The regular meeting of the Tukwila City Council was called order by Iiayor Stan D.
I•Iinkler. Council members present were: Dwight R. Gardner, Robert B. Anderson, Iielen B.
Nelsen, Tom Forsythe, L. E. Crostick and Larry D. Popejoy.
The minutes of the previous council meeting were approved.
Mayor Ilinkier reported he and Councilman Gardner will attend a meeting of the Association
of ?Washington Cities Coninittee to discuss the Health Services agreement and will report
further to the Council.
Mayor 1Iin_kler read a letter from Dr. Evans of the King County Health Department in
reference to further meetings with the King County Southeast District to discuss the
city's health service needs. Mr. Gardner to work with Dr. Evans.
A letter was received from Mr. Hansen of the Southcenter Corp. commending the Fire
Police Departments for outstanding service.
A letter was read from the Tukwila Industrial Council requesting inclusion of the area
on the West Valley Highway in the Comprehensive Sewer Study. Mayor Kinkier requested
a written request be submitted by the interested property owners indicating their
desire for sewer service, since the City has limited funds and cannot authorize studies
unless sewer service is desired. This ratter was turned over to Councilman Gardner for
further study and report back to the council.
Mr. A. Uesley Hodge, City Attorney, reported he had reviewed the contract for the
Comprehensive Parke Recreation Plan and found it to be in order for signing.
A letter from the Beek Publishing Company regarding the codification of the City's
ordinances was read. A $500.00 down payment would be acceptable. A survey of the L
ordinances would be made and the report of this survey would not be available until
flay of 1969 and the code would be completed by January of 1970. The importance of
starting the codification process now in order to insure the earliest possible completion
of the code was discussed. hr. Anderson made a motion the IMayor be authorized to
sign the contract for codification of the City's ordinances. Lotion seconded by
Miss Nelsen and carried.
A resolution was presented co nrtending the Tukwila Days Committee for their work on the
Tukwila Days Celebration. Mr. Crostick made a motion the resolution be read to the
Council for adoption. This being Resolution 211.
A resolution was presented corimending the Queen and her Court for their part in the
Tukwila Days Celebration. Mr. Gardner made a motion the resolution be read to the
Council for adoption. This being Resolution 212.
Er. Zepp presented a program for street repair and maintenance on certain city streets
and requested council authority to proceed with the program. Iir. Forsythe made a motion
fir. Zepp be given permission to proceed. Motion seconded by Mr. Gardner and carried.
Discussion was concerning the authorizing Hill, InEan, Chase and Company,
City Engineers, to design a street, storm sewer and sanitary sewer system for the Rivet's
Bend Area with the developers reimbursing the City for Engineering costs. The
necessity of a developers agreement was also discussed.
Mr. Gardner made a motion, Hill Ingnan, Chase Company be authorized to design a water,
storm sewer and sanitary sewer plan for the Rivers Bend Area South of 180th Street on
the provision the city received a letter from the developers agreeing to reimburse the
City for the eingieering costs. Motion seconded by Iir. Forsythe and carried.
Hr. Anderson made a motion if a agreement already exists with the parties
developing the Rivers Bend area, an addendum be required; but if no developers
agreement exists, then one shall be required by the city. Motion was seconded by
Mr. Gardner and carried.
Mr. Forsythe made a motion the council authorize Hill, In: Win, Chase Company to
assist the City of Tukwila "in preparing a 6 year arterial street plan. Lotion seconded
by Miss Nelsen and carried.
An ordinance amending certain sections Of Ordinance 251 in regard to parking regulations
and rules of proceedure, was introduced. Mr. Iodge reported he did not concur with the
adoption of the ordinance requiring only one public hearing on a change in land use.
After further discussion by members of the council, lir. Crostick made a motion the
proposed Ordinance be placed on its first reading. Lotion seconded by Ir. Gardner and
carried. Miss Nelsen trade a motion the proposed ordinance be placed on its Second
reading by title only. Motion seconded by ?"Ir. Popejoy and carried. NT. Forsythe made
a motion the proposed ordinance be placed on its third and final .reading for adoption,
by title only. Notion seconded by :Er. Gardner and carried with Is. Anderson casting
a dissenting vote. Ord t
Mr. Crostick read a letter from the Tukwila Planning Commission reporting their findings
in the Public Hearing on the rezone freerae petition which had been study since
June 20th. The Planning Commission reported that in their opinion, a state of emergency
does not exist due to construction of multiple family housing which would be corrected
or alleviated by a freeze on rezoning.
The Planning Commission further reported, during their hearings several other areas of
civic concern were found requiring Council planning or action. 1. A fire station
location in the Andover Park Southcenter area should be promptly established. Full
time firemen should be added to the volunteer fire staff. 2. Present water system
deficiencies in the older residential areas should be corrected. 3. Street widths on the
hill, open ditches, and 16 —foot usable street widths in some areas create specific
hazards. 4. The present civic center and fire station are inadequate for the growing
City of Tukwila.
Miss Nelsen pointed out that, while areas of concern do exist, they were not a result of
multiple family housing.
Iir. Harrison further explained the Planning Commission findings and recommended the
Council further study Ordinance 251 as to necessary amendments as to height, set backs
and other regulations to control development of land in the manner desired.
The council members requested a work meeting to further discuss the ratter after all
supporting data has been received from the Planning Commission.
A proposed ordinance granting a franchise for railroad crossings on South 100th and
57th Avenue South was discussed. Mr. Forsythe made a motion the proposed ordinance
be placed on its first reading by title only with the street designation of 57th Avenue
South corrected to read Southcenter Parkway. Notion by Mr. Gardner and
carried, with Mr. Anderson casting a dissenting vote.
Councilman Anderson announced "he wished to go on record as resenting the use of the
Council partisan politics. (Campaign pictures had been taken at the start of the
meeting.)
