HomeMy WebLinkAbout1969-02-24 Special MinutesFebruary 24, 1969 A special meeting of the Tukwila City Council was called to order by Mayor Stan D. Minkler at 8 :00 P.M. Council members present were Richard A. Bowen, Dwight R. Gardner, Robert B. Anderson, Helen B. Nelsen, Thomas M. Forsythe, L. E. Crostick and Larry D. Popejoy. The purpose of the special meeting was to hold a Public Hearing on the final assessment roll for LID#14 and a Public Hearing on the reassess= ment on LID#8. Mayor Minkler opened the Public Hearing on LID#14. After reading of the notice of Public Hearing by the clerk, Mr. Ken Fujiki explained the location of the LID, the method of assessment, and pointed out the location of the new water lines. The Clerk reported no written testimony had been received. A complete tape recording of the entire hearing was taken and is on file in the Office of the Clerk. Mr. Cliff Sweeney, 14949 57th Avenue South spoke questioning the leving of assessment for improving the system in this area and asked what method of financing would be used in the future. Mrs. Mabel M. Shults, 14951 57th Avenue South spoke questioning if the new line connected to the end of the already existing 6" line. An exchange of questions and answers followed. There being no further testimony, Me. Anderson made a motion the Public Hearing be closed. Motion seconded by Miss Nelsen and carried. Mr. Anderson made a motion an ordinance be prepared on LID#14 to be presented at the March 3rd meeting of the council. Motion seconded by Miss Nelsen and carried. Mayor Minkler opened the Public Hearing on the reassessment of LID#8 [12" water line on Interurban Avenue South] The reassessment had been ordered by a Superior Court decision. After the reading of the notice of Public Hearing, Mr. Fujiki presented a map of the reassessment, pointing out the boundaries, the location of the facility, and explained the method of assessment. Letters of protest from the following property owners were read and are on file in the Clerk's Office. John K. Pain, Jr. of Shellan, Pain, Stone Swanson, Attorneys for the successors in interest to A. Codiga. Francis A. Scarvie, Director of Administrative Services, Seattle, City Light. John P. Cogan, of Wilson and Cogan, Attorneys for Mr. Joe Banchero A complete tape recording of the entire proceedings was made and is on file in the Office of the Clerk. Mr. John Cogan, representing Mr. Banchero raised questions as to how the monetary amounts were arrived at, and as to what costs are now part of the assessment roll which were not included in the original roll. Mr. John Pain, representing the Codiga interests, raised questions as to the total acres included in the original assessment and total acres now included. A short recess of the meeting was called. After the meeting was reconvened, Mr. Fujiki presented copies of the breakdown of the LID costs to interested parties present. Mr. Hodge explained the present boundaries of the LID were those ordered by the court. Mr. Pain stated he was not objecting to the present boundaries of the LID but was objecting to the issue that the assessment is out of porportion to the benefits. He took exception to the costs added after the court decision. Mr. Cogan concurred. After further discussion, Mr. Anderson made a motion the Public Hearing be closed. Motion seconded by Mr. Bowen and carried. Mr. Bowen made a motion an ordinance be prepared on LID 8 to be pre- sented at the March 17th council meeting. Motion seconded by Miss Nelser and carried.
