BUILDING PERMITS REQUIRED
• R105.1 Required. Any owner or owner's authorized agent who intends to
construct, enlargealter, repair, move, demolish or change the occupancy of a
building or structure, or to erect, install, enlarge, alter, repair, remove,
convert or replace any electrical, gas, mechanical or plumbing system, the
installation of which is regulated by this code, or to cause any such work to be
performed, shall first make application to the building official and obtain the
required permit.
• R109.1 Types of inspections. For on-site construction, from time to time the
building official, upon notification from the permit holder or his agent, shall
make or cause to be made any necessary inspections and shall either approve
that portion of the construction as completed or shall notify the permit holder
or his or her agent wherein the same fails to comply with this code.
• R109.3 Inspection requests. It shall be the duty of the permit holder or their
agent to notify the building official that such work is ready for inspection. It
shall be the duty of the person requesting any inspections required by this
code to provide access to and means for inspection of such work.
• R109.4 Approval required. Work shall not be done beyond the point
indicated in each successive inspection without first obtaining the approval of
the building official. The building official, upon notification, shall make the
requested inspections and shall either indicate the portion of the construction
that is satisfactory as completed, or shall notify the permit holder or an agent

of the permit holder wherein the same fails to comply with this code. Any
portions that do not comply shall be corrected and such portion shall not be
covered or concealed until authorized by the building official.
Observed Conditions: On July 13, 2023, I observed multiple new items installed / constructed /
attached on to the subject property's house which includes but limited to:
Research:
• single overheard garage door
• exterior door located south of the garage door
• electrical meter box with new conduit and weather head
• vent stack (Le., gas hot water tank or gas furnace)
• vent pipe (Le., kitchen sink)
• window next to the exterior door
• wood deck constructed with stairs in front of the exterior door all
constructed over the basement door
• porch light next to the exterior door
• free standing light constructed for the driveway
Reviewing the City's permitting system, I discovered seven permits for
development, electrical, mechanical, and plumbing and gas were previously
issued. However, three of them were expired prior to final City approval. Below
is a summary of those permits and the scope of work:

We will be replacing (2) windows in a like for like sizing manner, no structural modifications. Windows will be
installed as a block frame application. Windows to be installed plumb, level and square. Unit to be caulked to

Corrective Action:
1. Obtain a Single -Family Residential Remodel and Addition Permit
(Exhibit B) from the City ofTukwila. To apply for said Permit, new plans must
be submitted due to the remodel of the interior / exterior of the house which
6onot match approved plans D22'0024.Plans must include, but not limited
to the foliowing:
a. Structural engineer reports and plans which include but not Iimited to
all foundations, all exterior walis and rafters' structural members;
Iocations where exterior and/or interior walis have been removed or
proposed to be removed, Iocations where exterior windows / doors
have been removed or locations where new windows / doors have
been installed, decks, roofs.
b. Architectural plans which show the existing floor plan and the
proposed floor plan which include but are not Iimited to the new roof,
electrical, plumbing, mechanical, and windows.
2. Obtain additional permits, required by the TMC, related to the remodel /
addition, including Electrical, Plumbing & Gas, and Mechanical. For more
information, please contact the Department of Community Development at
206-431-3670 and ask to speak with a Building Plans Examiner regarding
additional permit requirements for the house.
3. Pay all applicable permit fees. Construction started before the Building Permit
was approved and issued, therefore an additional fee will be due before the
building permit is issued. Other additional fees will be required for Electrical,
Plumbing and Gas, Mechanical, and any other required permit(s).
Compliance Date: Compliance date to submit complete permit application(s), plans, cakulations,
reports, and any other required documents: October 2, 2023

Appeal Instructions
TMC 8.45.110 Appeal to Hearing Examiner
A. The person(s) / business responsible named on this Notice of Violation and Order issued
by the Code Enforcement Officer, pursuant to TMC Section 8.45.070, may appeal the Notice
by requesting such appeal within 10 calendar days after being served with the Notice
pursuant to TMC Section 8.45.070.
File the Appeal with the Tukwila City Clerk a written notice of appeal along with payment of
the $340 appeal fee, containing the following:
1.The Code Enforcement case file number.
2.A brief statement setting forth the names, mailing address(es), and legal interest of each of the
persons appealing this notice and order.
3.A brief statement of the specific order or action protested, together with any supporting facts.
4. A brief statement of the relief sought, and the reasons why it is claimed that the notice and order
should be reversed, modified, or otherwise set aside.
TMC 8.45.120 Penalties
A. VIOLATIONS OF THE TUKWILA MUNICIPAL CODE:

a. A Notice of Violation and Order shall carry with it a cumulative monetary penalty of $250.00 per day
for each violation from the compliance date until compliance with the Notice of Violation and Order is
achieved.
