HomeMy WebLinkAbout1969-09-02 Regular MinutesSeptember 2, 1969 S4A, The regular meeting of the Tukwila City Council was called to order by Mayor Stan D. Minkler at 8:10 P.M. Council members present were: Dwight R. Gardner, Robert B. Anderson, Helen B. Nelsen, Thomas M. Forsythe, L. E. Crostick and Joseph R. Johanson. Mr. Forsythe made a motion Councilman Bowen's absence be excused. Motion seconded by Miss Nelsen and carried. APPOINTMENT OF FIRE CHIEF Mayor Minkler requested permission of the Council to change the order of the agenda to enable his to make an appointment at this time. Mr. Anderson made a motion permission be granted. Motion seconded by Mr. Forsythe and carried. Mayor Minkler announced the permanent appointment of Mr. Victor R. Boulanger as Fire Chief. PUBLIC HEARING Amendment to Ordinance 251 A Public Hearing was held on a proposed amendment to Ordinance 251 to clarify the diffenence between a permanent structure and a mobile home. There being no one present wishing to speak for or against the proposed amendment, Mr. Anderson made a motion the Public Hearing be closed. Motion seconded by Miss Nelsen and carried. ORDINANCE 576 A proposed ordinance amending Ordinance 251 to clarify the difference between a permanent structure and a mobile home was introduced. Mr. Anderson made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Mr. Johanson and carried. Mr. Gardner made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Miss Nelsen and carried. Mr. Anderson made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Johanson and carried. This being Ordinance 576. MINUTES APPROVED The minutes of the previous meeting were approved as presented. CORRESPONDENCE Mayor Minkler presented a letter received from the State Highway Dept. regarding the signing of Interstate 5 and 405 to designate the South center Boulevard exit. Estimated cost will be around $5,000.00. A formal agreement between the City of Tukwila and the State Highway Department will be necessary. There must also be a written agreement from Southcenter that all resigning costs will be reimbursed to the City. Mr. Anderson made a motion the Mayor be authorized to sign necessary agreements with the state upon receipt of the agreement from Southcenter. Motion seconded by Mr. Forsythe and passed. CURRENT CLAIMS Mr. Gardner made a motion all claims approved by the finance committee be paid with warrents drawn in their respective amounts. Motion seconded by Mr. Forsythe and carried. Following the claims; CURRENT EXPENSE 8,102.22 WATER SEWER CONSTRUCTION FUND 65,666.19 STREET FUND 2,503.59 URBAN ARTERIAL STREET FUND 19,158.30 WATER FUND 1,891.19 LID 13 FUND 13,107.45 SEWER FUND 5,272.34 LID 15 FUND 174.78 APPOINTMENT TO PLANNING COMMISSION Mayor Minkler announced the appointment of Mr. Byron Sneva to a six year term on the Planning Commission and requested concurrance of the Council. Mr. Forsythe made a motion the council approve the appointment. Motion seconded by Miss Nelsen and carried. Mayor Minkler announced the appointment of Mr. Jack Link to serve the remainder of Mr. Crostick's unexpired term on the Planning Commission and requested Council approval. Mr. Forsythe made a motion the Council conform Mr. Link's appointment. Motion seconded by Mr. Gardner and passed. September 2, 1969 Page 2 UPGRADING OF 48th EVENUE SOUTH Mr. Churchhill of T.I.M.E. -DC requested an engineering study to enable adjoining property owners to widen and improve 48th Avenue South. The proposed project would call for a 50 foot right of way with 6 feet of paving and installation of storm drainage to the river. There are five property owners involved in the request who will bear all costs with the facilities to be turned over to the City upon completion. Mr. Fujiki of Hill, Ingman, Chase and Company recommended this project be done under the terms of a Developer's Extension Agreement. 1 Mr. Forsythe made a motion the City of Tukwila enter into an agreement with the property owners for a 50 foot street in line with presentations t by Mr. Churchill and Mr. Fukiki; this granting a 10 foot variance from the 60 foot minimum standard. Motion seconded by Miss Nelsen. Discussion followed: Mr. Churchill assured the Council there would be no on street parking. Mr. Anderson stated provisions should be included in the agreement for a turn around at the end of the street. Mr. Crostick requested consideration be given for a 30 foot easement at the river bank for the proposed trail park system along the river bank. After further discussion, the question was called. All councilmembers present voted in favor of the motion. Mayor Minkler instructed property owners to forward Developer's Extension Agreements to the City for approval. T.O.P.I.C.S. PROGRAM Mayor Minkler reported on the Council work meeting to study the TOPICS program of 52% matching funds on signalization projects. In order to proceed with the study $500.00 of preliminary engineering will be necessary. A letter of authority to proceed with this study is necessary Mr. Anderson made a motion the Mayor be authorized to sign any necessary agreement to get the program started. Motion seconded by Mr. Forsythe and carried. ORDINANCE 577 A proposed ordinance amending sections II and III of Ordinance 266 (Mobile Homes) was introduced. Mr. Forsythe made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Miss Nelsen and carried. Mr. Anderson made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Miss Nelsen and carried. Mr. Gardner made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Anderson and carried. This being Ordinance 577. ORDINANCE 578 A proposed ordinance amending section 5 and section 17 of Ordinance 342 (Sanitary Sewers) was introduced. Mr. Anderson made a motion the proposed ordinance be placed on its first reading. Motion seconded by Miss Nelsen and carried. Mr. Forsythe made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Anderson and carried. Miss Nelsen made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Forsythe and carried. This being Ord. 578. ORDINANCE 579 A proposed ordinance adopting the Uniform Building Code, 1967 Edition and repealing Ordinance 256, 179, 356 and 481 was introduced. Mr. Anderson made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Mr. Johanson and carried. Mr. Forsythe made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Gardner and carried. Mr. Anderson made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Miss Nelsen and carried. This being ordinance 579. ORDINANCE 580 A proposed ordinance amending section 5 of Ordinance 239 (Gas Permits) was introduced. ORDINANCE 581 A proposed ordinance amending section 9 of Ordinance 215 as amended by Ordinance 375 (Pin Ball and Amusement Machines) was introduced. Mr. Johanson made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Miss Nelsen and carried. This being Ordinance 581. ORDINANCE 582 A proposed ordinance amending section 10 of Ordinance 373 (Trade Stimulant Devices) was introduced. Mr. Anderson made a motion the proposed ordinance be placed on its first readink, by title only. Motion seconded by Mr. Forsythe and carried. Mr. Forsythe made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Anderson and carried. ORDINANCE 583 A proposed ordinance amending Section 9 of Ordinance 537 (Business Licenses) was introduced. Mr. Johanson made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Gardner and carried. ORDINANCE 584. A proposed ordinance establishing and determining the amounts of the bonds for the City treasurer, City Clerk, Traffic Violations Clerk, City Attorney and Police Chief and repealing Ordinance 386 was introduced Mr. Anderson made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Miss Nelsen and carried. Mr. Forsythe made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Anderson and carried. ORDINANCE 586 A proposed ordinance amending section 2 of Ordinance 414 (Minors) was introduced. Mr. Anderson made a motion the proposed ordinance be placed on its first reading by title only. ORDINANCE 588 A proposed ordinance amending Section 1 of Ordinance 575 (legal descrip- tion on Rezone) was introduced. Mr. Anderson made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Miss Nelsen and carried with Mr. Crostick casting a disenting vote. Mr. Gardner made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Anderson and carried with Mr. Crostick casting a disenting vote. Mr. Anderson made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Miss Nelsen and carried with Mr. Crostick casting a disenting vote and Mr. Johanson abstaining. Mr. Forsjrthe was temporarily excused. ORDINANCE 589 A proposed ordinance defining Dangerous Weapons, declaring unlawful use thereof„ and providing for certain exemptions was introduced. Miss Nelsen made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Mr. Gardner and carried. Mr. Johanson made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Miss Nelsen and carried. Mr. Anderson made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Miss Nelsen and carried. BUILDING PERMIT REPORT Mr. Zepp reported one building permit had been issued during the month of August with a valuation of $3,000.00 and permit fees of $23.00. OTHER BUSINESS Miss Nelsen and Mr. Johanson reported the Planning Commission would like better communication between the Council and itself. Mr. Gardner requested the Mayor write a letter to the State Highway Department requesting completion of the West Valley Highway so the South 180th bridge could be opened. Mr. Crostick requested a report from the building department if all people that can be served by sewers are presently hooked up. Mr. Zepp to report on this to Mr. Crostick. There being no further business, Mr. Anderson moved adjournment. The meeting adjourned at 10:00 P.M. MA
