFORWARD THIS ITEM TUTHE NEXT REGULAR MEETING CONSENT AGENDA. b. Discussion on Financial Sustainability Committee. Laurel Humphrey. Legislative Analyst, explained the Financial 3ustainati|hy Committee is tasked with providing advice to the Mayor and City Council regarding the future of services, taxes, and fees. Applications were accepted through October 6, 2023. She recommended the Council consider continuing to accept business applications through October 13, 2023 and making additional appointments at the next Regular meeting. Councilmember Hougardy noted her term as a Councilmember will be ending this December and expressed her interest in being appointed hothe Financial Sustainabi|ity Committee aao resident, She noted there is precedent per the appointment of Verna Seal to the Future of Fire/Emergency Medical Services Community Advisory Committee towards the end ofher term. The Councilmembers asked clarifying questions and offered comments regarding the application process, hme|ine, and composition ofthe Committee, Consensus existed tocontinue accepting business applications through October 13.2U23. Mayor Mayor Ekberg thanked the Council for their patience regarding the Proclamation of Emergency in response toeay|ea seekers at Riverton Park United Methodist Church. As part ofhis due diligence, he reached out to several local Mayors and Governor Inslee to notify them a Proclamation of Emergency would be forthcoming. Since the declaration of the shahs of emergency, there has been press coverage and additional resources. Tukwila City Council Committee nfthe Whole Minutes b. City Council Councilmember Hougardy thanked the Mayor for keeping the Council informed regarding the Proclamation of Emergency. She participated in an Equity and Social Justice Commission meeting and shared the retreat scheduled to occur this weekend has been cancelled and will likely occur in 2024. Cound|memberC>uinn noted the asylee seeker situation at Riverton Park United Methodist Church requires a collective response from multiple agencies and avenues. He thanked the Council for excusing his absence from the October 2, 2023 Regular Meeting. He reported the Finance and Governance Committee reviewed two ordinances updating term end dates for Boards and Commissions and received the 2023 2nd Quarter Financial Report update, and the July General Fund expenditure update. Councilmember Kruller thanked Councilmembers Hougardy and Quinn for covering tonight's Finance and Governance Committee meeting in her absence. She expressed her support of the Proclamation of Emergency and thanked the Mayor for keeping the Council informed. Declaring the state of emergency has allowed necessary conversations totake place mtthe county and state |eve|n, and the focus is on procuring funding and resources that must come from the State and Federal governments. She was invited by Deanna Dawson, Association of Washington Cities Executive Director, to the Ruckelshaus Circle Luncheon that featured Valerie Jarrett, CEO of The Barack Obama Foundation, who spoke about her life journey. 8:55pm.Counci|memberQuinn exited the Council Chambers. 8:58 p.m. Councilmember Quinn returned to the Council Chambers. 8:5Sp.m.Counci|memberAbdiexited the Council Chambers. 0:01 p.mCounni|memberAbdireturned hothe Council Chambers. Councilmember McLeod thanked Mayor Ekberg for declaring a state of emergency that was needed by the community. He acknowledged international events taking place and highlighted our ability to celebrate diversity in peace. Council President Delostrinos Johnson indicated the Council received several emails following the October 2, 2023 Regular Meeting regarding the asylees at Riverton Park United Methodist Church. She shared she has responded to most of those emails and invited the Council to let her know of any David Cline, City Administrator, shared the Equity Policy Implementation Committee (EP|C)recently received the Community Equity and Inclusion Award from ICMA (International City/County Management Association). He accepted the award on behalf of Ep|C, along with Rachel Bianchi. former Deputy City Administrator. He thanked the Council for their leadership in adopting the City's Equity Policy through Resolution No. 1921. MISCELLANEOUS Following arequest from Councilmember Abdi for updates regarding the asylees at Riverton Park United Methodist Church, EhcDrever. Police Chief, shared the City has been working with the Church for several months and is in the process of contracting with Innovative Impact (Q) Strategies on a homelessness management response. The Proclamation of Emergency allows the City to respond more speedily and effectively and seek additional resources.
