Mayor Ekberg noUod the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.

PUBLIC COMMENTS
1. Greg Sherlock referenced his ongoing efforts to have the city address the noise nuisance emanating
from thoSabey Data Center. He expressed his frustration and disappointment at this reoccurring
issue.
2. Joe Duffieviohod everyone e nice Thanksgiving and offered a reminder on road safety to keep kids
safe on the streets during the holiday season.
3. Kol/n VVostra handed out a document containing topics from the Ronbmm Protection proposal. She
shared her experience dealing with month -to -month fees, which has taken away her ability hn
relocate. She emphasized the need for capping fees and no|000dion assistance.
4. 4rtiNosrati thanked the Council and the Mayor for agreeing to take onRenter Protections. He
emphasized the need for passing stronger legislation to protect renters.
Ei Krysteena Mann thanked the Council for the conversations about renter protections and her
appointment to the Financial Sustoinabi|by Committee. She shared her experience as e committee
member and emphasized the need for stronger renter protections.

Medium and High -Density Zoning Analysis.
Neil Tabor, Senior Planner, gave a brief overview of the presentation and introduced the presenter,
Jennifer Shuch, Analyst, of Leland Consulting Group. Ms. Shuch provided an overview of the City's
medium and high -density residential zoning district development regulations, the South King County
housing market, strategies for aligning the City's Zoning Code and housing goals, and recommendations
to increase housing supply.
The Councilmembers asked clarifying questions and offered comments pertaining to the data presented,
recommendations, and the Comprehensive Plan Process.

a. Tax Levy legislation:
(1) An ordinance levying the general taxes for the City of Tukwila in King County for the fiscal
year commencing January 1, 2024, on all property, both real and personal, in said City, that is
subject to taxation for the purpose of paying sufficient revenue to carry on the services of the
several departments of said City for the ensuing year, with an excess property tax levy for the
purpose of paying debt service on the City's unlimited tax general obligation bonds issued in
2016 and 2019, as required by law.

Mayor Ekberg had the privilege of attending the National League ofCities (NLOconference and enjoyed
the opportunity to meet with fellow mayors and elected officials. They discussed the auy|oesituation that
Tukwila is currently involved with, and there was unanimous agreement that the federal government
needs to pay some attention to this matter. The Seattle 3nuthoido Chamber of Commerce presented him
with the 2023 Public Semurd of the Year award.

Cnunci|member Hougmrdy attended the National Foundation ofWomen Legislators (NFVVL)conference in
Orlando, Florida. The session topics included public health issues; VVomen'o Health at PNid|ife. Navigating
the Healthcare System, Advances in A|zheimeru Cane. Haa|thnmna & Living Solutions for Aging
Popu|ationo. New Advances for Adult Vaccines, and legislation allowing biosimi|ar medications. Other
oeuuinno included combating Organized Retail Chme, Workforce Development, Supporting eC|een
Energy Enunnmy, VWne|eaa PoUcy, Staying Safe Online, and Human Trafficking. She also participated
and contributed to NFVVL'o pod000t called "Elected Women Across America" and received the ^AWomen
ofExcellence" award from the foundation while she was there.
Council President DelouhinouJohnson attended the South King Housing and Homelessness Partners
(SKHHP) monthly Executive Board meeting, where they approved funding for four affordable housing
projects across the region utilizing the capital funding program from 8KHHP. These items will eventually
come tnthe Council for approval and the Council will get tosee the types ofprojects being funded. She

announced that this was her laotSNHHP meeting as the City's mpmnentotive, and they will be looking for
a new Counci|memb*x to oomo in that position. She indicated this in e great opportunity to work with other
elected officials on this important topic.
Cbunc|mnmbmr Km|lev attended the National League of Cities (NLC) conference in At|anta. Georgia, and
was happy hobejoined byCounoi|memberAbdiand Mayor Ekberg. Shennpnrtodonthom**tinOoohe
participated in including the NLC Board meeting. Legislative Action Committnm, NLC Rail Roundtable and
drop -in office hours to discuss rail projecto, ianuea, and opportunities. The Executive Director of the U.S.
Joint Office of Energy and Transportation joined in to talk about n|eothn charging opportunities and
grants. In the general assemblies, Hokeem (]|uaeyi. Author, and NASA Astrophysicist, gave an inspiring
speech about his upbhnging, the obstacles he overcame. and his professional accomplishments. Beth
yWaoy. Author of ^Oopeoiok^, was also featured. She recommended the Council to |nuk into her newly
released book called "Raising Lazarus" that talks about the need for leadership, urganoy, and change in
cities and towns regarding the opioid crisis. She represented the Transportation and Infrastructure
Services (11S) Committee adthe Resolutions Committee and General Meeting. She attended the
government meeting on Friday regarding the auy|eosituation at Riverton Park United Methodist Church.
She is very proud of the work administration undertook while she and the Mayor were away. She relayed
that the public can now access updates on the asylee situation at www.tukwilawa.gov under News &
Headlines section. She looks forward to attending the Allentown Truck Reroute Project meeting and
sharing the transportation news she learned while mtthe NLC conference.

Coumcilmember McLeod attended the Puget Sound Regional Fire Authority (PSRFA)Board of
Governance meeting. He indicated the meetings have been held in Covinghnn, but the next meeting is to
be held in Kend, which will be the location for next year's meetings. He attended on FBI class on active
shooters. The discussions increased his awareness of the oity'o emergency management and how target -
rich Tukwila is. He appreciated the class as this is something everyone needs to have egn*ater
awareness of, and he will take this forward into 2024.
CounoUmember Abdi congratulated Coumci|membex Hougardy and Mayor Ekberg for their awards. He
had the pleasure of attending the National League of []hen (NLC) conference with Mayor Ekberg and
Counoi|momber KmUer. He participated in multiple workshops including the Public Safety and Crime
Prevention Federal Advocacy Committee, Local Leadership on Youth Led Climate Action, and Road
Safety Interventions That Work and Save Lives. He thanked Laurel Humphrey, Legislative Analyst, for
coordinating the trip for the conference. He wished a happy holiday to everyone.
CounoUmember Sharp reported onthe Transportation and Infrastructure Services (TIS) [bmmbbae
meeting and the items that were discussed including ofranchise agreement with Valley View Sewer
Diatho1, consult selection and award for the Luoo| Road Safety Portion of the Transportation Bement and
the3nuthoonter Bou|evand/G5thAvenue S Signa|, and an agreement with Hope|inkfor Transportation
Demand Management (TDyW)Oudraaoh Services.
David [1ino. City Administrator, referenced the CA (City Administrator) report and offered to answer any
questions. He indicated there is now webpage where the public can obtain information and updates on
theauy|ee situation at Riverton Park United Methodist Church. There have been ongoing meetings and
good cooperation with county, ntate, and federal partners to find more sustainable solutions regarding this
matter.
Councilmember Kruller asked if the asylee situation is getting better or worse.
David CUma, City Administrator, stated that the situation is not getting better, The space inside the fence
line that the city paid for to make sure people staying inside are safe and secure in maxed out. A census
will be performed this week, and he will have an update on that. They expect that there are 400 people
inside the fence |ine, which is not sustainable. They continue to look at life -safety issues and they may
come to Council with some additional ordinances to give them additional tools, if necessary.

MISCELLANEOUS
CvunnUmomber Sharp commented on the challenges of performing a thorough review of vouchers
without additional documentation hoverify their legitimacy. There isnot enough time 0nreview hundreds nf
entries in three days. He will bring this up to the new Council in January.
EXECUTIVE SESS|ON—Potantim| Litigation —Puraumnt to RCW 42.30'110(1)(i). (45mnhnotes
Mayor Ekberg announced the Council will now go into on Executive Session to discuss:
Potential Litigation — Pursuant to RCW 42.30.110(l)(i). (60 minutes)
The hzhd amount of time will be no more than 80 minuheu, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
Hedeclared the meeting adjourned as of the conclusion of the Executive Session. The Executive Session
will not beextended beyond the announced time, and they will not beretuming to open session ho
adjourn orfor any other reason.
