The applicant also proposes to install remove 3 TMAs and add 3 RRUS 11 B13 with A2 units, 3 RRUS 12 B2 A2 with units, 1 OVP distribution box and hybrid cable, and 1 OVP distribution box within an existing shelter. The modifications will not exceed the height of the existing structure and the project is categorically exempt from SEPA [RCW 43.21C.0384(1)(a)]. No ground disturbance or expansion of the existing compound is proposed. The project also qualifies as an Eligible Facilities Modification under § 6409 of the FCC's Spectrum Act, which requires the City to approve any eligible facilities request for a modification of an existing tower or base station that does not substantially change the physical dimensions of such tower or base station. Existing Development This telecommunications facility is preexisting. Surrounding Land Uses The property and surrounding parcels are zoned Commercial Light Industrial (CLI). Background In 2006, the City adopted a Wireless Facilities Chapter to the Zoning Code. The chapter provides specific location and design requirements for the placement of WCF within the City of Tukwila. The TMC was updated in 2016 (TMC 18.58). The WCF being modified is preexisting. The WCF being modified was originally approved by the City in 1992 (PW92-0019). In 2005, the WCF was approved for modifications (L05-045, L05-078) through conditional use permits, in 2010 (L10-057) through a Type 1 Wireless facilities permit, and in 2014 (L14-0019) through a Type 1 Wireless facilities permit. Location Selection Tukwila Municipal Code (TMC) provides a hierarchy of appropriate locations within the City. Generally, co - locations and utilizing existing structures are favored over the development of new standalone WCF within the City.
