Council President Delostrinos Johnson called the Tukwila City Council meeting to order at 7:00 p.m. and
led the audience inthe Pledge cfAllegiance.
OFFICIALS
Present at the meeting were Council President Delostrinos Johnson (on -site); Councilmembers Kathy
Hougardy (on -site), De'Sean Quinn (un'site). Kate KruUer(on~oho). Thomas McLeod (on -site). Tosh
Shoqp(on'aiha).
Councilmember Abdi was not in attendance.

PUBLIC COMMENTS
1 Derek Tolson expressed concern regarding vehicular speeding at the 62nd Avenue South crosswalk
in front of City Hall, and requested the City implement traffic calming and pedestrian safety measures.
2. Greg Sherlock referenced his ongoing noise complaint regarding Sabey Data Center and indicated he
is filing another complaint. He abated City Administration has not responded to his repeated requests
and shared a story regarding Levi Strauss and how his leadership positively impacted the company.
3. Robert Neuffer spoke in support of Mr. Tolson's comment regarding traffic calming on 62ndAvenue
South. He shared he has high expectations of City employees and thanked the Police Department for
their responsive customer service. He urged the community to be accepting of cultural differences.
4. Joe Ouffie emphasized Election Day is approaching quickly and urged the public to vote. He spoke in
support of the good work by first responders regardless ufinclement weather. He noted school has
begun and emphasized the importance ofensuring youth safety.

PRESENTATION
Utility Rate Study 101.
John Gikandumci. President of FCS Grnup, presented an overview of the basics of utility rote setting to
include existing sewer and surface water nates, the importance of rate studies, process, revenue
requinamenta, costs of service, and rate design.
The Councilmembers asked clarifying questions regarding next steps, comparison with surrounding
jurisdictions, and calculation of rates.

PUBLIC HEARING
Miscellaneous Zoning Code Amendments:
(1) Accessory Dwelling Units Ordinance
(2) Comprehensive Plan and Development Code Amendment Ordinance
(3) Housekeeping and Parking Standards Ordinance
7:54p.nn. Council President Delostrinos Johnson opened the public hearing and called for a staff
report.
Neil Tebor, Senior Planner, and Isaac G|nor. Associate P|anner, provided an overview of three draft
ordinances that: updates Accessory Dwelling Unit regulations in alignment with State Law; clarifies the
process for updating the Annual Comprehensive Plan docket and development regulations; and
incorporates a variety of housekeeping code amendments and parking regulations in the Zoning Code.
8:0 p.m. Council President Delostrinos Johnson called for public comments.
Council President Delostrinos Johnson asked if there was anyone who wished to make a public comment
on this topic to speak now or press *6 on the phone to unmute.
1. Greg Sherlock urged the Council to wait until closer to June 2025 to pass the ordinance updating
AOU regulations as he believes EHB 1337wiU be legally challenged and there will be further State
changes VzADUregulations.
Council President Delostrinos Johnson asked for clarifying questions.
In response to a question from Councilmember McLeod, Mr. Tabor stated the ordinance takes effect5
days after publication.

David C|ine, City Administrator, explained the proposed ordinances update the term end dates for City
Boards and Commissions from December 31 ofeach year hnMarch 31.aswell asthe meeting

Tony CuUerton, Deputy Finance Director, provided an overview of the 2023 2nd Quarter Financial report
and highlighted General Fund balances, revenues, and upcoming expenses.
The Councilmembers asked clarifying questions regarding the financial report.
d. An update pnSchool Safety.
Eric Drever. Police Chief, shared updates on steps being taken bythe City toaddress school safety
concerns. including the School Resource Officer program.

shooter events by the Tukwila School District and Police Department, managing trauma -based responses

Mayor Ekberg requested the Council dispense with reports due to the impending Special Meeting and
Executive Session.
b. City Council

dispensed with their reports.
Counci|momber KruUerspoke at the Happy Duwmmish Alive! Event at Duwamish Hill Preserve and
thanked Olena Perry, Special Events and Stewardship Specialist, for coordinating the event. 20 years
ago. Tukwila saved the site from being redeveloped. |tioosacred place tothe DuwomiohTribe. She
represented the City at ribbon -cutting ceremony at Tukwila Pool Metropolitan Perk Diahiot, celebrating
the 50t^ Anniversary of the Tukwila Pool. She reported representatives of regional agencies (including
Hamdi Mohammed, Director of the City of Seattle's Office of Immigrant and Refugee Affains, Seattle City
Councilmember Teresa Mosqueda, and Noha Mahgoub, Senior Police Advisor of Housing and
Homelessness with the Governor's Office) recently met to continue discussing so|uhona, resources, and

funding for the asylum seekers at Riverton Park United Methodist Church. She shared there continues to
be progress in transitioning the most vulnerable asylees to temporary housing solutions.
