The regular meeting of the Tukwila City Council was called to order by
Mayor Stan D. Minkler at 8 :00 P.M. Council members present were:
Richard A. Bowen, Dwight R. Gardner, Robert B. Anderson, Helen B. Nelsen,
Thomas M. Forsythe and L. E. Crostick. Mr. Forsythe made a motion
Councilman Larry Popejoy's absence be excused. Motion seconded by
Mr. Bowen and carried.
The minutes of the previous meeting were approved.
Mayor Minkler announced the Public Hearing to be held on the Comprehensive
Park Plan, Thursday, March 6, 1969 at 8 :00 P.M.
Communication was received from Mr. Mike Liberato requesting council
approval to lease a house at 6411 South 143rd through the King County
Housing Authority. Discussion followed. Mr. Anderson made a motion
the plea be granted on the one piece of property at 6411 South 143rd.
Motion seconded by Miss Nelsen and carried.
Mr. Bowen made a motion claims approved by the Finance Committee be paid
with warrants drawn in their respective amounts. Motion seconded by
Mr. Gardner and carried.
Mr. Bowen reported on a recent Suburban Mayor's meeting in Olympia and
the proposed legislative action which will be of benefit to the cities
and towns.
Mr. Zepp, General Superintendent, requested the council call for bids on
the final paving of Strander Boulevard. Mr. Forsythe made a motion the
City of Tukwila advertise for bids for the paving of Strander Boulevard
with the date for bid opening set for April 7, 1969. Motion seconded
by Mr. Anderson and carried.
A proposed resolution authorizing filing of application with the
Department of Housing and Urban Development for a grant under P.L.89 -117
was introduced. Mr. Anderson made a motion the resolution be adopted.
Motion seconded by Mr. Bowen and carried. This being Resolution No.222.
A proposed resolution declaring the council policy on the acquisition of
land or interests therein for sewer construction being financed in part
by moneys granted by the Department of Housing and Urban Development
was introduced. Mr. Anderson made a motion the resolution be adopted.
Motion seconded by Mr. Bowen and carried. This being Resolution #223.
The final assessment roll of LID#14 was discussed. Mr. Bowen Made a
motion the council approves the final assessment roll of LID 14. Motion
seconded by Miss Nelsen and carried.
A proposed ordinance approving and confirming the assessments and
assessment roll of LID No. 14 was introduced. Mr. Bowen made a motion
the proposed ordinance be placed on its first reading by title only.
Motion seconded by Mr. Anderson and carried. Mr. Forsythe made a motion
the proposed ordinance be placed on its second reading by title only.
Motion seconded by Mr. Anderson and carried. Mr. Anderson made a motion
the proposed ordinance be placed on its third and final reading for
adoption, by title only. Motion seconded by Miss Nelsen and carried.
This being Ordinance No.142.
Mr. Forsythe reported the two new police cars have been purchased through
King County Purchasing Department on a State of Washington bid. The
City of Tukwila received 2 of the first 10 cars to be delivered. The
City will shortly receive delivery of the Administrative car.
Mr. Forsythe made a motion the city call for sealed bids for one excess
1968 Police car and one excess 1964 Chevrolet with the bids to be opened
April 7th. Motion seconded by Mr. Bowen. Discussion followed as to
the merits of retaining the other 1968 police car. After rnuc± discus Am

The vacation of Squire Street and South 43rd was discussed. Mr. Crostick
invited members of the council to walk the ground on Saturday mourning at
10 :00 in order to make a decission.

The mud on 56th Avenue South in the vicinity of the Terrace Apartment
construction was discussed. Also the poor parking conditions which
create a hazard to the flow of traffic, especially emergency equipment.
After some discussion, Mr. Crostick made a motion if the situation is
not corrected by Friday, March 7, 1969 the job will be shut down until
the situation is corrected. Motion seconded by Mr. Forsythe and carried.
Mr. Zepp reported 4 building permits had been issued for the month of
February with a valuation of $226,717.00 and permit fees of $393.50.
Mr. Regal brought up for discussion the matter of including all of the
City of Tukwila within the South Centeal School District. Discussion
followed.
