HomeMy WebLinkAbout1968-07-23 Special Minutesjr4 V July 23, 1968 A special meeting of the Tukwila City Council to discuss the proposed amendments to Ordinance 251 was called to order at 8 :05 P. 11.. by Piayor Stan Minkler. Council members present were Richard Bowen, Dwight Gardner, Helen Nelsen, Larry Popejoy, L. E Crostick and Robert Anderson. Mayor Minkler read a letter from Iir. Osness, 14406 58th Avenue South asking if some— thing could be done to clean up the lot next to his home. The letter was turned over to Mr, Popejoy for further action. nryor Hinkler stated that the Council would act on Ordinance ;;'251 section by section, then he turned the meeting over to ir, Crostick. Section 4-20 OFF STREET LOADIING REGULATIONS After some discussion Er. Bowen made a motion that this section be drawn as an amendment to Ordinance 251, Motion seconded by Miss Nelsen and carried, Section 4 -44 PARKING REGULATIONS There was considerable discussion on the adequacy of 3 parking spaces for 2 units or whether it should be changed to read 1 2 for 1 nr, Anderson asked if there should be a number stated rather than just "plus parking then he suggested the word "adequate" be added, ilr, Bowen _made a motion that Section 4 -4A "Parking Regulations" be added as an amendemnt to Ordinance 251, with the following changes: The word "Motel" be added following "Hotel" and the word "adequate" be added to read "plus adequate parking (lotion seconded by Iir. Anderson and carried with Imo. Popejoy casting a dissenting vote. Section 4-20 PARKING FOR ONE TO FOUR FAEILY DLIELLIi: S Er. Anderson stated that the word "truck" needs to be defined. Er. Crostick explained that it was intended to mean Commercial trucks, not the family used pickup. I.yor Minkler suggested that it should be changed to no commercial trucks over $,000 lbs. gross vehicle weight.shall be parked on a lot in a'residential zone except for delivery Mr. Popejoy suggested that the sentence "boats and similar equipment" be deleated. Iir. Anderson made a motion that the sentence concerning the parking of campers, trailers, boats and similar equipment be left in this section of the ordinance. Miss Nelsen seconded the motion. The motion failed to pass,7with yes votes cast by Council members Nelsen and Anderson and no votes cast by Councilmen Bowen, Gardner, Popejoy and Crostick. Mayor IIinkler appointed a :co mittee of Miss Nelsen, I'lr. Anderson and Mr. Gardner to meet and try to workout something that would be satisfactory in the parking of campers, boats and trailers that would not cause a hardship on the citizens. Er, Crostick made a motion that Section 4 -20 "Parking for one to four family dwellings" be approved for adoption to read "No commercial trucks, over 8,000 lbs gross vehicle weight, machinery, bulldozers or similar construction equipment shall be allowed to be stored in a residential zone" and leave out the sentence "campers, trailers, boats and smear equipment, where not kept in a garage or carport, shall be kept in a side or rear yard only, screened by a 4 foot high fence of decorative and permanent character Motion seconded by Mr, Bowen and passed. A five minute recess was granted, .after which Mayor Iiinkler called the meeting back to order, Section 4,20 PARKING FOR APART1 i' TS Miss Nelsen raised the question as to which is the front yard, There was considerable discussion. Er. Popejoy stated that in his interpretation there are apartments in the area now that violate the ordinance and they should have a variance. It was suggested that Mr. Hodge be asked for an interpretation of the front and side yard. The Council members deleated several parts of certain sentences in this section. Mr, Crostick made a motion that Section 4 -20 "Parking for Apartments" be approved for adoption as it is now revised. Motion seconded by nr. Bowen and carried, Section 4 -25 REQUEST FOR CHANGES IN ZONING Er. Bowen and Mr, Popejoy both recohuuended that the $50.00 filing fee for appeals to the council be deleated. IIr. Anderson suggested leaving the whole paragraph out. Miss Nelsen suggested raising the $75.00 fee to $100.00 to cover transcript costs if they are necessary. Considerable discussion followed. The filing fee paragraph was deleated and a new paragraph reworded. nr. Crostick made a motion that Section 4-25 "Request for changes in Zoning" be approved for adoption as revised. Notion seconded by Is, Bowen and carried. Section 1-26 REQUESTS FOR CHANGES IN ZOITIi;G. Iir. Anderson made a motion that this section be approved for adoption, Lotion seconded by IIr. Bowen and carried, Section 4-31 VARIANCES The filing fee was changed from $25.00 to $75.00 Mr. Crostick made a motion that this section be approved for adoption. Notion seconded by Mr. Bowen and carried. Attention was called to the new application forms, changing under "A" Filing fees (1) $75.00 to $100,00 and deleating "No. 2 With no further discussion, Mr. Bowen made a motion that the meeting adjourn.
