HomeMy WebLinkAbout1968-01-15 Regular MinutesThe regular meeting of the Tukwila City Council was called to order by the Mayor, Stan D. Minkler at 8 :00 P.M. Council members present were Richard Bowen, Dwight Gardner, Helen Nelsen, Larry Popejoy and L. E. Crostick. Mr. Bowen made a motion vouchers approved by the Finance Committee be paid with warrants drawn for their respective amounts. Motion seconded by Mr. Gardner and carried. Mayor Minkler made a final call for bids on the 1250 Pumper for the Fire Department. The time for acceptance of bids was closed. One bid was received from the American La.France Division of. Automatic Sprinkler Corp. of America in the amount cf $33,104.95 plus taxes of $1,489.73. Mayor Minkler turned the bid over to Councilman Popejoy, Chairman of the Fire Department Cer^dttee and Fire Chief Joe Langer and hie committee for study and recommendation for rejection or approval later in the meeting. The bid opening for the two trucks for the Street Department was held. These bids were turned over to Mr. Bowen for council study and recommendation at the February 5th neeting. January 15, 1962 (con't) Page 2 Mayor Minkler presented a Certificate of Achievement from Bellevue Community College to Mr. Eugene S. Elfstrom of the City Water Department for satisfactory completion of a course in basic water works. The Mayor expressed his appreciatd on to Mr. Elfstrom for his devotion to his job and the city. Mayor Minkler presented a letter he wished to send to Mr. Richard F. Murray, a professional in procuring easements for the right -of -ways needed in LID 13 and,/ along with Mr. Zepp, General Superintendent, asked for council approval of this action. Mr. Bowen made a motion the City retain Mr. Richard F. Murray to obtain the needed right -of -ways for LID 13. Motion seconded by Mr. Gardner and carried. Mayor Minkler read a letter from Hill Ingman, City Engineers, recommending the City retain the firm of Dames Moore for the soil studies necessary for LIP 13. Mr. Bowen made a motion Dames Moore be retained as soil engineers to work with Hill Ingman for the City of Tukwila in connection with the soil studies for LID 13. Motion seconded by Mr. Popejoy and carried. Mr. Crostick reported the special meeting of the Planning Commission Saturday, January 8th on the plans for the J. C. Penney Warehouse and truck service facilities. Mr. Harrison further explained the history of the case in detail and stated it was the consensus of the Planning Commission that plan approval be granted, subject to certain stipulations. After further discussion, Mr. Crostick made a motion the plans for construction of the J. C. Penney Warehouse and truck facilities be approved with the following stipulations: 1. Curb cuts be resized and relocated if necessary after facility is in operation to prevent any interference with flow of traffic on Southcenter Parkway. 2. Details of screen planting can be submitted for approval prior to issuance of occupancy permit. 3. No on- street advertising be done regarding sale of fuel and other services. 4. Details of utility easement be worked out with appropriate City Cfficials and use of this easement area correspond to the precedent already set in the adjacent identical zoning of Andover Industrial Park; sign pylon relocated outside of easement if necessary for such conformance. 5. No canopy will be installed now or in the future over the pump island. Motion seconded by Mr. Bowen and carried. Mr. Crostick announced the special joint fact finding meeting of the Planning Commission and the City Council to be held Thursday, January 18th at 8 :00 F. M. in the Council Chambers. This meeting in regard to the zoning of property on the point at South 154th and 65th. Another Planning Commission meeting will be held January 25th. Police Chief Boze reported he had contacted the County on the 56th Avenue Bridge The County has no load limit on the bridge at this time and feels the bridge can handle the traffic. Mayor Minkler requested Chief Boze to have a summary report on Police Department activities for the year of 1967 ready for the February 5th meeting. Mr. Bowen, Annexation Chairman reported the committee is still waiting for an answer from the Boundary Review Board regarding the requested waiver in the annexation of the McGuire property at 130th and 42nd South. This to be tabled until February. Miss Nelsen, Parks Grounds Chairman, reported delivery of the lease for the Van Woerden property. City equipment is being moved to make ready for improvement of grounds surrounding City Hall. Mr. Popejoy reported a collection of trash in the Citv Park along the North border and questioned the lack of the cyclone fencing promised by the developers at the time the rezone was requested. Mr. Varicalli to be contacted both by letter and in person on this matter. Mr. Popejoy made a motion, based on Eire Chief Langer's recommendation, the bid of American La France on the 1250 Pumper be accepted, with financing to be handled through the Southcenter Branch of the Seattle First National Bank. Motion seconded by Mr. Bowen and carried. Mr. Bowen read a letter from Mr. Tsao regarding a late comer agreement on the water line along 65th South. Mr. Bowen reported it had been a condition in the granting of the rezone that the cost of the developers extension of the water line was to be borne by the developer and the line turned over to the City upon completion. The council concurred there should be no duplication of lines along 65th. As the existing service is adequate for single residential zoning, the single residences should not have to bear the cost of the larger service needed to serve the mutiple residences. The council concurred with the letter drafted by M'r. Bowen to Mr. Mastro in this regard. Miss Nelson made a motion the Tukwila City Council go on record as endorsing the six points set forward in the Forward Thrust Program. Motion seconded by Mr. Crostick and carried, with Councilman Bowen abstaining.
