Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience inthe Pledge ofAllegiance.
ROLL CALL

LAND ACKNOWLEDGEMENT
Council President Abdi stated "The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders paat, present and emerging."
PUBLIC COMMENTS
Mayor McLeod stated those wishing to provide public comments may verbally address the City Council
both on -site or via phone or Microsoft Teams for up to 5 minutes for items both on and not on the meeting
agenda.
1. Greg Sherlock referenced his ongoing noise complaint with Sabey Data Center and ohod the Chy's
code enforcement process. He expressed concern regarding the lack ofsupport he has received from
Administration in finding a resolution to this issue,
2. David Puki expressed concern regarding late garbage pickups and spilled trash from recent pickups.
3. Sean Russell requested information on how the City engages with regional transit organizations to
represent Tukwila's interests.
4. Joe Duff ie requested trades be added to a Committeeworkpkan. He emphasized the importance of
community advocacy for first responders and youth walking safely to schools.
5. Kimberly Cook expressed concern regarding pedestrian safety sd34mAvenue South and South 160m

O. Pam Carter thanked the Council for volunteering to serve and spoke on the importance of forming
regional alliances and partnerships. She emphasized the time and dedication necessary h)be
successful as an elected official.
APPOINTMENTS
Confirm the appointment of Andy Youn to the position of City Clerk, effective March 18, 2024.
Mayor McLeod shared City Clerk Christy O'Flaherty will be retiring effective March 15, 2024 and is
recommending Andy Youn. Deputy City C|ark, be appointed as City Clerk effective March 18. 2024.

PRESENTATIONS
Update from the Small Business Development Center at Highline College.
Rich Shockey, Executive Director ofthe Small Business Development Center at Hkgh|in* College, and
Phon Sivongxay, Program Mana8er, provided an overview of services provided at the Small Business
Development Center and StartZone, year-end results, and community partnerships.

UNFINISHED BUSINESS
Update on Asylum seekers/mig rants.
Eric Dnaver, Police Chief, and Pete Mayer. Parks and Recreation Dinack)r, provided an update on the
status of asylum seekers and migrants at the Riverton Park United Methodist Church and highlighted
there are currently approximately 120 families total at the site, indoors and outdoors; Innovative Impact
Stnategiesiscnntinuingb/aoaiatwhhmanagementofthesite�pehmeterseourityhasbeenimproved;
routine waste management services have been implemented; the City is finalizing a Memorandum of
Understanding with RpUMC.
The Councilmembers asked clarifying questions and offered comments regarding the recent inclement
weather event, capacity at RPUMC, the MOU, cost recovery, coordination with the Tukwila School
District, intergovernmental coordination efforts, services being provided at RPUMC, communications to
the public, and next steps.

Following a request from Council President Abdi, Council consensus existed to receive a monthly update
on asy|ee seekeu/mignants, with further targeted discussions to be scheduled for Committee meetings.
REPORTS
o. Mayor
Mayor McLeod reported the former Municipal Court spaces are now available for use to Councilmembers
aowork spaces.
b. City Council
Councilmember McConnell participated in a subcommittee meeting through the Puget Sound Regional
Fire Authority and reported they are seeking Tukwila residents to be on the subcommittee, Committee
meetings will be held on the 2nd Wednesday of each month at 6:00 p.m. and held primarily through
Zoom. She attended an Equity and Social Justice Commission meeting and shared there are 3 positions
becoming vacant inMarch for which applications will bedue February 15.
Counci|memLmrMartinez attended aCascade Water/A|ianceBoardofDirectorsmeetingwherethey
discussed ongoing projects. He attended a Tukwila Community Center event regarding Duwamiah parks
and a farewell event for former City Administrator David Cline.
Marty Wine, Interim City Administrator, referenced the CA(City Administrator) Report, 2023VVod'p|an
Quarter 4 update, and the Monthly Construction and Budget report and offered to answer any questions.
MISCELLANEOUS
Councilmember Martinez referenced several recent safety incidents that have occurred in the community
and highlighted the Tukwila Police Department's quality of service and the importance of increased
staffing levels inthe department.
