HomeMy WebLinkAbout1967-11-27 Special MinutesA special meeting of the Tukwila City Council was called to order by the Mayor John B. Strander at 8:00 P.M. Councilmen present were: Stanley Minkler, A. G. Radford, E. W. Ives, Richard Bowen, Dwight Gardner, Helen Nelsen and Robert Anderson. Also present were Councilmen —Elect Tom Forsythe, Larry D. Popejoy and L. E. Crostick. Mayor Strander called the Public Hearing to order. The Hearing was for formation of an L. I. D. for improvement of streets and a bridge. 1. Southcenter Parkway South 180th Street improvement. 2. South 178th Street 3. Storm sewer installation. Mr. Hodge spoke in regard as to what would be included in the L. I. D. Mr. Hill, City Engineer, pointed out the area on the map and further explained the L. I. D. He reported that 2 of the proposed bridge was in the Renton City Limits and therefore, Renton would be liable for a share of the cost. James Bergman, Attorney, representing Union Pacific Railroad presented a protest to the Council regarding the storm sewer portion of the L. I. D., stating the assessment will far exceed any benefit they might derive from the property. Mr. Hill, City Engineer reported the assessment was only on the Southcenter Parkway side of the property. The East half is not included. Mr. Bergman requested a breakdown. 2. Mr. Dale Riveland of 20028 18th Avenue N. W. Attorney for Herman Schoenbachler, presented a written protest to Unit 2 improvements as declared in the City of Tukwila Resolution #193. A copy of the protest is on file in the clerk's office. 3. Mrs. Paul Joientz of 5564 South 178th asked for a clarification of her assessment. Mr. Ken Fujuki clarified this for her. 4. Mrs. M. Flink asked why the City of Tukwila doesn't have a G. 0. Bond instead of L. I. D. assessments. 5. James Curran of 213 South 4th Street, Kent, Attorney for the Makami family spoke regarding the area of South 178th Street. He questioned if it was a fair assessment to the Makami family and suggested a portion of the assessment be borne by the City by matching funds. He further stated that Makami's street needs attention now. Mr. Hodge pointed out that South 178th Street had been discussed with the appraiser who felt a fair distribution of assessments had been made. A great deal of time and effort were spent to determine that everyone would benefit. Mr. Hill reported the City had made application to the State for State Aid on South 178th Street.
