Meeting Recap
Welcome and Introductions
Vicky Carlsen and Pete Mayer from the City welcomed committee members and provided a brief
overview of the project and the City's desired outcomes. Council President Delostrinos Johnson welcomed
the committee members on behalf of the City Council.
Committee members introduced themselves and shared their relationship to Tukwila and their motivation
for joining the Financial Sustainability Committee (FSC).
Project Overview
Brian Murphy and Katherine Goetz from BERK Consulting shared an overview of the project, including the
project purpose, meeting schedule, and report outline, the committee charge, process guidance, and
proposed committee agreements. In addition to the proposed committee agreements, the following points
were clarified:
• Committee members can ask questions via email. Answers will be shared with the whole group during
the next meeting.
• Meeting materials will be shared with the committee in advance of meetings.
• In -person participation is preferred but if this presents a barrier, we can work together to ensure all
members can participate.
• The final report from the committee will describe the range of perspectives held by committee
members.
• Committee members are encouraged to consider opportunities to find efficiencies or otherwise
reduce costs as well as to identify potential revenue options.
Community Context
Brian and Katherine presented a profile of the Tukwila community to provide context for future discussion
about community needs and ability to fund programs and services. Committee members requested the
following additional information:
• The share of Tukwila population that identifies as Hispanic and the most common non-English
languages spoken by the Tukwila community.
• Information on why the employment to population ratio has decreased between 2000 and 2020.
• Information about Tukwila -based wages.
• The share of property tax revenue that comes from residential, commercial, and other property
types.
• Additional detail on expenditures in the City's larger departments.
• An error was made in the meeting materials, referring to City median family income rather than
area median income. This will be corrected in subsequent materials.

• Committee members asked for the following links:
Ei Tukwila School District budget.
Ei City budget and capital improvement plan.
City staff and the consulting team will review these requests and provide more information depending on
the availability of data. Some of the additional information requested will be discussed in the next
Committee meeting.
Meeting Close
Brian provided an overview of the agenda for the next meeting. At that meeting, city staff and the
consulting team will share more information about current tax and fee rates, an overview of the City's
financial forecast, and an overview of departmental programs and services.
The following dates are proposed for subsequent meetings:
• Wednesday, December 6.
• Tuesday, January 9, 2024.
• Wednesday, February 7.
• Wednesday, March 6.
Meetings will be from 6:00-8:00 pm, likely at the Tukwila Community Center.
