IV Approval of Minutes, January, 2024 (2 minutes) V Business Items • Get to know your fellow Commissioners, including new Councilmember Jovita McConnell. Commissioners shared something about themselves. • Still Waters report regarding use of 2023 funds and impact. Tabled. • Commission Membership Recruitment Commissioners discussed potential recruits and brainstormed strategies for recruitment, including promoting through Tukwila blogs, social media, new staff orientation, reaching out to our networks, and requesting that the Equity Policy Implementation Committee (EPIC) to do the same. Brochures were distributed. Top priorities include deepening ESJC's relationship to EPIC; relationship -building in the community by amplifying ESJC's community presence; develop educational opportunities regarding racial restrictive covenants; involvement in comprehensive plan; enforcing equity policy related to policy development, city planning, and workforce diversity; and addressing equity across boards and commissions, including recruitment practices, training and education, and other practices. VI Miscellaneous • Announcement of City Administrator David Cline's departure. VII Adjournment Boards and Commissions The City of Tukwila is assisted in its operations in several areas by the volunteers who serve on our Boards and Commissions. Volunteers serve an important function by offering their time and expertise as members. Anyone interested in serving on a Board or Commission should complete an application and submit it to the Mayor's Office at City Hall. Applications are reviewed and appointments are made by the Mayor and confirmed by the City Council. Hybrid Meetings the 2nd Thursday each month at 6:30 PM online or at the Tukwila Justice Center located at 15005 Tukwila International Blvd. Term of Service: 4 Years Human Services Advisory Board The Human Services Advisory Board has seven members and advises the Mayor and City Council on assessing human services needs in Tukwila, provides recommendations for prioritizing human service needs and recommends policies and programs for funding. Hybrid Meetings the 3rd Thursday every other month at 10 AM online or in the Human Services Office. Term of Service: 3 Years Library Advisory Board The Library Advisory Board has seven members and a student representative that serve under the direction of the Parks and Recreation Manager advising City officials on library services in the City and promoting library services and activities. Hybrid Meetings the 1st Tuesday each month at 6:00 PM online at the Tukwila Community Center. Term of Service: 2 Years Arts Commission The Tukwila Arts Commission has up to seven members and a student representative that serve under the direction of the Parks and Recreation Manager. The Arts Commission is actively involved in providing public art, as well as a variety of cultural experiences and performances for Tukwila residents throughout the year. Hybrid Meetings the 4th Wednesday each month at 6:00 PM online or at the Tukwila Community Center. Term of Service: 4 Years Civil Service Commission The Civil Service Commission consists of three members appointed by the Mayor to exercise the powers and perform the duties established by state law and the Tukwila Municipal Code 2.42.030 in connection with the selection, appointment, promotion, demotion and employment of commissioned police officers and non-commissioned police personnel. Hybrid Meetings the 3rd Thursday of the month at 5:00 PM online or in the Duwamish Conference Room at 6300 Southcenter Blvd. Term of Service: 6 Years Equity and Social Justice Commission The Equity and Social Justice Commission has nine members and a student representative that advise the city of opportunities to promote understanding of diversity within the community, serves as a resource regarding social justice and human rights information and education, and provides recommendations to the Mayor and City Council to increase equity and social justice. Hybrid Meetings the 1st Thursday each month at 5:30 PM online or at the Tukwila Justice Center located at 15005 Tukwila International Blvd. Park Commission The Tukwila Park Commission consists of seven members and a student representative that serve under the direction of the Parks and Recreation Manager in an advisory capacity concerning all recreation and golf services and parks development and policies. Hybrid Meetings the 2nd Wednesday each month at 5:30 PM online or at the Tukwila Community Center. Term of Service: 3 Years Planning Commission The Planning Commission is comprised of seven members and acts as the land use advisory body for the City Council, reviews and makes recommendations on the City's Comprehensive Plan, Shoreline Plan, Subdivision, Zoning and Sign Codes and acts as the City's Board of Architectural Review. Term of Service: 4 Years Lodging Tax Advisory Committee The Lodging Tax Advisory Committee is comprised of seven members and provides recommendations to the Mayor and Council regarding the levying and application of Hotel/Motel tax collections. Relatedly, STRUCTURES Infrastructure/services - housing, transportation, green spaces. Comp Plan STRUCTURES Trades and youth - bring it back to the dry. Use old buildings for skills training purposes. TCC is a great space, but not accessible. (Connect Mr. Duffle to FHS CTE) 3. To provide recommendations to the Mayor and City Council regarding opportunities to increase equity and social justice awareness and promote social justice programs. SYSTEM PRIORITIES Enforcing equity policies. Relatedly, SYSTEM PRIORITIES Drill into the equity toolkit. PRIORITIES IN PINK Hold the City accountable for assessing a baseline, developing an implementation plan, and reporting measurable progress in meeting each of the six -goals listed in the Equity Policy. Board & Commission Equity Recruitment, training/education, and accountability to the City's commitment to DEI and social justice SYSTEM PRIORITIES Continuation - prioritize hires locally/Tukwila residents, EP 1 city workforce reflects the community's diversity. Representation matters. PEOPLE More power to enforce policy. Doesn't feel like we have decision making power. Lean into advisory role and build relationships. Required to get input from ESJC.
