HomeMy WebLinkAbout1969-12-15 Regular MinutesDecember 15, 1969 The regular meeting of the Tukwila City Council was called to order by Mayor Stan D. Minkler at 8 :00 P.M. Council members present were: Richard A. Bowen, Dwight R. Gardner Thomas M. Forsythe, L. E. Crostick, Joseph R. Johanson, George D. Hill and Paul F. Dunning. Minutes of the previous meeting were approved as read. INTERIM FINANCING LID 16 A letter was received from Mr. Lyle Sandelius of the Andover Park Branch of Peoples National Bank of Washington offering interim financing on LID 16 up to $124,000.00 at 5% interest. Mr. Bowen made a motion the City accept the offer fur interim financing on LID 16 at 5J interest. Motion seconded by Mr. Gardner and carried. RAPID TRANSIT Correspondence was received from John Fournier of Valley Publishing Company requesting the Council to establish a task force to cooperate with Auburn and Kent on Rapid Transit. Mayor Minkler appointed the Metro Committee to work on the task force and report to the Council. APPROVAL OF CLAIMS Mr. Bowen made a motion claims approved by drawn in their respective amounts. Motion FOLLOWING THE CLAIMS: CURRENT EXPENSE 9,4 STREET 2,708.42 WATER 3, SEWER. 4,138.21 the Finance Committee be paid with warrants seconded by Mr. Dunning and carried. UAB 692.17 L.I.D. 13 1,272.17 L.I.D. 15 25.00 L.I.D. 16 5,793.23 REJECTION OF CLAIM A letter was read from City Attorney Donald Cole recommending the City reject a claim for damages filed by Mr. Frank Todd in the amount of $15,150.00 on November 24, 1969. After some discussion, Mr. Forsythe made a motion that in accordance with the City Attorney's recommendation, the claim be denied. Motion seconded Mr. Bowen and carried. RESOLUTION 236 STATE HIGHWAY GRADE ET,EVATION Correspondence was read from Mr. W. C. Bogart District Engineer, Washington State Highway Commission requesting adoption of a resolution for approval of the grades for a State Highway Construction project from South 196th Street to South 178th Street on SR 181. The proposed resolution was read to the Council. After some discussion, Mr. Dunning made a motion the resolution be adopted as read. Motion seconded by Mr. Hill and carried. This being Resolution 236. RESOLUTION 237 HETFN B. NELSEN A resolution was read commending Miss Helen B. Nelsen for her 32 years of service as City Council woman. Mr. Crostick made a motion the Resolution be adopted as read. Motion seconded by Mr. Forsythe and carried. This being Resolution 237. RESOLUTION 238 ROBERT B. ANDERSON A resolution was read commending Mr. Robert B. Anderson for his 52 years of service as City Councilman. Mr. Forsythe made a motion the proposed resolution be adopted as read. Motion seconded by Mr. Crostick and carried. Mr. Bowen presented Miss Nelsen and Mr. Anderson with plaque from members of the council commemorating their years of service on the Council. RESOLUTION 239 ACCEPTANCE OF NORTHERN PACIFIC AGREEMENT A proposed resolution accepting an agreement between the City of Tukwila and the Northern Pacific Railway Company in reference to development of a sanitary sewer facility was read. After some discussion, Mr. Gardner made a motion the resolution be adopted as read. Motion seconded by Mr. Bowen and carried. This being Resolution 2 39. ORDINANCE 602 CONDEMNATION UAB PROJECT 8- 1116(03) A proposed ordinance relating to and providing for the acquisition by condemnation of certain property for UAB project 8- 1116(03) was introduced. Mr. Johanson made a motion the proposed ordinance be placed on its first reading. Motion seconded by Mr. Hill and carried. Mr. Crostick made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Johanson. and carried. Mr. Bowen made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Forsythe and carried. This being Ordinance 602. ORDINANCE 603 WATER CONNECTION CHARGES A proposed ordinance establishing regular and special water connection charges was introduced. Much discussion on the proposed ordinance followed. Mr. Bowen made a motion the proposed ordinance be placed on its first reading by title only. Motion seconded by Mr. Dunning and carried. Mr. Gardner made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Johanson and carried. Mr. Bowen made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Hill and carried. This being Ord 603. SEWER CONNECTION CHARGES The proposed sewer connection charge ordinance was discussed. Since this ordinance needed further clarification, the City Attorney and City Engineers were instructed to discuss some of the problems and report back to the Council. ORDINANCE 604 1970 SALARY ORDINANCE The proposed 1970 Salary Ordinance was introduced. Mr. Forsythe made a motion the proposed ordinance be placed on its first reading. Motion seconded by Mr. Johanson and carried. Mr. Hill made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Dunning and carried. Mr. Gardner made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Dunning and carried. This being Ordinance 604. ORDINANCE 605 CITY ATTORNEY DUTIES AND COMPENSATION A proposed ordinance amending Ordinance 559 and setting forth the duties and compen— sation of the City Attorney was introduced. Mr. Forsythe made a motion the proposed ordinance be placed on its first reading. Motion seconded by Mr. Dunning and carried. Mr. Bowen made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by" Mr. Gardner and carried. Mr. Dunning made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Johanson and carried. This being Ordinance 605. LOW INCOME HOUSING Mr. Hill requested Council permission to set up a work meeting with the Housing Authority officials to inquire into low income housing and housing for senior citizens. He was instructed to establish a meeting date and inform members of the Council. CHRISTMAS TREE Mr. Crostick reported citizens had inquired as to why the Christmas tree had not been decorated. It was reported volunteers of the Fire Department had done this in previous years and there was no longer sufficient man power to accomplish this. After some discussion, Mr. Forsythe proposed he and Mr. Crostick would contact the Tukwila Chamber of Commerce for a donation of necessary funds to get the tree decorated. Mr. Crostick asked of authority could be given for men of the maintenance crew to do the necessary work in order to decorate the tree for this year and perhaps other arrangements could be made for coming years. Mr. Forsythe made a motion this authority be granted. Motion seconded by Mr. Hill and carried. MERRY CHRISTMAS Mr. Crostick made a motion the Council express their wishes for a Merry Christmas to all citizens of Tukwila. Motion seconded by Mr. Johanson and carried.
