CALL TO ORDER/PLEDGE OF AL LFGIANCE
Council President Delostrinos Johnson called the Tukwila City Council meeting to order at 7:00 p.m. and
led the audience in the Pledge of Allegiance,
OFFICIALS
Present at the meeting were Councilmembers Kathy Hougardy (on -site), DeSean Quinn (on -site) Kate
Kruller (on -site),, Thomas McLeod (on -site), Cynthia, Delostrinos Johnson (on-site)i, Mohamed Abdi (on -
site),

LAND ACKNOWLEDGEMENT
Councilmember Kruller stated "The City of Tukwila is located on the ancestral iands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture We pay our respects to
their elders past, present and emerging,'
PUBLIC COMMENTS
1. Katrina Dohn shared she is having difficulty with Internet connectivity in her neighborhood and
requested someone look into this matter.
2; Ken Romerdahl outlined ongoing issues she has had with a developer across the street from her
home and requested assistance from the City.
3.. Todd Hutchinson provided additional details, regarding the developer referenced in Ms. Romerdahrs
comment and requested assistance from tile City.
4, Joe Duffle thanked the outgoing Elected Officials for ther service„
James Johnson expressed condom regarding the draft temporary homeless encampment ordinance
and requested the Council take additional time to consider the draft ordinance. He thanked the
outgoing Elected Officials for their service and gave kudos to Council President Delostrinos Johnson.

8:01 p,m, Council President Delostrinos Johnson resumed the meeting.
b. Contracts issued under the emergency proclamation.
David Caine, City Administrator, indicated following the emergency proclamation issued by Mayor Ekberg
on October 6 2023 and ratified by the Council on October '16,, ,2023, two, contracts tor services were
issued to provide expertise and support for the situation at Riverton Park United Methodist Church, 'The
first, contract is an amendment to the contract with Innovative Impact Strategies for homeless service
consulting services and the second contract is with Brad Harwood for communications services.

c. An ordinance regarding temporary homeless encampments.
Eric Dreyer, Police Chief, and Nora Gierloff, Community Development Director, provided an overview of
the draft ordinance that regulates temporary encampments for homeless individuals in the City. The intent.
of the ordinance is to protect public health and safety through regulations such as requiring a permit
application and fee, appropriately sized sanitation facilities,, a code of conduct, and more. Staff is, seeking
Council direction on next steps,

1. Melaka Lucas ielayed asylees endure a difficult jOUT r ley and are often bought to RPUMC by social
workers and law enforcement„ She asked the Council take into consideration the human component
as they make their decision
2, Paln-iira Figueroa expressed concern regardregarding the draft ordinance as she feels it is unwelcoming to
homeless individuals and asylees„
3. Daniel Vingo thanked Pastor Jan and shared his experience staying at the RPUMC.
4 Verna Seal urged the Council to take add[tionaO time toireview the draft ordinance.
5, Katrina Dohn expressed concern regarding the draft ordinance's requirements regarding children
under the age of 18,
The Councilmembers asked clarifying questions regarding the draft ordinance including impacts to the
existing encampment at the Riverton Park United Methodist Church (RPUMC), the outcomes of the draft
ordinance, efforts to sign a Memorandum of Understanding with RPUMC, tools to manage the
encampment at RPUMC more safely and effectively, insurance, and current conditions.
8:58 p.m, Councilmember Quinn exited the Council Chambers,
9:00 orn. Councilinember Quinn returned to the Council Cnambers„
Jan Bolerjack, indicated asylees and homeless individuals continue to arrive at RPUMC seeking shelter.
There is a code of conduct currently in place that is enforced by the church, She expressed the need for
additional housing options and increased capacity through other agencies.
The Councilmernbers offered additional comments regarding funding mcchanisms, the intent of RCW
35A.21 360 to give religious, institutions expansiverights to host accommodations for homeless
popu:Oations, and the need for additional conversations and work on the draft ordinance:

Council:member Hougardy ,attended the ribbon -cutting at the Sullivan Center to celebrate the launch of
the new student Private LTE network where Chromebooks were handed out to Tukwila School District
students. She participated in recent meetings and events through the Soundside Alliance, Sound Cities
Association, the Seattle Southside Chamber of Commerce, and Seattle Metropolitan Chamber of
Commerce.
Councilmember Kruller attended the ribbon cutting at the Sullivan Center to celebrate the launch of the
Private LTE network for students and gave kudos to Joel Bush, Chief Technology Officer, for his work en
the project She also participated in a recent meeting on the Tukwila Community Leadership initiative,
She reported she was recognized as a Member Emeritus of Sound Cities Association.
Councilmember Abdi expressed appreciation for the work accomplished by the outgoing Elected Officials
and shared his respect and admiration.
