DATE ATTACHMENTS 1/22/24 Informational Memorandum dated 1/16/24 Draft resolution 79 80 TO: FROM: City of Tukwila Allan Ekberg, Mayor INFORMATIONAL MEMORANDUM Tukwila City Council Laurel Humphrey, Legislative Analyst DATE: January 16, 2023 SUBJECT: 2024 City Council Standing Committees ISSUE Annual resolution establishing standing committees for 2024. BACKGROUND Standing committees of the Tukwila City Council are tasked with reviewing information leading to the Committee of the Whole deliberations. While there are exceptions, typically legislative matters are handled in three phases: Committee discussion resulting in recommendation, Committee of the Whole discussion, and action at a Regular Meeting. Staff proposes a six-month pilot program to reduce committee meetings to once per month, and use the allotted time in the other weeks to convene full Council work sessions on topics of broad interest or unique significance. Due to the January 2024 turnover on the City Council, these meetings could provide good opportunities for newer Councilmembers to get up to speed on big topics and for the full Council to collaborate together by all receiving the same information at the same time. Potential topics for these work sessions could include: WCIA training for Councilmembers (risk management), Capital Improvement Program overview, city revenues, 2024-2025 budget process and proposals, Comprehensive Plan, Public Works Shops Phase 2, and more. There are pros and cons associated with the standing committee process. Committee recommendations can lead to more efficient Committee of the Whole meetings, as three Councilmembers have already vetted a proposal to make a recommendation to the full Council. Also, feedback from a committee can assist staff in refining presentations and materials before they get to the full Council. On the other hand, there is often redundancy for both staff and Council with duplicate presentations. Committee agendas are sometimes difficult to balance leading to some very short meetings and some that have a lengthy agenda that is difficult to complete by 7. Because there are advantages and disadvantages, staff would like to try a hybrid approach reflected in the chart as follows: 5:30 p.m. 7:00 p.m. 1st Monday Work Session Regular Meeting 2nd Monday • Community Services & Safety Committee • Planning & Community Development Committee Committee of the Whole 3rd Monday Work Session Regular Meeting 4th Monday • Finance & Governance Committee • Transportation & Infrastructure Services Committee Committee of the Whole 81 INFORMATIONAL MEMO Page 2 Staff proposes a six-month pilot as reflected in the draft resolution, and suggests the City Council review the efficacy of the pilot in July. No significant changes are proposed to the committees other than the frequency of meeting. Staff expects to present a resolution in February that would further improve the Council meeting process by addressing certain aspects of the purchasing policy. RECOMMENDATION The City Council is asked to review and discuss the proposal. ATTACHMENT Draft resolution 82 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ESTABLISHING THE TITLES, DUTIES, AND SCHEDULE OF THE STANDING CITY COUNCIL COMMITTEES FOR 2024, AND REPEALING RESOLUTION NO. 2063. WHEREAS, RCW 42.30.030 states that all meetings of the governing body of a public agency shall be open and public; and WHEREAS, all persons shall be permitted to attend any meeting of the governing body of a public agency; and WHEREAS, the City Council desires to evaluate the standing committee framework each year in an effort to appropriately balance the current policy work of the City; and WHEREAS, the City Council desires to conduct its standing committee meetings in a hybrid format that allows both in -person and electronic attenance; and WHEREAS, the City Council strives to operate at the highest level of functionality and efficiency; and WHEREAS, the City Council desires to pilot a meeting schedule revision wherein the four standing Council Committees will meet once a month prior to Committee of the Whole meetings; and prior to Regular Meetings will convene in full Council work sessions to discuss topics of broad interest and unique significance, including review of the 2024- 2025 biennial budget; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Pursuant to the Rules of Procedure of the Tukwila City Council, there are four standing committees of the Council, consisting of three members each. The Council President shall appoint the membership of each committee and the Committee Chair by the second Regular Meeting of each year. All Council Committee meetings are open to the public. Community Services and Safety Committee meetings shall be held on the second Monday of every month commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to police, fire, emergency services, municipal court, public safety facilities, animals, community engagement, human services, parks, recreation, youth and senior services, golf course, community center, library, public art, social equity and justice, and other ad hoc matters as assigned. Meetings will be held in the Hazelnut conference room, 6200 Southcenter Boulevard, Tukwila, Washington. Information on public participation via Microsoft Teams or by telephone will be published on every agenda. 2. Planning and Community Development Committee meetings shall be held on the second Monday of every month commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to housing policies and programs, planning and land use, annexations, building and development regulations, code enforcement, economic development, tourism, workforce development, environment and sustainability, and other ad hoc matters as assigned. Meetings will be held in the Duwamish conference room, 6300 Southcenter Boulevard, Tukwila, Washington. Information on public participation via Microsoft Teams or by telephone will be published on every agenda. 3. Finance and Governance Committee meetings shall be held on the fourth Monday of every month commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to financial management and fiscal operations of the City, administrative services, insurance, personnel, compensation, technology systems, government performance, public records, City Hal1/6300 Building, and other ad hoc matters as assigned. Meetings will be held in the Hazelnut conference room, 6200 Southcenter Boulevard, Tukwila, Washington. Information on public participation via Microsoft Teams and by telephone will be published on every agenda. 4. Transportation and Infrastructure Services Committee meetings shall be held on the fourth Monday of every month commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to transportation, traffic, streets, water, sewer, surface water, power, street lighting and signals, solid waste and recycling, river basins and levees, aviation, telecommunications, shops facilities, fleet, public transit, and other ad hoc matters as assigned. Meetings will be held in the Duwamish conference room, 6300 Southcenter Boulevard, Tukwila, Washington. Information on public participation via Microsoft Teams or by telephone will be published on every agenda. Section 3. Time sensitive matters may be placed directly on a Committee of the Whole agenda, or a Committee meeting may convene with approval by all members. Section 5. In the event there is a fifth Monday in a month, there will be no Council Committee meetings during that week. Section 6. The City Council will re-evaluate this pilot meeting schedule framework to determine if it furthers the goals of efficiency, transparency, and collaboration no later than July 1, 2024. Section 7.
