Please let me know if you have any questions or need additional information about any of the following items. 1. Intergovernmental Update • Lunar New Years Events: 0n February 10 Mayor McLeod participated in Lunar New Years events at the Vietnamese Martyrs Church and Westfield Southcenter. • Sound Cities Association Mayors Meetings: Mayor McLeod participated in Sound Cities Association Mayors meeting on February 13 and February 20. • Meeting with Cascade Water Alliance: 0n February 14 Mayor McLeod and Councilmember Martinez met with Cascade Water Alliance to learn more about Tukwila's role in the organization. • Meeting with Sound Transit: Mayor McLeod and Interim Deputy City Administrator met with Sound Transit on February 14. • King County City Managers/City Administrators Meeting: 0n February 14 Interim City Administrator Wine participated in a King County City Managers/City Administrators meeting where the group received a legislative update from Association of Washington Cities, had a panel presentation regarding NPDES Permit Requirements, and received updates from Sound Cities Association and the International/Washington State City/County Management Association. Parks & Recreation Director Pete Mayer gave an update to the group on the Asylum Seekers. • PSERN Press Conference: Mayor McLeod and Chief Dreyer attended a press conference with King County Executive Dow Constantine on February 15 in recognition of the successful completion of the Puget Sound Emergency Radio Network. • Senator Hasegawa Town Hall: 0n February 17 Mayor McLeod and Councilmembers Sharp, Martinez, Papyan, and Hedrick attended a Town Hall meeting held by Senator Hasegawa. Tukwila City Hall • 6200 Southcenter Boulevard • Tukwila, WA 98188 • 206-433-1800 • Website: TukwilaWA.gov 219 City Administrator's Report February 27, 2024 Page 2 • Testimony Before Senate Human Services Committee: On February 19 Mayor McLeod testified before the State Senate Human Services Committee in support of HB 2368 regarding coordination of efforts related to immigrants and refugees arriving and settling in Washington State. • State Auditor's Exit Conference: On February 21, Councilmember Quinn and Interim City Administrator Wine joined Finance staff for the Exit Conference with the Washington State Auditor's Office (SAO) regarding the 2022 Financial/Accountability/Federal audit. The City received a clean audit opinion which is consistent with previous audits. • Association of Washington Cities Mayors Exchange: Mayor McLeod attended an Association of Washington Cities Mayors Exchange on February 22. At the end of the day, he was able to meet with Senator Hasegawa and Representatives Bergquist, Hackney and Gregerson. II. Community Events • Transportation Resources Event: Community Development staff partnered with the Congolese Integration Network (CIN), Hopelink Mobility Management and Public Health Seattle -King County to plan a transportation resources event at the CIN office in SeaTac on February 17. CIN clients received a presentation and an ORCA card or $20 added to their card. One focus of the event was on facilitating access to reduced fares such as ORCA LIFT. Interpretation was available in Lingala, French and Portuguese. • Tukwila Job Fair: The City held a Job Fair at the Tukwila Community Center on February 21. Several departments participated to provide information and resources to attendees. 111. Staff Updates Public Safety • Spring 2024 Community Police Academy: Registration is open for the Spring 2024 Community Police Academy. The Academy is an opportunity for those who live or work in Tukwila to get an in-depth look at police operations. The program is designed to educate the community on the role of the police department while building and strengthening relationships. This is a free eight -week program. Classes will be held in the Justice Center's Emergency Operations Center (EOC) from 6 pm to 8:30 pm on Tuesdays beginning March 5. Project Updates • 2023 Annual Overlay Program: Estimated Completion: 2024 The remaining work for the project consists of installing the RRFB's at the Allentown raised crosswalk. The delivery date for the poles for RRFB equipment is undetermined at this point. • 2024 Annual Overlay Program: Estimated Completion: Aug 2024 Expect to have 90% specs in mid -March. The project will be advertised for construction. Specific site areas forthcoming. • Green Tukwila Receives Grant Award: Green Tukwila Partnership received a $125,000 Department of Natural Resources Grant that will support Vegetation Assessments of natural areas at four parks and start $85,000 professional crew work at Southgate Park. Phone: 206-433-1800 • Email: Mayor@TukwilaWA.gov • Website: TukwilaWA.gov 220 City Administrator's Report February 27, 2024 Page 3 • Partner in Employment Work in Tukwila Park: Partner in Employment (PIE) will be working in the natural area at the top of Tukwila Park with their Youth Green Jobs Training program over the next month. The focus is planting and mulching young trees and native understory plants while removing common ivy to create space for a secondary forest. • Dirt Corps and Forterra Work at Crystal Springs Park: Dirt Corps planted more than 75 young native trees at Crystal Springs Park with their Green Jobs Training Program and Forterra had a successful volunteer event at Crystal Springs Park where volunteers planted over 40 understory plants in the upper level of the park on Presidents Day. • Work at 57th Street Mini Park: DirtCorps and local artist Sarah Kavage have removed most of the blackberry at the 57th Street Mini Park along the shoreline and have started a community weaving project. Sarah is building a living sculpture from native willow to create a barrier between the river and the park. She has open volunteer hours from 12 p.m. to 4 p.m. on Sundays, Mondays, and Tuesdays in February. Boards, Commissions and Committees • Arts Commission: The next meeting is scheduled for February 28, 2024. Responses to Council/Community Inquiries Date of Inquiry Inquiry Response 2/5/2024 A resident asked about how the city engages with regional transportation projects to ensure the city is represented and specifically mentioned Sound Transit, WSDOT, Link Light Rail. Public Works and Community Development staff answered questions that night and sent a follow up email inviting the resident to attend the Planning Commission Transportation Element meeting February 22 and offering to meet again with the commenter. 2/5/2024 Comments/concerns about Recology trucks making a mess on street and in people's yards; also mentioned customer service difficult to reach. Public Works staff made a site visit, passed along comments to Recology and reached out to the commenter. 2/5/2024 A commenter expressed concerns about road safety on 160th Street between 34th Ave and 158th Street; they also mentioned an interest in composting. Public Works staff corresponded with the commenter via email regarding the composting options in the City. 2/5/2024 Councilmember Sharp asked how the City is communicating its efforts regarding the asylee crisis. The City is working with Communications Consultant, Brad Harwood, on communications specific to this issue, including maintenance of a dedicated page on the city website, that went live on February 26. 2/12/2024 Concerns about Recology services were shared under public comment. City staff and Recology representatives followed up and collected contact information during the meeting. Recology is doing site visits of 152nd and condos. 2/12/2024 Councilmember Papyan requested that Recology customer service data be shared with the Council. Public Works has requested the information from Recology and will share it with Council once it has been received.
