HomeMy WebLinkAbout1967-11-20 Regular MinutesNovember 20, 1967 The regular meeting of the Tukwila City Council was called to order by the Mayor, John B. Strander at 8 :00 P.M. Councilmen present were Stanley Minkler, A. G. Radford, E. W. Ives, Richard Bowen, Dwight Gardner, Helen Nelsen and Robert Anderson. Also present were Councilmen -Elect Larry Popejoy and Tom Forsythe. The minutes of the previous meeting were read and approved. 231 Mr. Minkler moved that all the bills approved by the finance committee be allowed, with warrants drawn for their respective amounts, Seconded by Mr. Bowen and passed. Mayor Strander opened the public hearing for the street vacation of a portion of County Road No. 622. Mr Zepp pointed out the area on the map and Attorney A. I Wesley Hodge read a letter regarding the City's jurisdiction in this matter. Since there were no protests, Mr. Radford made a motion the council approve the street vacation and that the attorney be instructed to draft an ordinance to this effect. Motion seconded by Mr. Anderson and passed. The public hearing was closed. Mayor Strander opened the public hearing on Street vacation of South 152nd from 53rd Avenue South to 51st Avenue South. Councilman Bowen questioned Mr. Edwards as to the posibility of road building in the area. Mr. Harrison stated this was not a practical street grade. After discussion with no objections raised, Mr. Radford made a motion the street vacation be granted and the attorney be instructed to draft an ordinance to this effect. Motion seconded by Mr. Ives and passed. The public hearing was closed. Mayor Strander opened the Public Hearing on the request for an addition to the Comprehensive Land Use Map and rezone from R -1 to RMH property in the vicinity of 51st Avenue South and the Three Tree Point Road. A letter was read stating the planning Commission approved the rezone request. Mr. Earl Edwards, a landowner in the area, spoke in favor of the rezone. R M H zoning is to be used as a buffer zone. The area is served by the Metro trunk line. Councilman Bowen questioned the width of the road. It was reported there is a 60 foot right-of-way on 52nd South. There are water mains and fire hydrants which are served by Water District #35. There was no opposition to the petition. Mr. Anderson made a motion the petitioner's plea be granted and the attorney be notified to draft an ordinance to this effect. Motion seconded by Mr. Ives and passed. The public hearing was closed. Mr. Minkler made a motion that a call for bids for the purchase of two police cars be advertised with the bid opening set for December 18, 1967. Motion seconded by Mr. Bowen and passed. Mr. Minkler read a letter from the Planning Commission recommending the rezone of the R. N. Wingate property from R -3 to R -4, subject to the following stipulations: 1. Development of South 153rd Street and 62nd Avenue South to meet city standards 2. Screening, such as a 6 foot fence to be constructed along with appropriate landscaping abutting residential property. Councilman Minkler made a motion a public hearing be set for December 18, 1967. Motion seconded by Mr. Radford and passed. The following plans were presented to the Council for architectural approval: Texaco Service Station, Lang Distributing, and Sammamish Warehouse 121 121A. Mr. Harrison explained the technical aspects of the plans to the council's satisfaction and reported it was the Planning Commission's recommendation that these plans be approved. Mr. Minkler made a motion that the plans be accepted by the Council subject to the approval of the appropriate City officials. Motion seconded by Mr. Ives and passed. The matter of connection to the sewer system of the Howard Hawley property was discussed. Mr. Anderson made a motion the attorney be instructed to write a letter to Mr. Hawley giving him 15 days to comply with the hook up. Motion seconded by Mr. Ives and passed. The Cooper annexation was discussed. 1: iot the City 2 Mr. Anderson made a motion the petition for annexation be accepted solely on the grounds that King County has improperly stopped the developOment of the property with a public hearing set for December 18, 1967. Motion seconded by Mr. Radford and passed. The matter of the zoning in the Lee Phillips area was discussed. Mr. Hodge suggested a possible relocating of the R -4 or R -1 boundaries in accordance with Paragraph 2.4.70 of Tukwila Ordinance #251. Mr. Harrison suggested a joint executive session of the City Council and the Planning Commission sometime in January to determine the course of action which would be in the best interests of the City of Tukwila. The McGuire annexation was discussed. Mr. Bowen made a motion the council accept the annexation petition in its intent with the Public Hearing set for December 18, 1967. Motion seconded by Mr. Anderson and passed. Mr. Forsythe announced a meeting with W. M. Foster of the State Highway Department on December 5, 1967 at 2:00 P. M. and invited all members to be present. This meeting will be informational only. Mr. Traynor asked what the hydrant fees were based on and if the fire hydrants in the newly developed areas were being charged the same as those the City already owned. Mr. Minkler replied that they were being charged in the new budget for 1968 because we felt by that time the hydrants would have been turned over to the city. The Lyons Club asked for a permit to sell fire works. Mr. Ives asked the Fire Department and Police Department for a recommendation and a report back to him.
