CALL TO ORDER / PLEDGE OF ALLEGIANCE ,
Mayor McLeod called the Special Meeting of the Tukwila City Council to order at 6:00 p.m. and led the
audience inthe Pledge ofAllegiance.
ROLL CALL

NEW BUSINESS
Continuation ofCouncil candidate interviews for Position #3.
The applicants were escorted into the Council Chambers and interviewed in the following order.

Each applicant was asked the following questions:
1� Introduce yourself, including your interest inbeing aCounci|memberand onoverview ofyour
quo|ificodons, including any previous community service o,involvement.
2. Explain your understanding of the role of City Counci|member, and briefly explain why you did
not run for office during the election cycle,
3. What do you believe are the greatest strengths of the City of Tukwila?
4� Describe your experience working with different stakeho|dors, such as buoinoaaea, community
organizations and residents.
5. A Councilmember must make decisions in the best interest in the community and is faced with
difficult decisions where some people may benefit and others may not. Describe your thought

process for determining what isinthe Chv'sbest interest and how you can make onequitable
decision.

EXECUTIVE SESSION — To evaluate the qualifications of the candidates for appointment to elective office
Mayor McLeod announced the Council will now go into on Executive Session to:
Evaluate the qualifications of the candidates for elective office — Pursuant to RCW 42.30.1 10(h). Not
to exceed I hour.
The total amount of time will be more than 60 minutes, and no decisions will be made during the Executive
Session. Action may be required in the Open Meeting after the Executive Session has concluded.
8:30 p.m. The City Council entered the former Law Library to conduct the Executive Session.

9:30 p.m. Mayor McLeod entered the Council Chamber and announced that the Executive Session would
beextended for 2Ominutes.
Executive Session End: S:5Op.m.
9:52 p.m. Mayor McLeod reconvened the Regular Meeting.
NEW BUSINESS
Discussion and vote to appoint a new Councilmember to Position #3 on the Tukwila City Council.
Counci|members Martinez, Quinn, Papyan. and Abdi made remarks thanking the applicants for their time.

Mayor McLeod asked for nominations from the applicants who were interviewed.

MOVED BYQUINN, SECONDED BYABD|TOCLOSE THE NOMINATION PERIOD. MOTION
CARRIED 6-0.
Mayor McLeod asked the Legislative Analyst for a roll call vote. Counci|memberswiU respond by stating
the name of their preferred nominee. If a nominee receives four or more votes in this first round, heorshe
will be appointed to Position No. 3. If no nominee receives four votes, the Mayor will ask for further

discussion. Voting rounds may continue until one candidate receives four votes. If there is a tie between
two candidates, the Mayor may break the tie pursuant to RCW 35A.12.100.
Laurel Humphrey, Legislative Analyst, conducted a roll call vote.

remarks about the goal of reaching consensus through the voting process. Councilmember Martinez
remarked about the difficulty of the decision and the quality of the applicant pool. Councilmember Sharp
offered comments in support of Peggy McCarthy
