Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience inthe Pledge ofAllegiance.

Coumj|member KruUer stated "The City of Tukwila in located on the ancestral lands of the Coast Sa|ish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders paat, present and emerging." He acknowledged OchaberSth is Indigenous People's Day and
November isNative American Heritage Month.

PUBLIC COMMENTS
1. Austin Bernard shared he is a homeowner in the Foster Point neighborhood. He referenced on email
sent by his wife regarding challenges they are facing with two rental properties on the lots next to
their home and highlighted examples of excessive noise and activities from the rental properties. He
requested the City investigate the rental licenses ofthese properties.
2. Jun Lange. representing Washington Solar Energy Industries Association 0WA\SBAJ, spoke on behalf
of WASEIA members who have expressed concern regarding Tukwila's new fire permit fees, which is
extremely high in comparison with surrounding jurisdictions, He requested the City re -assess its fire
permit fees.

3. Pam Carter shared she did not receive mailers that Reco|ogy indicated they sent to all current Waste
Management customers. She expressed concern regarding Recology's lack of clear, accurate
information to residents.
4. Joe Duffie commended the Police Department and Fire for the outstanding service they provide to the
community. He expressed concern for youth safety with speeding and reckless driving occurring in
the City. He urged residents to read their Local Voters' Pamphlets and vote.

Councilmember Kruller shared an application was received on October 16, 2023 from Peggy McCarthy,
The Councilmernbers discussed the application that was received after the extended deadline, and
offered comments including acknowledgment the recent extension was for applications from businesses,
the importance of a consistent application process, and having other opportunities to provide input.
Councilmember Kruller spoke in favor of the applicant's experience in municipal financial management.

Laurel Humphrey, Legislative Analyst, suggested appointing Peggy McCarthy as an alternate hzthe
Financial Sustainabi|ity Committee.
Following discussion regarding the level of participation by Committee alternates, consensus existed to
appoint Ms. McCarthy as an alternate and decide the level of participation for alternates at a later time.
Councilmember Kruller made a friendly amendment to her motion to instead appoint Peggy McCarthy as
an alternate to the Financial Sustainability Committee, with the concurrence of the Council.

Eric Dnever, Police Chief, provided an update on the crisis at Riverton Park United Methodist Church and
the response by the City and other governmental and community agencies since the declaration of the
state of emergency.

REPORTS
a. Mayor
Mayor Ekberg shared he and Kah Sand. City Attorney, recently visited Riverton Park United Methodist
Church and spoke with Pastor Jan Bo|erjack.
b. Council
Councilmember Kruller attended a Public Issues Committee meeting through Sound Cities Association
(SCA) where they reviewed the 2024 State legislative priorities, the King County Cultural Access sales
tax, King County Flood Control District budget, and appointments to regional boards and committees.
Applications toserve on a regional board and committee are due November 13, 2023. She participated in
a Transportation Policy Board meeting through Puget Sound Regional Council where they continued to
review the project selection process for federal funds. King County — Cities Climate Collaboration (K4C)
recently met with Mike Fong, Director ofthe Washington State Department of Commerce, to discuss
various programs being developed by the Department of Commerce. She participated in a recent
Intergovernmental task force meeting onthe asy|eeand refugee seekers at the Riverton Park United
Methodist Church, and shared the City's requests included an on'siteoperationa| manager, case
management services, translation services, and alternative housing options.
Councilmember McLeod reported the Puget Sound Fire Governance Board will be holding a Public
Hearing on the Fire Benefit Charge. He will be making the link available online for those interested.

Councilmember Sharp reported the Transportation and Infrastructure Services Committee reviewed the
design services contract for the 2024 Annual Overlay Program, grant acceptances for Landslide Risk
Assessment and Management through FEMA and the Chinook Wind Extension through King County
Parks, a grant application for concrete overlay repairs through WSDOT, and received the annual bridge
inspections and repairs update.
David Cline, City Administrator, referenced the CA (City Administrator) reportand 2O23VVorkp|an3rd
Quarter update and offered to answer any questions.

Councilmember Sharp suggested the 2023 Workplan 3rd Quarter update be added to the City's website
to highlight all the work being done by City staff to residents.
Kari Sand, City Attorney, offered a reminder regarding the upcoming quasi-judicial public hearings for 4
site -specific rezone applications and stated the Council should not engage in "ex parfe^communications.
MISCELLANEOUS
Following a question from Councilmember Sharp regarding a mailer sent to residentsbythe Valley View
Sewer District, Council consensus existed to have staff provide an update regarding the mailer.
