HomeMy WebLinkAbout1969-10-20 Regular MinutesThe regular meeting of the Tukwila City Council was called to order by Mayor Stan P. Minkler at 8:00 P.M. Council members present were: Richard A. Bowen, Dwight R. Gardner, Robert B. Anderson, Helen B. Nelsen, Thomas M. Forsythe, L. E. Crostick, and Joseph R. Johanson. The minutes of the previous meeting were approved. 370 October 20, 19 CORRESPONDENCE A letter was received regarding the drainage problem on Christianson road at the rear of the Blood Bank Building and requesting a meeting with a committee of the Council to discuss this problem. Mr. Zepp was requested to set up a meeting between the Street Committee and the Blood Bank representatives. CURRENT CLAIMS Mr. Bowen made a motion current claims approved by the Finance Committee be naid with warrants drawn in their respective amounts. Motion seconded by Mr. Gardner and carried. Following the claims: CURRENT EXPENSE 7,177.14 STREET 1,204.95 WATER 710.83 SEWER 647.57 LIBRARY Mayor Minkler reported he had been contacted by Mr. Jones of the Renton Library with an offer to serve the citizens of the City of Tukwila for a contract price. However, since Mr. Jones is no longer with the Renton Library, Mayor Minkler will check into the proposal further. AUDITORS REPORT The report of the state auditor for the years of 1967 and 1968 was reviewed by Mayor Minkler for the councils information. HEALTH SERVICES A proposed resolution, drafted in conjunction with other member cities of the Suburban Mayors Association, to join with them in retaining special legal counsel to bring legal action against the Director of the Seattle —King County Department of Public Health in regard to health service payments was introduced. Councilman Forsythe asked to be excused from the table during this discussion. Much discussion followed. It was reported that while this year's fee was around 9,000.00 the charge would amount to $20,000.00 next year. The county already is assessing 4/10 of a mill for health services in addition to these charges. The main points discussed were the method of figuring the fees to be charged and the lack of information as to the services being provided for these charges. Mr. Anderson made a motion the resolution be adopted as read. Motion seconded by Miss Nelsen and carried. This being Resolution No. 233. PLUMBING CODE A proposed ordinance adopting the King County regulations and provisions for plumbing was introduced. Mr. Anderson made a motion this ordinance be tabled until the out— come of the Health Services Agreement is known. Motion seconded by Mr. Crostick and carried. Mr. Crostick made a motion the City of Tukwila investigate the posibility of contract— ing with the City of Renton for plumbing inspection. Motion seconded by Mr. Bowen. Discussion followed as to various posibilities of handeling the plumbing and septic tank permits and inspections. During this discussion period Mr. Forsythe returned to the council table. After some discussion Mr. Crostick changed the motion to read "that the City investigate the various posibilities for plumbing permits and inspec— tions. The question was called and the motion carried. Mr. Zepp was appointed to investigate this matter further. WEST VALLEY HIGHWAY Mr. Bowen reported on a meeting with the State Highway Department on the completion of the West Valley Highway improvement. The highway must be raised approximately 3 feet and the state is in the process of acquiring the necessary land. DISTRICT LEGISLATIVE MEETING Mayor Minkler announced the district legislative meeting will be held at the Auburn Elks on November 19th at 7:OO,and invited members of the council to make their reservation requests with the city clerk.
