HomeMy WebLinkAbout1968-07-15 Regular MinutesThe regular meeting of the Tukwila City Council was called to order at 8 :00 P. M. by the Mayor Stan D. Minkler. Council meters present were: Richard A. Bowen, Robert B. Anderson, Helen B. Nelsen, L. E. Crostick, Tom Forsythe, and Larry D. Popejoy. Minutes of the previous meeting were approved. PIr. Anderson made a motion that the rules of the meeting be amended so that Ken Yosheda Eugenes of the Val Vue Sewer District could talk to the Council first. The motion was seconded by hr. Bowen and carried. Val Vue Sewer District would like a franchise from Tukwila to construct a trunk sewer line that would be 21 inches in diameter, on the north shoulder of the Renton Three Tree Point Road between 51st Avenue South and 52nd Avenue South. This trunk line would be from 42nd Avenue South on the Renton Three Tree Point Road, thence easterly on 52nd, to the existing Metro system. Ken Fujiki, Tukwila Engineer, stated that Tukwila should have free right to hook up to this line when they so desire at no additional cost to the City even after the system is turned over to Metro. Mayor Ilinkier said that further talks between Val Vue and Tukwila should be encouraged. Mr. Anderson made a motion that the franchise be granted, and that Tukwila shall have the right for free hook up even when the sewer trunk line is turned over to Metro. There will be no charge to Val Vue or Metro for the franchise fee, and the final sizing of said trunk line be approved by the Tukwila City Engineer. The motion was seconded by Mr. Popejoy and carried. Mayor Minkler read a letter from Freda Leahy, City Clerk, requesting Council approval of the appointment of Maxine Anderson as Deputy City Clerk. hr. Anderson made a motion the'request be granted. Motion seconded by Miss Nelsen and carried. A resolution was introduced giving Mrs. Anderson authority to countersign city warrants. Mr. Anderson made a motion the resolution be be read for adoption. Motion seconded by Hiss Nelsen and carried. This being Resolution 210 Mr. Crostick reported on the July 9th meeting of the Park Committee with the Architects Olson, Richart and Bignold, tc study the adivsability of a Comprehensive Park and Recreation plan for the City of Tukwila. The plan would include sites and plans for a City Hall and Civic Center and other city services, as well as park and recreational facilities. The fee quoted was $4500.00, with an additional $250.00 if the study also takes into consideration Fire Department housing. The fee could be paid as late as January 10, 1969. Mr. Crostick emphasized the necessity of a Comprehensive Plan if we wish to apply for State or Federal funds. Discussion followed. Mr. Crostick made a motion the City of Tukwila employ the Architect- Engineering firm of Olson, Richart and Bignold to draw up a Comprehensive Park and Recreation Plan to include Fire Department housing. Notion seconded by Mr. Popejoy and carried. Mr. Minkler read a letter from Mr. Paul Symbol, of Hill, Ingman, Chase and Company stating the need for a Comprehensive Water Plan. In order to further the Cityts request for money from HUD to improve the water system, a comprehensive water plan is necessary immediately. The plan should include the possibility of Tukwila serving the surrounding districts. Mr. Bowen made a motion the engineering firm of Hill, Ingman, Chase and Company be authorized to prepare a Comprehensive Water Plan. Motion seconded by Mr. Crostick and carried. Mayor Minkler read a letter from Mr. Kasperson requesting additional R. R. crossings on South 180th and Southcenter Parkway. Mr. Baker of Tukwila Industrial Council presented a map to the council showing the location of the proposed R. R. Crossings. Mayor Piinkler stated the City Attorney has advised a Public Hearing be held. Mr. Forsythe made a motion a Public Hearing be held on July 29th at 8 :00 to study information on proposed; railroad crossings. Notion seconded and carried. Mr. Crostick reported he had received information that the Wrest Valley Highway will be widened to four lanes instead of the proposed five lanes. Mayor Minkler to check on this matter and report to the Council Mr. Baker spoke on the Grand Opening of Southcenter Shopping Center on July 31st and encouraged a clean. -up campaign throughout the area.
