HomeMy WebLinkAbout1969-11-17 Regular Minutes3?, November 17, 1969 The regular meeting of the Tukwila City Council was called to order by Mayor Stan D. Minkler at g :00 P.M. Council members present were Richard A. Bowen, Dwight R. Gardner, Robert B. Anderson, Helen B. Nelsen, Thomas M. Forsythe, L. E. Crostick and Joseph R. Johanson. Minutes of the previous meeting were corrected to show the committee meeting on the plumbing inspection problem was held November 10th. PETITION 56th AVENUE SOUTH A petition was received from 35 citizens requesting the following action: to alleviate the hazardous traffic condition on 56th Avenue South between South 144th and South 139th: 1. That speed limit signs of 15 mph be posted at appropriate places. 2. That two -way signs be posted at the intersection of 56th Avenue South and South 141st streets. 3. That parking on the sidewalks and street of 56th Avenue South be pro- hibited. Mrs. Robert Harris spoke on behalf of the petitioners. Much discussion followed with Chief Boze explaining some of the problems of traffic control. Mr. Forsythe made a motion the Street Committee come up with a signing program and present it at the next meeting. Motion seconded by Mr. Bowen and carried. The Street Committee will meet with Chief Boze on this matter. CURRENT CLAIMS Mr. Bowen made a motion current claims approved by the Finance Committee be paid with warrants drawn in their respective amounts. Motion seconded by Mr. Gardner and carried: Following the claims: CURRENT EXPENSE 10,829.64 STREET FUND 3,227.57 WATER FUND 3,993.12 SEWER FUND 5,032.72 CITY PROPERTY ASSESSMENT FUND 835.31 WATER SEWER CONSTRUCTION FUND 7,512.16 L.I.D. 13 1,210.39 URBAN ARTERIAL STREET FUND 1,210.39 ACCEPTANCE WATERLINE INTERURBAN Mr. Ken Fujiki reported installation of the 12" cast iron water line on Interurban and the 8" water line on a portion of the hill was completed and it was the recommendation a Hill, Ingman, Chase and Company that the line be accepted as constructed. Mr. Bowen made a motion the City accept the water line as recommend- ed by the Engineer's report. Motion seconded by Mr. Anderson and carried. MAINTENANCE AGREEMENT STATE HIGHWAY Mr. Frank Zepp presented proposed maintenance agreements for the maintenance of certain small planted areas along the state highway system. After some discussion the proposed agreements were turned over to the Street Committee for study and recommendation to the council. WATER SEWER CONNECTION CHARGES Mr. Don Cole submitted drafts of proposed water and sewer connection charge ordinances in accordance with an earlier request by Mayor Minkler. Much dis- cussion followed as to various methods of arriving at connection charges, after which the drafts were turned over to committee for further study and discussion. The committee will report further to the council. FLOOD CONTROL An amended agreement for flood control on the Green River was presented along with a letter from Mr. Gilispie of the King County Flood Control Department requesting the Council authorize the Mayor to sign said agreement. Mr. Wanamaker of King County Flood Control further explained the agreement and answered questions from the Council. Mr. Bowen made a motion the City of Tukwila go on record as approving the supple- mental Flood Control Plan. Motion seconded by Mr. Gardner. Discussion followed as to flooding problems in the lower Duwamish River and whether the installation of the pumping station at the Black River Junction would cause problems in the lower valley. The question was called. Voting in favor of the motion were Council members Bowen, Anderson and Gardner. Voting against the motion were Council members Crostick, Johanson and Nelson. Councilman Forsythe abstained. The motion failed. SPECIAL MEETING Mr. Bowen made a motion a special council meeting be held Monday, November 24 to discuss this matter further. Motion seconded by Mr. Anderson and carried. Mr. Wanamaker and a representative of the army Corps of Engineers will be present at the special meeting. ADOPTION OF COUNTY PLUMBING CODE Mr. Bowen reported on a meeting with Mr. Ronald Nelson of the Renton Building Department. Renton's plumbing code is similar to the county code with the exceptionmof the use of plastic pipe in certain areas. Mr. Bowen made a motion the City adopt the County Plumbing Code by reference. Motion seconded by Mr. Gardner. Discussion followed. Mr. Bowen reported the fee would be the same for inspection whether the inspection was done by the County or by the City of Renton, except Renton would charge an additional fee for coming over to Tukwila. The question was called and the motion carried with Mr. Crostick casting a disenting vote. ORDINANCE 594 CIVIL DEFENSE A proposed Ordinance relating to Civil Defense was introduced, Mr. Cole summarized the proposed ordinance. Mr. Forsythe made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Mr. Anderson and carried. Mr. Anderson made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Bowen and carried. Mr. Johanson made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Anderson and carried. This being Ordinance 594. ORDINANCE 595 AMENDING ORDINANCE 486, SECTION III UNDERGROUND WIRING A proposed ordinance amending Ordinance 4$6, Section III, Sub Section B, Paragraph 3 (underground wiring) was introduced. The proposed ordinance was summarized by Mr. Cole. Mr. Anderson made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Miss Nelsen and carried. Mr. Anderson made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Miss Nelsen and carried. Mr. Forsythe made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Gardner and carried. This being Ordinance 595. ORDINANCE 596 AMENDING ORDINANCE 560 WATER WORKS UTILITY A proposed ordinance amending Ordinance 560 (water works utility) was introduced. Mr. Anderson made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Miss Nelsen and carried. Mr. Johanson made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Gardner and carried. Mr. Anderson made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Bowen and carried. This being Ordinance 596. ORDINANCE 597 LICENSES TO CARRY A PISTOL A proposed ordinance relating to and regulating the issuance by the Chief of Police of licenses to carry a pistol as provided in RCW 9.41, was introduced. Mr. Anderson made a motion the proposed ordinance be placed On its first read— ing. Motion seconded by Miss Nelsen and carried. Mr. Bowen made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Gardner and carried. Mr. Johanson made a motion the proposed ordinance be placed on'its third and final reading for adoption, by title only. Motion seconded by Mr. Gardner and carried. This being Ordinance 597. ORDINANCE 598 REGULATING PLUMBING A proposed ordinance adopting and regulating plumbing was introduced. Mr. Gardner made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Mr. Bowen and carried. Mr. Johanson made a motion the proposed ordinance be placed on`_its second reading by title only. Motion seconded by Mr. Bowen and carried. Mr. Bowen made a motion the proposed ordinance be placed on its third and final reading for adoption by title only. Motion seconded by Mr. Gardner and carried with Mr. Crostick casting a disenting vote on all three vote calls. This being Ordinance 598. ORDINANCE 599 SEPTIC TANKS A proposed ordinance relating to and regulating individual sewage waste disposal systems (septic tanks) was introduced. Mr. Gardner made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Mr. Anderson and carried. Mr. Gardner made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Bowen and carried. Mr. Anderson made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Gardner and carried with Mr. Crostick casting disenting votes on all three vote calls. This being Ordinance 599. FLOOD CONTROL Mr. Gardner made a motion the City write a letter to the Corp of Engineers request— ing action be taken to assure flood control on the lower Duwamish River. Also that letters be sent to the Cities of Auburn, Kent and Renton explaining the problems of the City of Tukwila in this regard. Motion seconded by Mr. Anderson and carried. DDT Mr. Gardner made a motion the City write a letter to the State Agricultural Department requesting limiting the use of DDT. Motion seconded by Mr. Johanson and carried with Mr. Anderson casting disenting vote. There being no further business the meeting adjourned at 11:15 P.M. ATTEST: City Clerk Mayor
